The Institute, or ECPI, is an independent 501(c)4 social welfare organization and sister organization to GRACE (Gather, Respect, Advocate, Change Engage), a 501(c)(3) organization founded by the Daughters of Charity of St. Elizabeth Ann Seton. The Daughters, whose legacy reaches back into the 17th century, have been working in communities across California since 1852. Their work over the centuries

has always evolved to meet the needs and realities facing individuals and communities in need. Faced with ongoing economic and racial injustice in California, and its outsized impact on children, they realized that political advocacy and government action are necessary to for lasting and meaningful change. Their resolve to fight for systems change and transformation led them to found GRACE in 2013 and the Institute four years later.

It is economically pointless, too. Poor children who grow up to be poor adults have not just reduced incomes, but shorter lives and a higher risk of criminality."
