We recently posted about Towed Transient Electromagnetic (tTEM) scans being completed across the Vina Subbasin. These innovative scans provide 3D subsurface—underground—data, helping us map where water can most effectively migrate down to recharge our groundwater. Two scans were completed just north and south of Chico.

tTEM scans map electrical resistivity, which tells us how easily an electrical current flows through the soil. Finer soil allows electrical currents to flow more easily than coarse-grained soil. The lower numbers or gray colors on the figure represent finer soil (easier-flowing current), and the higher numbers or yellow to red represent coarse-grained soil.

The figures below help us assess which areas will most easily allow water to migrate to groundwater. However, we still need to test for other factors, such as existing water. To validate our findings, we began Cone Penetrometer Tests (CPT) in August. CPT will give us critical details like actual material types, estimates for how easily water can move through the soil, and how deep the existing water is located. This multi-layered approach ensures we identify effective locations for future recharge projects!

The Vina Groundwater Sustainability Agency (GSA) adopted a two-part fee structure to fund essential groundwater management activities required under the Sustainable Groundwater Management Act (SGMA).

Part 1 – Base Fee
$12.62 per usable parcel within the GSA boundary—Covers basic agency operations, governance, staffing, and compliance activities that keep the GSA functioning.

Part 2 – User Group Fee
Covers the cost of sustainably managing groundwater, including monitoring and modeling.

- Group 1 – Agricultural Users: $4.22 per cropped acre
- Group 2 – Domestic/Municipal Users (residential, industrial, commercial): $0.96 per parcel
- Group 3 – Grazing/Vacant Parcels: No Part 2 fee

Example: A typical residential home on 0.25 acres will pay $13.58 for FY 2026.

These fees ensure the GSA can meet State requirements, maintain local control, and protect reliable groundwater supplies for agricultural, residential, and environmental needs—now and in the future.
