West Virginia Secondary School Activities Commission The official page for the WVSSAC The Commission is designed to provide means for the unbiased and amicable settlement of disputes
regarding activities.

The Commission believes that a controlled activities program is a strong factor in the development of
courage, personality, cooperation, and leadership. The Commission believes that representatives of a school
should be good citizens of that school, hence the need for requirements and regulations governing eligibility
that have been standardized. The Commission seeks to present proper ideals of sp

ortsmanship so that coaches, players, school authorities,
game officials, and spectators may combine to make any activity enjoyable and productive of physical
and social benefits to both sides involved in the contest, with partisanship and prejudice eliminated as far as
possible.

Over the weekend, the WVSSAC presented Shane Casto of Ripley High School with the 2024-25 National Federation Coaches Association Coach of the Year Award for baseball. Casto's connection to Ripley baseball spans 28 years — first as a player as the starting shortstop on the program's first state championship team in 1997, then as part of Hall of Famer Ray Swisher's staff that won a title in 2004, and now as head coach since 2011. He led Ripley to its third state championship in 2025 and has helped 25 players go on to play collegiately. He also earned the Cardinal Conference and WV Baseball Coaches Association Coach of the Year honors in 2025.

The WVSSAC recognized several baseball officials during this year's state tournament. Phil Porter II was named the NFHS Official of the Year for baseball. Porter has umpired high school baseball in West Virginia for 17 years. Beyond his on-field work, he has been involved in mentoring and training new umpires and serves in a leadership role with the River Cities Baseball Umpires Association. He is also Assistant Pastor at Tabernacle of Praise in Cross Lanes, where he is active in ministry and community outreach.

The WVSSAC also presented years of service certificates to Andy McPherson (20 years), Ron Runnels (35 years), and C. Douglas Ward (40 years).

The WVSSAC was proud to recognize Pete Kelley last week as he concluded 25 years of service as the WVSSAC Baseball State Tournament Director. Kelley's leadership and commitment to the championship event helped ensure it was conducted at the highest level throughout his tenure.
