Position Description
Position Title: Section 8 Housing Inspector
Classification: Hourly, Full-time Permanent
Supervisor: Deputy Director
The Section 8 Housing Inspector will be responsible for determining whether units selected by Section 8 Voucher holders meet or continue to meet or exceed the U. S. Department of Housing and Urban Development’s NSPIRE Standards and any additional specifications as outlined in the Authority’s Section 8 Administrative Plan.
Qualifications: To perform this job successfully, an individual must be able to perform each competency satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Required Knowledge: The Section 8 Housing Inspector will be required to have a basic understanding of the Section 8 Program and a good working knowledge of local housing codes, construction, design standards for accessibility, rehabilitation, and housing systems (i.e., wiring, plumbing, heating). The Section 8 Housing Inspector must also keep up-to-date on new and changing rules and regulations by attending appropriate training. Must obtain NSPIRE Inspector certification within one year of employment by PHA.
Public Relations/Outreach: The duties of outreach and public relations are vitally important to the Section 8 Housing Voucher Program. The outreach will include owner and family participation, as well as participation with business and the general public. Other duties related to public relations and outreach include:
- Explanation of NSPIRE requirements to participants, owners and others;
- Serve as a liaison between program participant, owners and PHA; explain and clarify procedures, policies, rules and or regulations.
Responsibilities and Duties: Responsibilities and duties include, but are not limited to the following:
- Perform initial and special inspections of all units selected by program participants to determine what, if any violations exist according to NSPIRE and the Parkersburg Housing Authority’s Administrative Plan;
- Advise property owners and participants of unit maintenance needs identified from inspections; conduct follow-up inspections of completed work and repairs;
- Participate in the investigation of allegations or indications of fraud and noncompliance; prepare necessary documentation;
- Monitor voucher rents; determine if initial rents and rent increases are within HUD regulation and guidelines/Rent Reasonableness;
- Maintain appropriate records and files;
- Coordinate information with other staff members regarding participant and owner issues;
- Perform related duties and responsibilities as required;
Required Skills: The Section 8 Housing Inspector is required to perform a variety of duties such as:
- Typing
- Filing
- Maintain Office Supplies
- Accurate data entry
- Operate a variety of office equipment
- Accessing Internet and email applications
- Microsoft Word and Excel
- General computer applications
Physical Requirements:
- Requires frequent standing and walking
- Requires normal vision range and hearing acuity
Special Requirements:
- Valid motor vehicle operator’s license
Education/Experience: High School Diploma or GED certification; and, two (2) years’ experience in general construction, or other acceptable experience and training that would likely provide the required knowledge, skills and abilities.
Measurable Goals: Measurable goals are used to measure qualitative performance in regards to employee job evaluations and are reviewed on an annual basis. Goals for this position for fiscal year ending June 30, 2026, are:
Departmental Goals:
- 98 – 100% Lease-up of Section 8 Vouchers or utilization of HAP funds;
- SEMAP High Performer.
Individual Goals:
- Less than 3% errors in noting NSPIRE violations;
- 95% of all NSPIRE Inspection reports filed within two (2) days of inspection;
- Learn rent reasonableness guidelines and begin conducting rent reasonableness tests by July 1, 2026.
