PHA HCV Landlords The PHA HCV Landlords page is created and maintained by the HCV Office for the purpose of engaging with landlords and prospective landlords.

It is expected that participants treat each other with respect. “Housing Choice” is the name of a program formerly known as Section 8. Through Housing Choice, PHA provides rental assistance to low-income families in privately owned housing. We do this with funds from the U.S. Department of Housing and Urban Development (HUD). The intent of Housing Choice is to help low-income tenants toward home o

wnership. We have three programs to help our tenants become homeowners. At PHA, we know that increasing the number of homeowners is key to revitalizing the city’s neighborhoods.

Dear Owners/Property Managers,

While we always appreciate your relationship to us, we are especially thinking of you now, as PhillySEEDS, the non-profit affiliate of the Philadelphia Housing Authority (“PHA”), gears up for our upcoming event, the “Who Knew? To-Do!” on Thursday, June 13, 2019, at 6 p.m., at PHA’s brand new headquarters at 2013 Ridge Avenue, in the Sharswood neighborhood.

As Chair of PhillySEEDS, I am writing to invite you to become a sponsor for this event and share in our convivial and entertaining evening of food and drink, fun and surprises. We will be highlighting the accomplishments and leadership of PHA and PhillySEEDS in working with the community to revitalize and transform this neighborhood to be one of choice for PHA residents and all who live here and we will explore the ways in which PhillySEEDS continues to seek and provide life-changing opportunities for PHA residents in ways that PHA cannot.

As detailed in the enclosed PhillySEEDS 2019 Annual Update, we continue with the successes of our three core programs for PHA-assisted residents: scholarships, home ownership assistance, and security deposit assistance. We are also committed to serving the community at large, by providing transformative economic and educational opportunities, including: working with the Big Picture School, in PHA’s Vaux Community Building, to offer innovative quality education to community residents (with PhillySEEDS providing a $500 subsidy to each student, regardless of whether they are PHA residents); partnering with Temple University to offer community health care; and creating additional training and educational programs in PHA’s Vaux Community Building for residents, PHA job applicants, vendors, and Section 3 businesses.

PHA is currently experiencing technical difficulties with the Housing Assistance Payments for April 2019. We are working diligently on resolving this matter as quickly as possible. We will continue to update you on the status of your payment disbursement throughout the day.

PHA is pleased to announce our new HQS Inspection Resource Guide which is designed to increase your understanding of how the HQS Inspection process works, your responsibilities as a participating HCV owner, and how to maintain your unit while under Contract with PHA.

The Guide is now available on PHA's Landlord Portal in the Forms section.

HCV Landlords,

Government Shutdown Update:

PHA has been fully funded through the month of February, therefore there will be no interruptions in Housing Assistance Payments (HAP) to owners nor Utility Allowance Payments (UAP) to tenants for February 2019.

If the shutdown continues, PHA will provide further updates as warranted.
