My name is Russ Nicolai and I am running for City Council Ward 1 because I care deeply about the future of our community and the people who call it home. Pendleton is a special place—defined by our pride in the community, local businesses, and a shared sense of responsibility to one another—and I want to help ensure it continues to thrive for generations to come.
I relocated to the community almost 4 years ago from Salem and have been a public servant for over 10 years working for the State. Through my experiences as a Project Manager and associated with a local downtown business, I have seen both the strengths we can build on and the challenges we must address together. I believe the city government works best when it is practical, transparent, and focused on listening to residents.
If elected, my priorities will include supporting responsible growth, addressing and being an advocate for the houseless population by promoting public safety, and ensuring thoughtful stewardship of our city’s finances. I am especially committed to fostering collaboration between the city, downtown businesses off Main Street, and residents so that decisions reflect community values—not just short-term solutions.
I believe in respectful dialogue, data-informed decision-making, and showing up prepared to do the work. As a council member, I will be accessible, open-minded, and accountable to the people I serve.
