Tonight, Pendleton City Council will consider two items regarding homelessness and a planned shelter operated by Neighbor 2 Neighbor, the nonprofit organization that has operated Pendleton’s Warming Shelter for 15 years.

What is on the City Council agenda:
1. A discussion about supporting Neighbor 2 Neighbor’s Warming Shelter Grant to expand shelter operations
2. Consideration (vote) on an emergency declaration that would allow to exempt certain fees and restrictions that could otherwise delay the shelter’s operation

What is not on the agenda and not within the City Council’s decision-making authority:
1. Whether or not Neighbor 2 Neighbor should open and operate a shelter.
2. How Neighbor 2 Neighbor will operate the shelter or manage its funding.
3. Where the shelter should be located.
