Meet Newton 🖤

Found on North Union Street in Kennewick, Newton is a handsome adult black cat with soulful golden eyes and a quiet, thoughtful way about him. He didn’t arrive here with much of a story we can trace—but he did arrive alone, frightened, and seeking safety near a dumpster. Still with clinging bits of cat litter on his paws, it’s clear he likely once knew the comfort of a home. Despite our efforts, no owner has come forward for him.

Newton is the definition of “slow burn sweetheart.” He takes his time to trust, but once you’re in his circle, he’s all in—leaning into gentle pets, melting for chin scritches, and quietly choosing to be near you. No drama, no chaos—just soft blinks and calm companionship.

He’s also an adult neutered male living with diabetes and will need consistent insulin injections twice daily along with routine monitoring. The good news? Newton is an absolute gentleman for his care—he tolerates blood glucose checks and injections with impressive patience and minimal fuss. With a steady routine and veterinary support, diabetic cats like Newton can absolutely thrive and enjoy long, comfortable lives.

We’re hoping for one of two outcomes for this sweet boy:
🏡 A calm, committed adopter ready to give him the steady care and patience he deserves
OR
🤝 A rescue partner able to take on his medical needs and help him continue his journey in a supportive environment

Newton isn’t asking for much—just a soft place to land, a predictable routine, and someone willing to let him take his time.

We are seeing a large influx of tiny kittens being brought to the shelter. Please keep in mind tiny kittens do not always need rescuing.

If you come across newborn kittens, mom may still be nearby caring for them. Removing healthy kittens too soon can reduce their chances of survival.

Public notification regarding the beginning of the non standard adoption process for long-time TCAS resident, Riggs.

This post is intended to notify the public that Riggs is entering the rescue notification and placement process following a behavioral assessment. At the conclusion of this public notice period, his information will be sent to rescue and shelter partners for potential placement consideration.

Riggs arrived at Tri-Cities Animal Services on 6/24/25 after Animal Control responded to reports of an aggressive dog at large. Since entering our care, Riggs has displayed ongoing behavioral concerns that have required staff to implement safety precautions to prevent injury.

Over his stay, Riggs has exhibited behaviors including jumping, spinning, growling, charging kennel barriers, and crashing into the sides of his kennel. He also has a documented bite history and has demonstrated behaviors that present a significant safety risk within the shelter environment. At this time, Riggs is receiving 300mg of Trazodone twice daily in an effort to reduce stress and help manage his behavior while in our care.

Recently, Riggs was evaluated by an independent behavioral consultant. Following that assessment, it was determined that Riggs is rescue-pull only and is not considered a candidate for public adoption due to the severity of his behavioral concerns and the risk of serious injury to staff, volunteers, or members of the public. The consultant further determined that his behaviors are currently considered unmanageable within a municipal shelter setting.

At the same time, we recognize that dogs are not defined solely by incident reports or behavioral assessments. Riggs is a dog many staff and volunteers have spent significant time with and advocated for throughout his stay. Cases like his are emotionally difficult because the people caring for these animals often see more than just the behaviors documented on paper.

While Riggs has become familiar with certain handlers over time, his overall behavioral patterns, unpredictability, and bite history remain significant safety concerns. Decisions regarding placement must ultimately be based on the full picture, including risk to staff, volunteers, the public, and Riggs’ overall welfare and quality of life.

In addition to his behavioral challenges, Riggs has also presented significant medical handling concerns. During veterinary procedures, including his neuter surgery, Riggs demonstrated an unusually high resistance to anesthetic medications, requiring approximately 3–4 times the expected dosage for a dog of his size in order to safely complete necessary care. This creates additional safety and welfare concerns for both Riggs and veterinary staff moving forward.

At the conclusion of this 72-hour public notification period, an email will be sent to our rescue and shelter partners initiating the 10-day rescue response period. His behavioral history, incident documentation, and case information are available publicly on our website under the Policies & Procedures section as part of our commitment to transparency.

Riggs is not available for adoption and may only be transferred to an approved rescue or shelter partner with the experience and resources necessary to manage dogs with significant behavioral needs. If no appropriate placement is secured during the response window, Riggs’ case will continue through the review process, including veterinary review, administrative review to ensure all protocol has been followed, and a final evaluation outcome which includes the possibility of behavioral euthanasia.

Cases like this weigh heavily on everyone involved. As a municipal shelter, we have a responsibility not only to the animals in our care, but also to public safety, staff and volunteer welfare, and the humane management of a constantly changing shelter population. We are not a long-term behavioral rehabilitation facility, and every decision made in cases like Riggs’ is guided by professional assessment, safety considerations, and ethical responsibility.

What an incredible day we had at Fur Babies and the Fuzz 2026!

A huge THANK YOU to everyone who came out, supported the event, met our amazing officers, and most importantly helped shelter pets find homes. Because of this community, we celebrated 21 adoptions in a single day!

To our partnering agencies, volunteers, staff, fosters, and every single person who shared a post, stopped by, or cheered us on — thank you for making this event such a success. Watching pets leave for their new homes is what it’s all about, and this event was full of those moments.

We are so grateful for the continued support for our shelter animals and can’t wait to do it again next year!

Not every event prep photo shoot goes according to plan… and honestly, we wouldn’t have it any other way.

As we get ready for tomorrow’s Fur Babies & The Fuzz event, we wanted to share some of the behind-the-scenes moments that made us laugh the hardest. Between distracted dogs, curious puppies, and officers doing whatever it took to get the perfect shot, there were plenty of outtakes along the way.

A huge thank you to Kennewick Police Department, Pasco Police Department, and Washington State Patrol for all the time, patience, and energy you put into making these photos happen. From coordinating schedules to showing up for photos and helping highlight the event on your own socials, your support means so much to our shelter, our community, and the animals in our care.

We can’t wait to see everyone tomorrow!

We need help—immediately…
and these kittens cannot wait.

Kitten season is hitting us full force and they are still coming through our doors every single day. Many of these kittens are too young to be in a shelter environment—they need round-the-clock care, warmth, bottle feeding, and constant monitoring just to survive. This is not something we can provide at the level they need inside the shelter.

Right now, there is no backup plan. Staff are already taking home as many as they can because there are simply no other options left.

These are the most vulnerable animals in our community. And year after year, this crisis is driven by the same issue: unaltered pets continuing to have litters. Spaying and neutering matters. It is the only way to stop this cycle—but right now, we are in the middle of it, and these kittens need help today.

Foster homes are the difference between life and loss for these babies. Even a short-term commitment can save lives and give them the care they cannot get here.

We need people willing to step up immediately.

Calling all good boys… and the officers too.
