On June 13, 2026, at approximately 10:28 p.m., the Orange Police Department received reports of a fight in the 600 block of South Fashion Park in the City of Orange.

Before officers arrived, the suspect, 28-year-old Abrahan Perez of Orange, left the area in a vehicle.

A short time later, Perez drove back toward the South Fashion Park address, maneuvered his vehicle onto a courtyard area in front of an apartment complex, and accelerated toward the adult male victim. The vehicle struck the victim, causing critical injuries.

The victim was transported to a local hospital, where he was later pronounced deceased.

Perez was taken into custody and will be booked into the Orange County Jail on homicide charges.

The identity of the victim is being withheld pending notification of next of kin and will be released by the Orange County Coroner’s Office.

On May 27, Orange Police officers responded to a stolen vehicle alert generated by our Flock License Plate Reader (LPR) system. The City of Orange utilizes strategically placed Flock cameras throughout the city to help identify stolen vehicles and assist officers in real time.

Thanks to this technology and the quick response of our officers, the stolen vehicle was located and both occupants were arrested on multiple charges. Officers later determined the vehicle had been stolen from Orange just two days earlier.

This incident is another example of how Flock technology helps our officers recover stolen vehicles, apprehend suspects, and keep our community safe.

The Orange Police Department is aware of the growing use of e-bikes and e-motorcycles throughout the City of Orange. As a reminder, e-motorcycles are classified as motor vehicles and under California law have to be registered as off highway vehicles.

E-motorcycles may not be operated on sidewalks, in parks, or on roadways. E-motorcycles cannot be operated in the City of Orange under any circumstances.

The Orange Police Department is taking a proactive enforcement approach to ensure the safety of our community. Over the next month, the Traffic Division will be conducting high-visibility enforcement focused on unsafe and unlawful operation of e-bikes and e-motorcycles throughout the city.

The Orange Police Department will be conducting a DUI/Driver’s License Checkpoint on May 29, 2026, between the hours of 7:00 p.m. to 2:00 a.m, in the 3100-block of East Chapman Avenue.

DUI checkpoint locations are determined using data associated with incidents of impaired driving-related collisions and frequency of DUI arrests. Officers will be looking for signs of alcohol and/or drug impairment, while also checking drivers for proper licensing. The primary purpose of a DUI checkpoint is to promote public safety by taking suspected impaired drivers off the road.

“Our community deserves to be safe from the preventable dangers of impaired driving. Plan ahead, designate a sober driver, or use a rideshare service. The OPD will continue to prioritize the protection of life and property through aggressive enforcement,” said Sergeant Bryce Nielsen.

The Orange Police Department reminds the public that impaired driving is not just from alcohol. Some prescription medications and over-the-counter drugs may interfere with driving. While medicinal and recreational ma*****na are legal, driving under the influence of ma*****na is illegal.

Drivers charged with a first-time DUI face an average of $13,500 in fines and penalties, as well as a suspended license.

Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Celebrating 27 Years of Dedication! 🎉
 
Lt. Monjaraz’s career has been truly remarkable. Over the years, he has served in countless roles—including CSI officer, Explorer advisor, Force Tactics Team member, Honor Guard, SWAT Team, Gang Unit, Property Crimes detective, and Narcotics detective.
 
In 2008, he was promoted to Sergeant, taking on patrol, Homeland Security, and supervising Property Crimes. By 2016, he reached Lieutenant, becoming our SWAT Commander, Watch Commander, and overseeing the Traffic Bureau. Most recently, in 2025, he was chosen to lead our Community Engagement Bureau and serve as the department’s Public Information Officer.
 
Lt. Monjaraz has been an outstanding ambassador for our department, and we are grateful for his service. Wishing him all the best in his well-deserved retirement!

🚨 Arrest of Interest 🚨
 
On May 18, 2026, at approximately 10:40 AM, our patrol officers responded to a suspicious subject call at 130 N. Lemon St. A caller reported witnessing a male bothering a female, who mouthed “Help me” as he walked by. The caller intervened, and the suspicious male walked away.
 
The female then drove to the Orange Police Department to report the incident. Officers quickly located the suspect, Carlos Villalovos Munos, a 23-year-old resident of Orange, and arrested him for possession of narcotics.
 
During the investigation, officers learned that Munos attempted to pull the victim out of her car and brandished a knife. He claimed he wanted s*x, but the caller’s intervention prevented further harm. OPD Detectives reviewed surveillance footage which confirmed the victim’s account, showing where Munos disposed of the knife used during the incident.
 
Munos was booked at Orange County Jail on charges including attempted r**e, assault with intent to commit a s*xual offense, narcotics violations, and weapon brandishing.
