🎉 Congratulations are also due to newly promoted Deputy Wardens Katina Hinton and Orges Prifti.

🏆 Special thanks to newly appointed Philadelphia Managing Director Carlton Williams for delivering the keynote address at the ceremony, which was held at FOP Lodge #5 on August 28, 2026.

“Don’t write to be understood, write so that you can’t possibly be misunderstood!”

Annette Feggans joined the PDP as a Correctional Officer in June 2004. While assigned to Curran-Fromhold Correctional Facility, she noticed several incarcerated people on her housing block were all reading the same book. Sensing an opportunity for constructive engagement, Officer Feggans made a proposal: “If you all are reading the same book, come down at the end of the month and tell me what that book is about.” With the help of the housing block rep, a book discussion group was formed. This experience of facilitating learning stuck with Officer Feggans, leading her to apply for an Education Instructor job opening in 2012. She got the job, and nearly 15 years later, she’s still teaching.

As an Education Instructor with the PDP Education Department, Mrs. Feggans assesses the educational needs of incarcerated people and helps connect them with opportunities to strengthen their literacy, develop their skills, and earn their GED. From there, they can enroll in workforce training programs like HVAC or pursue a college degree.

Instructors at the PDP Education Department collaborate to best serve their students. “If I can’t help with something, I can call on another instructor to step in,” said Mrs. Feggans. “We all help each other.”

For Mrs. Feggans, the most rewarding part of her job is, “Knowing that I made a difference in one person’s life by motivating them and building their skills up with confidence.” She meets each student where they are, identifies what they need, and helps them believe they can achieve even more. “As long as you come to class every day, I’ll get you where you need to be.”

On August 14, 2026, the Philadelphia Department of Prisons came together to celebrate its employees and their families with a special back-to-school backpack and school supplies giveaway.

MORE THAN 600 BACKPACKS filled with school supplies were on-hand to distribute to the children of PDP employees at the event — supporting our workforce and helping families get ready for the new school year. 🎒✏📓

In addition to school supplies, there was plenty of free food, ice cream, water ice, and music for PDP staff and their families to enjoy. With the first day of school just around the corner, the timing of such an event couldn't have been better.

✨ Special thanks go to the PDP Sunshine Clubs for all their work, and to Captain Jeffrey Bishop for organizing the event!

PDP IN FOCUS: Katrina Thomas-Shaw
Social Work Supervisor, Philadelphia Industrial Correctional Center (PICC)

August 18 is a day worth celebrating twice for Katrina Thomas-Shaw: it marks both her birthday and her anniversary with the PDP, where she began her career on August 18, 2014. Before then, she had not realized that social workers were employed in corrections – but 12 years later, she has found her calling.

After spending her first decade at CFCF, Mrs. Thomas-Shaw was promoted to Social Work Supervisor in 2024. At PICC, she supervises social work staff, supports reentry efforts and programming, and helps ensure incarcerated individuals receive the services and support they need. Eight months after her promotion, Mrs. Thomas-Shaw’s hard work was recognized with the Social Work Supervisor of the Year award.

For Thomas-Shaw, the most rewarding part of the job is helping others. With more than 22 years in the social services field, she believes in showing up, being consistent and, as she puts it, “meeting people where they are.” She takes pride in knowing the people she serves: remembering their names and personal details, and recognizing when something has changed.

Her commitment to service extends beyond the PDP. Outside of work, Mrs. Thomas-Shaw spent 13 years as a block captain, following the example of her maternal grandmother, and believes in giving back to the community. She also enjoys gardening, giving her father and grandfather credit for her “green thumb.”

As we close this profile of Katrina Thomas-Shaw on her birthday and work anniversary, one more reason for celebration must be highlighted: on June 6 of this year, she married Cecil Shaw, a PDP Social Work Service Manager II. After more than a decade of service to others, Katrina enters this new chapter with plenty to celebrate, both personally and professionally.

On July 20, 2026, the Philadelphia Department of Prisons (PDP) and the Philadelphia Technician Training Institute (PTTI) celebrated the graduation of the latest class from the START Program (Skilled Technical And Rehabilitation Training) at Riverside Correctional Facility.

The incarcerated participants successfully completed an intensive 8-week course in heating, ventilation, and air conditioning – earning their HVAC Certification and gaining the essential skills needed for high-demand careers upon release. To further support their transition back to the workforce, PTTI Program Director Nicole Powers offered the graduates an incredible opportunity to attend in-person training classes to earn an additional Refrigeration Certification completely free of charge. “I’m removing all the barriers,” she said, adding that aid for transportation to the PTTI campus is also being made available to the START Program graduates.

We are proud of their commitment, hard work and determination. Their success is a reminder of what’s possible when opportunity meets effort! 🎓🎉

🎒 The PDP Sunshine Clubs knocked it out of the park!!

In just their second year, the Philadelphia Department of Prisons Sunshine Clubs came together Friday to distribute more than 600 backpacks filled with school supplies to the children of PDP employees—supporting our workforce and helping families get ready for the new school year just around the corner.

What a difference a year makes! After distributing 150 backpacks in 2025, this year all of our facilities joined forces, helping the event grow into a true department-wide effort.

And there was plenty more for families to enjoy, including free food, ice cream, water ice and information tables. There was truly something for everyone!

A huge THANK YOU to all of our Sunshine Clubs for the time, energy and hard work that went into making this event such a success. It’s appreciated, and we see you!

And a special thank you goes to Captain Jeffrey Bishop, who got the ball rolling at CFCF last year. This year, Captain Bishop worked even harder to bring everyone together and turn a good idea into an even bigger department-wide effort.

Teamwork does indeed make the dream work! 👏🏽🎒📚
