**Police Commissioners**

The Board of Metropolitan Police Commissioners consists of 3 Commissioners, all appointed by the Ossian Town Council. In order to qualify as a Commissioner, an appointee must be of good moral character and a legal resident of the town. Not more than 2 of the Commissioners may be of the same political party. The Commissioners serve as the Safety Board of the town for the p

urposes of the suspension, demotion, or dismissal of any member of the Police Department. They may also make general and special rules for the government and discipline of the Police Department, and special and general orders to the Department through the Police Chief.

👮‍♀️ Welcome Our New Police Commissioner!

The Town of Ossian is proud to introduce Julia Garcez as the newest member of the Ossian Board of Metropolitan Police Commissioners.

The Board consists of three members:
• Caleb Chichester – President
• Jason House – Vice President
• Julia Garcez – Secretary

Julia brings nearly 18.5 years of experience with Fort Wayne Allen County 911 Dispatch, where she currently serves as a Training Coordinator, a role she has held for the past 2.5 years. Her background in emergency communications gives her a strong understanding of public safety operations and the coordination that happens behind the scenes.

She has lived in Ossian for four years with her son and daughter, choosing the community for its small town atmosphere and the strong school system in Wells County. Serving on the Board allows her to stay involved in law enforcement from a different perspective and give back to the town she calls home.

Her goal is simple.. to help ensure the department has what it needs and that our community remains safe.

Outside of public safety, Julia is one of four admins for the Lost Dogs of Fort Wayne page. She volunteers her time helping reunite families with their pets, fosters dogs when needed, and is a proud dog lover.

Jay Esparza’s two year term as Police Commissioner concluded this past December.

During his tenure, Jay worked alongside department leadership, fellow commissioners, and officers in support of responsible oversight and community focused policing. In addition to his role as Commissioner, he managed and continues to manage the official Ossian Police Department page, helping drive transparency, timely communication, and community engagement.

Although his role as Commissioner has ended, his service to the department continues. Jay has transitioned into a volunteer role as Investigative Support / Mobile Video Technician, where he supports investigative and operational efforts through the administration and oversight of OPD’s mobile video systems, including in-car and body-worn cameras. In this role, he works closely with department leadership to ensure the integrity, availability, and secure handling of digital video assets/evidence that support accountability and modern policing.

The department and the Commission thanks Jay for his service over the past two years and for his continued commitment to supporting OPD and the Ossian community.

Ossian Board of Police Commissioners : Now Accepting Applications

Applications will be accepted until December 8, 2025.

The Ossian Board of Police Commissioners is seeking qualified applicants to fill an upcoming vacancy on the Board. This is an important role that helps guide the operations, standards, and oversight of the Ossian Police Department.

We’re looking for someone who brings integrity, good judgment, and a commitment to serving our community.

Basic Qualifications

Applicants should:
• Be a resident of Ossian

• Demonstrate strong moral character and sound decision making

• Be able to review policies, personnel matters, budgets, and departmental operations objectively

• Be willing to attend regular meetings and occasional special sessions

• Have the ability to work collaboratively while maintaining independence

• Have no felony convictions or disqualifying criminal history

Experience in public service, law enforcement, legal work, or community leadership is helpful,but not required. What matters most is honesty, fairness, and a desire to support our town.

Remembering Former Police Commissioner Bob Miller

We’re saddened by the passing of Bob Miller, who served the Town of Ossian as a Police Commissioner and devoted his life to public safety.

As highlighted in a recent 21Alive News article, Bob was known as a “behind-the-scenes guy” who quietly made a lasting impact , from improving training for first responders statewide to strengthening our own department here in Ossian.

His legacy of service, humility, and dedication will continue to guide us. Our thoughts are with his family and all who had the privilege of working alongside him.

We applaud Officer Messick for sharing his story and thank him for reminding us of the meaningful work officers do. It's essential to remember that officers are people too, driven by a dedication to serve and protect.

Sometimes in policing it doesn't seem like you are making a difference. Until you find out you are. Here is the story in retired FWPD Officer Messick's words. "I was in downtown and these two men recognized me. One knew my name and knew I had retired. The other said "his Officer" was Brock.
The one that knew my name said he was clean and working for a shipping company. He said he never had a chance, but wanted to thank me for arresting him and said it may have saved his life. The other wasn't thanking me but also talked about when we had arrested him.
I became a Police Officer to help people. Many days it didn't seem like I was helping anyone and wondered if it was worth it. But when two dudes you took to jail are happy to take a selfie with you, it must not have been all bad.
If you are still in police work, keep up the good work. You are needed. You are helping people."
