Serving the community by answering emergency and non-emergency requests for police, fire and EMS. Each call for assistance for these agencies, regardless of the number dialed (9-1-1, 7-digit, wireless 9-1-1, etc.) is routed to the E 9-1-1 Emergency Communications Center. ne centralized emergency communications center ensures a highly efficient dispatch process. If a citizen calls one of our non-emergency lines, the caller's telephone number is displayed on the computer at a call-taking position. If it is a 9-1-1 call, the telephone company database provides the caller's telephone number, name and location information. The telecommunicator/call taker will inquire about the reason for the call. If a dispatch is required, the incident will be entered into our Computer Aided Dispatch (CAD) System. The CAD automatically selects the appropriate emergency services user agency(s) based on the call type and incident location. There are currently 168 different call type codes, ranging from Assault to Structure Fire in our system. The CAD will incorporate all of the information as well as data added by the telecommunicator/call taker and route the incident to the appropriate dispatch positions (police, EMS, fire). Upon receipt of the incident, the telecommunicator/dispatcher reviews the information provided and determines available units assigned to the area. The priority of pending (waiting) incidents is pre-determined by the user agency committees that represent each discipline (police, fire, EMS). "Emergency" incidents are dispatched based on the nearest available unit within the jurisdiction. Wireless 9-1-1 telephone calls are processed similarly. However, with wireless calls the telecommunicator will receive general location information such as the latitude and longitude indicating the caller's location. This data is then converted by our computer systems into a location on a computerized map. The electronic mapping also features enhanced aerial imaging known as Pictometry. Once an incident has been dispatched, our telecommunicator/dispatchers maintain contact with each unit, noting their current status and managing available resources. Telecommunicator/dispatchers routinely perform resource networking and logistics coordination. Our telecommunicator/dispatchers must constantly respond to changing conditions. Their role is further complicated by their responsibility to constantly input data into the Computer Aided Dispatch System, fulfilling vehicle registration and driver's license data requests, as well as locating additional units to respond to pending incidents, maintaining the status of critical incidents, and fielding inquiries and requests for information, etc. The Emergency Communications Center shift supervisors are responsible for managing all operations in the ECC during their tour of duty. They constantly monitor all aspects of the operation including quality control, monitoring active incidents, answering questions from our customers and staff, providing direction, notifying law enforcement use agency shift commanders of pending incidents, mitigating issues, covering for staff breaks and backfilling staff to compensate for sick call-ins. The shift supervisor processes inquiries from the staff of our 49+ user agencies and the news media. Our shift supervisors also fulfill our agencies role as the Oswego County Warning Point for the prompt notification siren system and emergency operations associated with the nuclear power plants located at Nine Mile Point. The authorized staffing of the Emergency Communications Center varies with maximum staffing scheduled during those periods that traditionally reflect the highest demand for service.

We would like to congratulate Jennifer Miller on 29 years of service and her retirement from Oswego County 911 and 34 years with the county all together! Jennifer started working for the 9-1-1 Communications Center in 1997. She was previously with the Department of Social Services. She served our department as a Public Safety Telecommunicator.

Jennifer will be enjoying slower less stressful days with her many pets, husband, Chris and daughter, Nicole. Jen, you have been a light in our center and a support and friend to everyone here. The professional example you set is a high bar to reach and your infectious smile will be missed around here! We are sad to see you go, but so excited for you to enjoy your much deserved retirement!

We are looking for dedicated individuals to apply! There is no civil service exam required for this position at this time. This position has been approved through the NYS HELP Program. Anyone appointed to a HELP Program title during the duration of the program will not need to take an exam for that title even after the program ends.

Can I text message or instant message 911?

Yes. That said, text-to-911 is a best efforts attempt to facilitate communication to 911. It does not provide the same level of location information as a voice call. It is always faster to place a voice call to 911. However, in some situations when the caller does not want to speak because they fear for their safety, sending a text to 911 is appropriate.

Last month's "Headset Hustle” was a BINGO game challenge! This initiative is focused on promoting better movement during our shifts. Better movement supports reduced stress and mental fatigue, improved focus and mood, helps prevent stiffness and physical strain, and overall wellness so we can take care of our community!

During the month of May, we challenged everyone to complete one BINGO during every shift. Each time they hit a BINGO, they'd place a sticker beside their name on the score board. Every sticker earned an entry into a raffle for the chance to win a gift certificate to the Aqua Spa in Oswego!

We'd like to congratulate our PST Scotti for winning the raffle drawing with 14 entries! Way to go Scotti!!
