The Oroville Police Department recently served multiple search warrants and made several arrests in connection with two separate criminal investigations, highlighting the growing effectiveness of the departmentโ€™s Investigations Unit following recent staffing increases.

On Tuesday, April 28, 2026, and Wednesday, April 29, 2026, Oroville Police detectives conducted enforcement activity related to a series of commercial burglaries reported on April 17, 2026. The incidents occurred within a short timeframe and prompted an immediate response from patrol officers, who initiated a preliminary investigation before transferring the case to the Investigations Unit.

With additional staffing resources now in place, detectives were able to promptly conduct a comprehensive follow-up investigation. Through coordinated efforts and multiple investigative techniques, detectives identified suspects believed to be responsible for the burglaries.

On Tuesday, April 28, 2026, detectives executed search warrants at multiple locations associated with the suspects. During the search, officers recovered more than 40 items of stolen property connected to the burglaries, including tools, ignition switches, key programmers, and laptops. Officers also located drug paraphernalia at the scene.

As a result of the investigation, Andrew Arrieta, 36, of Oroville, and Justin Rifanburg, 37, of Oroville, were arrested. Charges stemming from this investigation include felony offenses related to burglary, breaking and entering, receiving stolen property, accessory after the fact, and possession of prohibited ammunition. Additional misdemeanor charges include possession of a controlled substance, possession of burglary tools, and unlawful possession of ammunition.

Both suspects were transported and booked into the Butte County Jail.

Following the successful ex*****on of search warrants related to the burglary investigation, Oroville Police detectives continued enforcement efforts by serving a separate search warrant as part of an ongoing felony investigation.

During the ex*****on of the search warrant, officers located and seized multiple fi****ms and ammunition. Based on the evidence recovered and the suspectโ€™s status, Bruce Watson, 35, was taken into custody.

Watson was arrested on felony charges related to possession of a firearm by a prohibited person, along with associated misdemeanor charges.

This arrest is part of an active and ongoing investigation. Additional details related to the origin and scope of the case are not being released at this time to preserve the integrity of the investigation and any potential future enforcement actions.

These coordinated enforcement actions reflect a renewed operational capacity within the Oroville Police Departmentโ€™s Investigations Unit. Recent staffing increases have allowed for expanded investigative follow-up, improved case development, and more proactive enforcement efforts.

Please join us in congratulating our newest officer, Adrian Lee, on successfully completing his field training program!

Before heading to the academy, Officer Lee went through our police recruit testing process and made it very clear he meant business, earning one of the highest scores in report writing and physical endurance. Casual overachiever energy.

After being selected, he headed to the Law Enforcement Academy, graduated, and jumped straight into field training, where he continued to impress every step of the way.

We couldnโ€™t be happier to have Officer Lee on our team. Welcome to the family, Officer Leeโ€ฆ now go make us proud ๐Ÿ‘๐Ÿš“

C. Bean has officially joined the dark (blue) side ๐Ÿ˜Ž๐Ÿ’™

Please join us in congratulating Officer Christian Bean on successfully completing his field training programโ€ฆ or as we like to call it, his final glow-up.

Officer Bean first joined us back in 2023 as a Municipal Law Enforcement Officer, where he learned the ins and outs of the city, sharpened his officer safety skills, and proved he could handle just about anything.

In 2025, we sent him to the Police Academy. After graduating from the 156th Academy, he jumped straight into field training.

Weโ€™re proud to have watched our Bean sprout into the officer he is today (pun heavily intended)๐Ÿš”๐ŸŒฑ

MEDIA STATEMENT: OROVILLE POLICE ARREST JUVENILE SUSPECT IN MENDOCINO COUNTY HOMICIDE CASE

On April 20, 2026, the Oroville Police Department located and safely arrested a 16-year-old juvenile suspect in connection with a homicide investigation originating in Mendocino County. The suspect is currently in custody and awaiting extradition to Mendocino County for prosecution.

On April 19, 2026, the Oroville Police Department received a BOLO, Be On the Lookout, for a vehicle associated with an active homicide investigation in Mendocino County. Investigators believed the juvenile suspect was driving the vehicle and may have been within the Oroville area.

Officers immediately began canvassing areas where the vehicle was last detected through Automated License Plate Reader systems. The vehicle was ultimately located near Oro Dam Blvd East and Mesa Avenue. The vehicle was secured and towed as evidence as part of the ongoing homicide investigation. At that time, the suspect was not located in or around the vehicle.

On April 20, 2026, officers received information that the suspect may be in the 2600 block of Olive Highway. While conducting a search of the area, a Oroville Police Sergeant observed the juvenile in a nearby parking lot. Upon contact, the suspect fled on foot, leading to a brief foot pursuit.

The suspect was quickly apprehended without further incident, taken into custody, and transported to the Butte County Juvenile Hall. The juvenile was arrested on a Ramey Warrant related to the homicide investigation in Mendocino County. The juvenile was unarmed at the time of the arrest.

This arrest reflects the effectiveness of coordinated law enforcement efforts. The Oroville Police Department worked closely with the Mendocino County Sheriffโ€™s Office to safely locate and apprehend this individual.

Disabled parking spaces are designed to provide room for wheelchair ramps, mobility devices, and safe access to nearby businesses. When these spaces, or the striped access aisles next to them, are blocked, it can prevent someone from exiting their vehicle entirely or force them into unsafe conditions.

These are not convenience spaces, they are essential for accessibility.

The Oroville Police Department actively enforces disabled parking violations. Vehicles parked illegally in these spaces, including access aisles, may be cited and subject to tow.

We understand sometimes people think โ€œitโ€™ll just be a minuteโ€, but even a moment can take away someoneโ€™s ability to safely access their destination.

Letโ€™s do our part to keep these spaces open, safe, and available for those who need them.

How was your Mondayโ€ฆ? Ours was, eventful, to say the least.
Between 6:00 a.m. and 6:00 pm, our team responded to a little bit of everything, and then some:

โ€ข A suspicious person peeking into vehicles, curiosity did not help in this case
โ€ข A physical assault involving a pregnant individual, officers responded quickly to ensure safety and begin the investigation
โ€ข Anti-camping ordinance enforcement, because why not
โ€ข A firearm brandishing incident, taken seriously and handled swiftly
โ€ข Trespassing in a backyard, because apparently fences are just suggestions
โ€ข A panic alarm at a local business, thankfully a false alarm, but we will always show up just in case
โ€ข Multiple parking issues, including vehicles tagged and towed, yes, we do notice where you park, and so does everyone else.
โ€ข Assistance to an outside agency with an arrest.
โ€ข Several welfare checks, some involving threats of possible self-harm, reminding us that some calls matter in a different, deeper way.

And just when we thought we might catch a breather, the shift wrapped up with officers assisting on a (extinguished) field fire, because why not add a little extra excitement to the end of the day?

On a positive note, there were no overdose-related calls for service during this shift!

All told, 87 calls for service were handled by OPD patrol, MLE, and dispatchers in just 12 hours, not bad for a โ€œtypicalโ€ Monday.
