Request for Proposals for Public Defense Services

The City of Pacific, Washington (the “City”) is soliciting proposals from qualified attorneys, law firms, nonprofit entities, and public agencies to provide public defense services for indigent criminal defendants appearing to answer criminal charges brought by the City in King County District Court. The City is seeking a primary public defender and conflict counsel as part of this Request for Proposals (“RFP”).

The City does not operate its own municipal court; instead, all court services are provided by King County District Court (“KCDC”).

The City is interested in contracting with one or more qualified firms to provide either public defense services or conflict counsel beginning on January 1, 2027, with the understanding that there will be a transition period required for the transfer of cases from the current public defense counsel prior to January 1, 2027. Firms are invited to submit proposals to provide either primary indigent defense services or conflict counsel services to the City. Qualified firms may submit for both roles, with the understanding a firm can only serve in one of these roles. The City may consider entering into agreements with multiple firms or attorneys for conflict counsel services.

Please be advised that the City of Pacific Finance Office will be closed to the public on September 16th for an all-day staff training. All other offices will maintain regular operating hours. Normal Finance Office hours will resume on September 17th.
