How bleak is the state of homelessness in Escambia County? Well, we were donated a walker for a handicap friend of ours, and when looking it over we found an evidence tag from the Pensacola Police Department. Seems this walker had been confiscated from another handicap/elderly person experiencing homelessness when the police arrested the original owner for trespassing. Seems they never got their belongings back.
So.... yeah.
Pretty damn bleak.

February 28th 2025
Escambia County Code Enforcement was back out fron of the Alfred-Washburn Center. This time before 7am. Taking the belongings of people with nowhere to go and disposing of it. One week to the day after a man died of hypothermia from them taking his belongings in this same location. This is sickening. Where is the Justice for these people?

On February 19, 2025 at 1pm the Escambia County Sheriff's Office removed a group of people from a County owned public right of way who had set up camp in that location. They only gave these people time to grab their personal belongings and flee to avoid arrest. They then had Code Enforcement come through and dispose of the remaining belongings into a truck and hauled it all away, cleaning the area for what they called safety. These items included tarps, tents, sleeping bags, and blankets. Within 30 minutes of the last County vehicle leaving, all of the people were back, huddled up with nowhere to go, and now without survival gear. 48 hours later, we have a friend who passes away of hypothermia in this location. The blankets we gave him (and others) gone. I think it is safe to say that these policies of criminalizing homelessness by the City of Pensacola - Government and The Escambia County Board of County Commissioners are literally killing people.

The City of Pensacola criminalized homelessness tonight by passing an ordinance prohibiting camping on Public Land. We heard not one person advocate for the ordinance other than the chief of police. Said he needed extra tools so his officers could better motivate the poor into services. This was after multiple service providers and nonprofits got up and said there were not adequate services and asked them to delay these measures.

It was upsetting to hear city council allocate money away from housing and into extra security for City Hall. I guess if you are going to criminalize your poor, you better up security. Seems like they know exactly what they are doing.

City Council then spent 16 million dollars to demolish the old Baptist Hospital which had overwhelming support to be converted to housing. It is hard to say these people care after witnessing everything that lead up to our agenda item. By the time we got to this point I had run outside to check on my friend who left the room literally nauseous from the situation and what it means to them experiencing being turned into a criminal. It was too much for them to take. They stayed outside the rest of the meeting.

As our County gives a deadling to remove everyone living in the Beggs Lane Area they have not given any alternative as to where these people can go. There is a displacement coming and we need to stop it from happening.

For those who are unfamiliar, Beggs Ln is a road off of Palafox St in the Brent area of Pensacola. We tend to use the term 'Beggs Ln' to encompass an entire area. Otherwise know as Escambia Arms, the area is one of the largest Superfund sites in the United States. Roughly 70 acres. It was the Escambia Wood Treating site where creosote would be sprayed over wood products like telephone poles. This severely contaminated the land and even leached into the watertable effecting our community all the way to East Hill and Bayou Texar.

In the late 90' the EPA had to step in and attempt to clean the area. The way and EPA official explained, "The soil was excavated and brought back to the site and buried in a containment cell, which is an underground lined container." The containment cell is roughly 18 acers in size. The U.S. Army Corps of Engineers also assisted. They implemented a very large endeavor of relocating the Escambia Arms, Rosewood Terrace, Oak Park, and Groulding subdivision. Basically, all the communities surrounding the treatment facility that were being exposed to the health risks caused from the contamination.

This area was deemed safe for human use back around 2008, but not for habitation. They also found that while the ground no longer may pose a threat, the water underneath was still very much contaminated. An EPA official at the time said "No one is drinking the groundwater where the contamination is impacting. Everyone is on City water." By everyone, I am sure they meant people living in homes. I say that because there are over 200 people living in the rough on this contaminated property. We as a community have turned a blind eye to people living here because it is out of sight, out of mind. Because they can not make money off of it yet, but it is coming.

In 2018, the EPA transfered the property back to Escambia County for the development of a new commercial, and industrial area. The name that was being thrown around was the "Midtown Commerce Park".

Now that we are caught up, there is a real concern that the people living on this land are being contaminated. That they are at serious health risks associated with living there. We are currently seeing the spread of Shigella in the area. A bacteria infection commonly found in contaminated drinking water. Very closely related to E. Coli. It is believed that it may have originated from this area. I guess not "everyone is on City water", like the EPA assumed.

We as a community have documented this contaminated property, but our officials seem to allow people experiencing homelessness to live here. They have all know that people have been living on this property for over a decade with these conditions existing. They (the City and County) are responsible for allowing these conditions to persist.

This is not a call for them to be forcibly removed. It is a call for safer conditions. Health and safety is key for ALL our people.

For the past few years, the City funded a program through Lakeview called the Homeless Evaluation Assessment Responce Team (HEART). Out of all the programs addressing homelessness, this one was amazing. One of the few agencies that I could call on to assist my clients. Run by a person who has the respect and admiration of the homeless community. HEART has been making a real impact on people's lives in a positive manner. Rarely over the years do I have client's come to me asking for someone by name. Happened all the time with those with HEART (three separate people asked yesterday alone to speak with someone from HEART).

It pains me to hear that the City will NOT continue to fund this working model, so unfortunately it will be disbanded along with all the hard work and progress that has been made. They have about 30 days before they close their doors. I guess the city didn't like that HEART was helping those on the streets instead of pushing them out into the County. Funding is now being diverted into the law enforcement approach, who are doing just that. What a disservice to our impoverished citizenry that are left to the streets to deal with all sorts of mental health issues.

This is the second of two direct outreaches to the poor that were showing positive results that are now no longer in just a matter of months. The sother being the Homeless Healthcare Navigator position at Community Health of Northwest Florida. In an area already undeserving our population. They disbanded that position (also do to funding) earlier last month. The homeless community got zero notice of this and have been finding out the hard way that a service that was beneficial to them is no longer. This is all happening right as they laws in Florida change, and the people will need assistance more than ever.

This is how authoritarians address homelessness. With prison labor. As we see a rise in the criminalization of the poor we simultaneously are seeing a rise in prison labor. This is the Mayor's Father (Jim Reeves) holding the golden shovel of modern day slavery. That is Florida State Rep Michelle Salzman with the golden shovel of modern day slavery. That is Florida State Senator Doug Broxson with the golden shovel of modern day slavery. Our Mayor was also in attendance.
..and that the non-profit is called PRIDE, like from some Bizarro world. Prison Rehabilitative Industries and Diversified Enterprises says it is to educate and rehab inmates, but when I spoke with PRIDE Board Chairman James Reeves he repeated to me multiple times that this was about $.18 an hour labor.

This is dystopia af y'all.
