City of Pasadena Office of the Young Child The Office of the Young Child unites city departments, care providers, parents, and advocates in improving the well-being of children from birth to 5.

This office was born out of an Early Child Development Policy that was passed by the City of Pasadena’s Human Services Commission and adopted by the City Council on March 23, 2015. The Master Plan for the Young Child is to unite diverse programs and services in the City of Pasadena and to meld them into a cohesive coordinated family centered system that focuses on policy, service and pursuit of pu

blic and private funding options to improve the lives of young children, ages birth to 5. Pasadena Public Library is the City department that hosts the Pasadena Office of the Young Child and the sole staff of the office, the Early Development Coordinator. It is both symbolic and significant that the Office of the Young Child is located in the Pasadena Central Library as our City - across all departments and sectors – seeks to nurture every child and creates an environment where young children are healthy, safe, and find early success in school and life.
