Consideration and possible action concerning approval of utility easement from the Town of Okarche to Oklahoma Gas and Electric Company generally known as a tract of land in the Trinity Heights Addition, located in the Southwest Quarter (SW/4) of Section Thirty-two (32), Township Fifteen (15) North, Range Seven (7) West of the Indian Meridian, Kingfisher County, Okarche, Oklahoma, for the purpose for OG&E to straighten out and reconductor existing lines for rebuild of overhead electrical distribution lines in the area

11. Consideration and possible action concerning acceptance of quote from Warren Cat for used Ultraquip UQ125 Trailer Mounted Portable Diesel Generator in the amount of $28,000 and new Multiquip MQ62TKT 6” Trailered Trash Pump in the amount of $28,500 for a total purchase of $56,500

Consideration and possible action to accept Oklahoma Rural Water Association (ORWA) and Oklahoma Department of Environmental Quality (DEQ) Rural Infrastructure Grant (RIG) in the amount of $45,200 for used Ultraquip UQ125 Trailer Mounted Portable Diesel Generator and new Multiquip MQ62TKT 6” Trailered Trash Pump and authorizing matching funds of $11,300 towards purchase.

13. Discuss Water Treatment Plant financing or payment of all or part of the additional costs from the municipality’s reserves; Direct staff and independent contractors to finalize the loan or designate the amount and location of funds for additional funding.

Consider awarding to the Public Construction Contract for the water treatment facility to the lowest responsible bidder, that being S2O CONTRACTING, L.L.C., in the amount of $3,248,206.50; Authorize Mayor/Chairman to execute the Public Construction Contract as the Town/Trust Attorney has reviewed and approved the contract, bonds, insurance and power of attorney.

2. Public Comments: The public is welcome to address the governing body to provide information on community events or accomplishments or speak on any matter placed on the AGENDA or NON-AGENDA according to the following guidelines:

Speakers will use the Sign-in sheet prepared by the Town Clerk/Secretary and shall include their name and the agenda item. Comments must be directed respectfully to the Mayor, or the Chairperson presiding during the meeting and may be limited in length by the Mayor or the Chairperson. Common rules of decorum are expected to be followed by all participants.
The governing body may listen but cannot engage in any discussion or take action under this item.

3. Discuss public comments to be allowed at the Town Trustee meetings and give direction as deemed appropriate

4. Define hiring procedures for Full-Time and Part-time Positions and give direction to Town Attorney as deemed appropriate

5. Consideration and possible action concerning approval of full-time assistant to Town Clerk

6. Consideration and possible action concerning hiring of Jaci Geheb, as part-time Police Department Secretary from May 29 through August 4, 2023, for sixteen (16) hours per week @ $16.00 per hour.
7. Consider approval of 4% COL increase for all police officers for FY2023-2024 to become effective on 7/1/2023.
8. Discuss establishment of a Town Administrator position, review job description and give direction as deemed appropriate

9. Consideration and possible action concerning Ordinance 2023-409 AN ORDINANCE OF THE TOWN BOARD OF TRUSTEES FOR THE TOWN OF OKARCHE, OKLAHOMA, AMENDING CHAPTER 16 OF THE OKARCHE MUNICIPAL CODE 2021 ENTITLED “PUBLIC FACILITIES AND UTILITIES”, BY THE AMENDMENT OF SECTION 16-12.1, SUBSECTION 2, PROVIDING FOR AN EXEMPTION TO THE DEPOSIT REQUIREMENT FOR VICTIMS OF DOMESTIC VIOLENCE; SAVINGS; SEVERABILITY; REPEALER; CODIFICATION; DECLARING AN EMERGENCY.

