On August 24, 2026, Police Lieutenant Starr and Police Officer Clark Jr. were presented with the America 250 Community Hero Award, a Certificate of Special Congressional Recognition, in honor of their life-saving efforts on June 17, 2026. Police Officer Raisor, who was unable to attend the ceremony, was also recognized for his heroic actions that morning.
At approximately 4:30 a.m. on June 17, OPPD officers responded to a call that quickly became a race to save a life.
Officer Raisor arrived first and found a 69-year-old man in cardiac arrest. Without hesitation, he immediately applied an AED and began chest compressions. Officers Clark and Starr arrived moments later and joined the lifesaving effort, working together until EMS arrived. During the emergency, the AED delivered three lifesaving shocks.
The patient was transported to Mercy Hospital, where he spent nearly a week on a ventilator, followed by another week in the hospital, before continuing his recovery through rehabilitation.
Working 12-hour overnight shifts, our officers never know what the next call will bring. On this morning, their training, teamwork, and composure under extraordinary pressure made an immeasurable difference.
Their actions gave a member of our community something invaluable — the chance to return home to his family.
