Due to Washington’s election-year communication restrictions that begin tomorrow, this will be my final email update until election results are certified in November.

In the update, you’ll find the 2026 end-of-session report Rep. Carolyn Eslick and I recently sent to households across the 39th District. This one is especially meaningful because it is the final legislative report we will send together before Carolyn leaves the Legislature at the end of her term. I am grateful for her years of service, partnership and friendship.

The report looks back on the past two years in Olympia, including our work on affordability, responsible budgeting, transportation infrastructure, housing, public safety, early learning, behavioral health and local projects across the district. It also highlights several bills I sponsored that were signed into law, including legislation on rural accessory dwelling units, agritourism protections, traffic safety reviews and health coverage for families of fallen first responders.

Although my regular legislative email updates and similar official communications will be limited until after the November general election results are certified, I am still able to respond if you contact me directly. Proud to share that my bill, House Bill 1345, has been signed into law! When it goes into effect June 11, it will create a clearer path for counties to allow detached accessory dwelling units, like backyard cottages or in-law suites, in rural Washington where housing is limited and affordability is a challenge.

For decades, one of Washington’s major competitive advantages has been the lack of a state income tax. That has helped attract businesses, investment and jobs in the 39th District and throughout the state.

After a 24-hour floor battle that just concluded, Democrats moved one step closer to throwing that advantage away by sending Senate Bill 6346 to Gov. Ferguson’s desk.

House Republicans fought as hard as we could to stop the bill and offered amendment after amendment to lower taxes instead.

Democrats said no.

Washington families and small businesses deserve so much better from their lawmakers.

Washington’s carbon tax, known as the Climate Commitment Act, adds an estimated 56.7 cents per gallon to the cost of gasoline. In 2025, state Democrats also raised the state gas tax to 55.4 cents per gallon – the third highest in the nation – with automatic 2% yearly hikes.

During the debate on Saturday over the supplemental operating budget, House Republicans fought to include a carbon tax rebate for every registered vehicle owner in Washington state: $100 for gas vehicle drivers and $50 for hybrid drivers.

The House majority’s supplemental budget plan would push Washington’s operating budget to nearly $80 billion, 79% higher than during the 2017–19 biennium.

It also assumes more than $2 billion in income tax revenue from Senate Bill 6346. Even if enacted, the tax would not take effect until 2028 and would face immediate legal challenges.

Relying on legally uncertain revenue that is years away to balance current spending is a fiscal risk we should not take.

Late Friday night, House Democrats raided $4 billion from the law enforcement and firefighter pension plan to cover the multi-billion-dollar budget deficit they created.

Every Republican in the state House voted against House Bill 2034.

House Democrats plan to deposit $569 million in the Climate Commitment Account.
