The sole purpose of social media sites used by the Borough is to present information concerning the Oxford Borough
and its government to its many residents, businesses and visitors. The Borough encourages the use of social media to further Borough goals and the mission of its departments, where appropriate. It is an overriding interest and expectation, however, that it ensure that what is “spoken” on behalf of the Borough is also appropriate. The Borough page is not meant for comments that do not relate to the purpose or topic posted. General inquiries, comments, communications and service requests should be presented to the Borough directly and not through any social media site. The Borough’s Facebook “wall page” shall include the following statement:
This is the official page for the Borough of Oxford, Chester County, PA – www.oxfordboro.org. This page is intended to serve as a mechanism for communication between the Borough and the public on the listed topics. Any comments submitted to this page and its list of friends are public records subject to disclosure pursuant to Pennsylvania Open Records Law. Any open records requests must be made directly to the Borough’s Open Records Officer. Prohibited Conduct
Users and visitors to the Borough page shall be notified that the intended purpose of the site is to serve as a mechanism for communication between Borough departments and members of the public. The following forms of content are prohibited:
1. Comments that do not directly relate to the information or comments posted or displayed by the Borough on this site;
2. Vulgar, obscene, or profane language or content;
3. Statements and comments of a harassing or threatening nature;
4. Conduct or encouragement of Illegal activity of any type;
5. Comments singling out individuals in a negative or unprofessional manner;
6. Comments in support of or opposition to political campaigns or ballot measures;
7. Content that constitutes, promotes, fosters, or perpetuates discrimination on the basis of race, creed, color, age, religion, gender, marital status, genetics, status with regard to public assistance, national origin, physical or mental disability, sexual orientation, or any other classification protected by applicable federal, state, or local law or regulation;
8. Sexual content or links to sexual content;
9. Solicitations of commerce;
10. Information that may tend to compromise the safety or security of the public or public systems;
11. Infringement on copyrights, trademarks, trade secrets, licenses, or any other intellectual property;
12. False, misleading or deceptive information or media;
13. Defamatory or disparaging content; and
14. Personally identifiable or protected medical or personal information. The Borough of Oxford reserves the right to delete any post, media or material from its social media sites at any time and for any reason at its sole discretion. The Borough reserves the right to block comments from Facebook users who violate the above rules. Users must also comply with all terms of use established by Facebook and any other provider. Any content removed based on these guidelines must be retained in accordance with the applicable Borough record-retention schedule, with proper memorialization of the time, date, and identity of the poster, when available. Borough of Oxford employees involved in any activity of this nature shall be disciplined by the Borough Manager’s office. Dealing with Criticism
One of the greatest fears by some professionals in respect to social media is the “fear of criticism”. Public employees and elected officials are in the public eye and are supported by taxpayers and residents they serve. Criticism on a professional level must be accepted and anticipated. Criticism on public social media websites of local government services is likely from time to time. If the criticism does not mention individual names of employees or elected officials and does not violate the policy set forth in Section C, the comments shall not be deleted from the page. Comments posted on this page will be monitored. The Borough reserves the right, pursuant to Borough policy, to remove inappropriate comments including those that have obscene language or sexual content, threaten to defame any person or organization, promote illegal activity, and commercial services or products.
