Incorporated in 1962, the GACP has grown in membership, influence and professionalism to become one of the most respected law enforcement associations in the state. It is the largest professional association for law enforcement administrators in Georgia, and one of the largest in the country. The association’s goals are to promote cooperative, professional relationships throughout the state, to ev

aluate the standards of police institutions and the profession, to offer quality training and continuing education for administrators, and to provide opportunities for police executives to exchange information and experiences. Based in Metro Atlanta, Georgia, the GACP is managed by a governing board consisting of seven officers and 22 district representatives representing all areas of the state.

Police Chief Cass Mooney was sworn in as the new 4th Vice President of the Georgia Association of Chiefs of Police (GACP) on Monday, June 15, 2026.

Chief Cass Mooney began his career in law enforcement in 1994 with the Hall County Sheriff's Office in Gainesville, Georgia, where he served for three years prior to joining the Suwanee Police Department in 1997. Chief Mooney worked his way up through the ranks, serving as a sergeant and lieutenant in patrol.

In 2008, Mooney was promoted to the rank of captain, during which time he had the opportunity to command the Operations Division and Administrative Division. Mooney was promoted to the rank of deputy chief in 2019 and was appointed to the position of Suwanee chief of police in February 2021.

Chief Mooney holds a Master’s Degree in Public Administration from Columbus State University and a Bachelor of Science degree in criminal justice from North Georgia College and State University. He also is a graduate of the FBI National Academy 236th session and a graduate of the Georgia Command College Session 22. Chief Mooney is also a Certified Public Manager through the Carl Vinson Institute of Government at the University of Georgia. He is also a member of the Joint Review Committee for the State of Georgia Law Enforcement Certification Program and President of the Gwinnett County Police Chiefs Association.

Chief Mooney is married and has four children. He enjoys outdoor activities and is an avid runner. Chief Mooney also holds a 3rd degree black belt in Songham Taekwondo and is a two-time ATA World Champion in Traditional Sparring (2015) and Combat Weapon Sparring (2018).

Awards will be presented at the Fall Training Conference in Savannah (September 21 - 24, 2026). The categories include:

• Outstanding Chief of the Year
• Police Officer of the Year
• Police Supervisor of the Year

Nominations must be submitted through the form on our website by June 19, 2026.

Agencies can submit more than one (1) name for consideration.

Additionally, we are accepting applications for our Administrative Assistant of the Year award, which will be presented at our Administrative Staff Seminar in Young Harris, Georgia (December 7 - 9, 2026).

Nominations for Admin of the Year must be submitted through our website by August 21, 2026.

Today, GACP hosted an Open Records course at our headquarters in Peachtree Corners.

The Georgia Bureau of Investigation's Open Records Manager Cheryl Savage, Director of Legal Division Laura McDonald, and Sr. Managing Attorney Lindsay Gardner covered the latest guidance on the Georgia Open Records Act and its practical applications for law enforcement agencies.

This morning, GACP district 10 met at the Fayetteville Police Department.

During the networking portion of the meeting, the Georgia Department of Parole gave a short presentation and answered member questions. The group also discussed the importance of participation in the FBI National Use of Force Data Collection.

Additionally, attendees benefited from a valuable training on the Safe at Home Law and Law Enforcement's Role in Elections from the Georgia Secretary of State’s Office.
