Good morning Pelican Bay,

Numerous citizens have expressed concerns about individuals walking around the community looking at and even attempting to go on and into private property with what they believe to be nefarious intentions.

The Pelican Bay Police Department takes these concerns seriously and in an effort to deter and gather information of crimes being committed, the department may be placing cameras throughout the city where criminal activity is believed to be occurring. The police department may place these cameras on public or private property. That being said, the department will not place any camera on private property without the property owners expressed consent. Despite the rumors, the department has not placed any cameras up as of this post.

As a reminder, the police department would like everyone to ensure their vehicles and other property is secured every evening in order to protect their valuables.

Just a reminder and some information on the law pertaining to your fur babies. We are going to experience very cold weather over the next week so please take steps to keep your animals warm.

TEXAS HEALTH AND SAFETY CODE SEC. 821.101. DEFINITIONS.
In this subchapter:
(1) "Adequate shelter" means a sturdy structure:
(A) that provides the dog protection from inclement weather; and
(B) with dimensions that allow the dog while in the shelter to stand erect, sit, turn around, and lie down in a normal position.
(2) "Collar" means a band of material specifically designed to be placed around the neck of a dog.
(3) "Harness" means a set of straps constructed of nylon, leather, or similar material, specifically designed to restrain or control a dog.
(4) "Inclement weather" includes rain, hail, sleet, snow, high winds, extreme low temperatures, or extreme high temperatures.
(5) "Owner" means a person who owns or has custody or control of a dog.
(6) "Properly fitted" means, with respect to a collar or harness, a collar or harness that:
(A) is appropriately sized for the dog based on the dog's measurements and body weight;
(B) does not choke the dog or impede the dog's normal breathing or swallowing; and
(C) does not cause pain or injury to the dog.
(7) "Restraint" means a chain, rope, tether, leash, cable, or other device that attaches a dog to a stationary object or trolley system.

TEXAS PENAL CODE SEC. 42.092. CRUELTY TO NONLIVESTOCK ANIMALS
(b) A person commits an offense if the person intentionally, knowingly, or recklessly:
(1) tortures an animal or in a cruel manner kills or causes serious bodily injury to an animal;
(2) without the owner's effective consent, kills, administers poison to, or causes serious bodily injury to an animal;
(3) fails unreasonably to provide necessary food, water, care, or shelter for an animal in the person's custody;
(4) abandons unreasonably an animal in the person's custody;
(5) transports or confines an animal in a cruel manner;
(6) without the owner's effective consent, causes bodily injury to an animal;
(7) causes one animal to fight with another animal, if either animal is not a dog;
(8 ) uses a live animal as a lure in dog race training or in dog coursing on a racetrack; or
(9) seriously overworks an animal.

TEXAS HEALTH AND SAFETY CODE SEC. 821.102. UNLAWFUL RESTRAINT OF DOG ; OFFENSE.
(a) An owner may not leave a dog outside and unattended by use of a restraint unless the owner provides the dog access to:
(1) adequate shelter;
(2) an area that allows the dog to avoid standing water and exposure to excessive animal waste;
(3) shade from direct sunlight; and
(4) potable water.
(b) An owner may not restrain a dog outside and unattended by use of a restraint that:
(1) is a chain;
(2) has weights attached;
(3) is shorter in length than the greater of:
(A) five times the length of the dog, as measured from the tip of the dog's nose to the base of the dog's tail; or
(B) 10 feet; or
(4) is attached to a collar or harness not properly fitted.

The Pelican Bay Police Department is aware of the social media post regarding a possible abduction reported on Liberty School Road on 1/6/25. The police department has identified the subjects involved and after speaking with them, determined it to be a domestic dispute between two adults. There were no children involved in the incident. Thank you to everyone that reported the incident and please continue to say something if you see something.

PRESS RELEASE

Friday, September 5th, 2025
On 09/05/25, around 12:15 pm, a Pelican Bay officer observed a wanted Hispanic male in the parking lot of the Pelican Bay Kwik Stop. The officer attempted to take the wanted person into custody at which time the man produced a firearm before fleeing the area on foot. The officer lost sight of the wanted person in the area of Michael Ct. Two fi****ms were recovered from the scene. The Pelican Bay Police Department, along with Azle ISD Police, Azle Police Department, TRWD Police, Tarrant County Sheriff's Office, and Texas DPS set up a perimeter and began searching the area but were unsuccessful in locating the wanted person. The Pelican Bay Police Department does not believe there to be a threat to public safety at this time.

The wanted person is identified as Antonio Mario Galindo. Antonio has a tattoo over his left eye and a large tattoo on his neck. If you see this person please call 911 immediately. Do not approach this person.

The subject was taken into custody by Dallas PD on August 3, 2025. We want to thank our law enforcement partners and the community for their support and assistance.

We need your help to find a violent criminal accused of sexually abusing a child.

33-year-old Jose Marquina-Bonilla is accused of aggravated sexual assault of a child, a first degree felony. Detectives have followed several investigative leads, but so far have been unable to locate him. We believe he is hiding with friends or family in north Texas and hope someone will turn him in.

Just a reminder...

Fireworks are not permitted in the City of Pelican Bay.

Call 911 if you see a fire starting, there's a medical emergency, or if someone's driving like a maniac.

Call the non-emergency line (817-444-3221) if your neighbor is breaking the no-fireworks rule or if someone's celebration sounds more like WWlll than a party.

Call your buddies to vent if you hear a random pop at midnight, your dog is giving you the side eye because of the noise, or if you're just over it.

Keep Pelican Bay safe this Fourth of July. Celebrate smart, follow the rules, and remember: 911 is for emergencies, not firework tattling.

Pelican Bay Police Officers and Fire Marshal's will be on duty and patrolling the city ensuring the safety of residents. Police will not be responding to calls for fireworks but will instead take action when they observe them themselves.

NYE means FIREWORKS! But, not in the city limits. Let’s break down when to grab the phone—and which number to dial—so you can celebrate without going full Karen.

Call 911 if:
🔥 You see a fire starting. (For real.)
🚑 There’s a medical emergency. Like, actual emergency—not because you ate too many jalapeño poppers.
🚗 Someone’s driving like a maniac. If their car is doing fireworks of its own, it’s a problem.

Call the non-emergency line (817-444-3221) if:
🎇 Your neighbor is breaking the no-fireworks rule. (Yeah, even if it’s “just sparklers.”)
🔊 Someone’s celebration sounds more like World War III than a party. (If you feel unsafe, let us know!)

Call your buddies to vent if:

A reminder…

Please remember that City Ordinance prohibits fireworks being discharged in the City. The possession of any fireworks within the corporate limits of the city shall constitute prima facie evidence of an intention to violate the provisions of this article and shall be deemed an offense.