10. Consideration and possible action concerning adoption of Town of Okarche/Okarche Public Works Authority Purchasing Manual

Consideration and possible action concerning ORDINANCE NO. 2023-410 AN ORDINANCE OF THE TOWN BOARD OF TRUSTEES FOR THE TOWN OF OKARCHE, OKLAHOMA, AMENDING CHAPTER 1, ARTICLE 4 OF THE OKARCHE MUNICIPAL CODE 2021 ENTITLED “FINANCIAL AND BUSINESS PROCEDURES”, BY THE AMENDMENT OF SECTION 1-53 ENTITLED “CERTAIN OFFICERS AND EMPLOYEES PROHIBITED FROM CONDUCTING CERTAIN BUSINESS WITH MUNICIPALITY-VIOLATIONS”; BY THE AMENDMENT OF SECTION 1-58 ENTITLED “PURCHASES OF GOODS AND SERVICES (OTHER THAN PAYROLL AND PAYROLL RELATED”, BY THE AMENDMENT OF SUBSECTION 1 PROVIDING THAT THE FIRE CHIEF SHALL BE A PURCHASING OFFICER; BY THE AMENDMENT OF SECTION 1-63 ENTITLED “DEFINITIONS”, BY THE AMENDMENT OF SUBSECTION 3 AND 4 CONSISTENT WITH THE PUBLIC COMPETITIVE BIDDING ACT OF 1974; BY THE AMENDMENT OF SECTION 1-64 ENTITLED “OKLAHOMA PUBLIC COMPETITIVE BIDDING ACT (“ACT”)”, AMENDING THE SECTION TO BE CONSISTENT WITH THE ACT; BY THE AMENDMENT OF SECTION 1-66 ENTITLED “EMERGENCY PURCHASES”, AMENDING SUCH SECTION TO BE CONSISTENT WITH THE ACT; BY THE AMENDMENT OF SECTION 1-67 ENTITLED “FORMAL CONTRACT PROCEDURE”, INCREASING THE MAXIMUM AMOUNT REQUIRING FORMAL CONTRACT PROCEDURES TO ONE HUNDRED THOUSAND DOLLARS ($100,000.00); BY THE AMENDMENT OF SECTION 1-74 ENTITLED “ADOPTION OF THE TOWN OF OKARCHE/OKARCHE PUBLIC WORKS AUTHORITY PURCHASING MANUAL”, PROVIDING FOR THE ADOPTION OF SUCH MANUAL; SAVINGS; SEVERABILITY; REPEALER; CODIFICATION; DECLARING AN EMERGENCY.

12. Consider whether all trustees of the Town of Okarche shall be elected at large to represent the town at large or in the alternative elected to represent specific wards in the town:
A. Based on the decision, determine whether NODA or another third-party contractor should be contacted and employed to map and designate five wards with substantially equal populations; and/or
B. Whether the following ordinance should be approved: CONSIDER APPROVAL OF ORDINANCE NO. 2023-411 OF THE TOWN BOARD OF TRUSTEES OF THE TOWN OF OKARCHE, OKLAHOMA, AMENDING CHAPTER 1, ARTICLE 2, SECTION 1-10 ENTITLED “ELECTION AND TERMS OF TRUSTEES AND OFFICERS”; ESTABLISHING THE RULE THAT TRUSTEES NO LONGER MUST RESIDE IN SPECIFIC WARDS BUT CAN BE NOMINATED AND ELECTED AT LARGE IN THE TOWN OF OKARCHE, OKLAHOMA; PROVIDING FOR REPEALER; SAVINGS; CODIFICATION; SEVERABILITY; EFFECTIVE DATE; DECLARING AN EMERGENCY or
C. Direct the Town Attorney to prepare election documents as required to implement the direction of the Town Board and place the documents on the next agenda.

13. Consideration and possible action concerning approval of Engagement Letter with Crawford & Associates, P.C. for work related to the Estimate of Needs Budget and approval of Engagement Letter for work related to the FY24 audit and any other financial services requested and authorizing the Mayor to sign both.

14. Discuss Park Playground equipment and give direction as deemed appropriate.

15. Consideration and possible action concerning approval of invoices from Myder Fire Support, LLC in the total amount of $30,238.61 for annual maintenance, inspections and repairs of fire trucks.
