CITY OF ODESSA’S FACEBOOK USER AGREEMENT

The City of Odessa will promote effective communication and maintain a respectful dialogue. In that spirit, the rules set forth for posting comments on our social media will facilitate a productive and open forum for community discussion. Our moderators use these rules to ensure that posted comments are constructive and suitable for all readers while respe

• Comments must be within the scope of the topic under discussion.
• Beyond one’s name, comments cannot include personally identifiable information, such as an address, phone number, social security number or other sensitive information.
• Comments cannot represent a person other than the one posting the comment, unless one has legal authority to do so.
• Comments containing links to other websites or pages must be relevant to the topic.
• Comments cannot serve electoral campaign purposes, for or against any candidate, party or proposition. Comments must not breach any law, confidentiality or copyright.
• Encourage or promote illegal activity.
• Include information that may compromise the safety or security of the public or public systems. Comments by external parties on the City’s page are not official public testimony concerning any project or program. An opinion expressed on the City’s page is posted for discussion only and is not a substitute for a public hearing. The City of Odessa does not necessarily agree with content posted by Facebook Fans or others. Facebook constitutes no binding representation, agreement or an endorsement on the part of the City of Odessa. Those who violate Facebook Terms and Conditions will be reported to Facebook and blocked from the City of Odessa’s page. OPD Academy Graduation – Session #29

Chief Gerke proudly announces the induction of nine new police officers into the Odessa Police Department. The graduation ceremony took place this afternoon at the Odessa Marriott Hotel & Conference Center. Congratulations to all the graduates!

Officer Aaliyah Arreola, 24, was born in Amarillo and raised in Odessa. She is a graduate of Odessa High School, has an associate’s degree in criminal justice from Odessa College, and hopes one day to be a homicide detective.

Officer Raymond B. Egge, 23, was born in Andrews and raised in Odessa. He is a graduate from Odessa High School and hopes to be a Field Training Officer one day.

Officer Ebeny M. Fierro, 22, is from Odessa and a graduate from Permian High School. She has an associate’s degree in criminal justice from Odessa College and hopes to be assigned to CID as a detective for Crimes Against Persons in the future.

Officer Joannaly Gonzalez, 26, was born and raised in Odessa, and is a graduate from Permian High School. She would like to one day be a Mental Health Officer.

Officer Sean N. Moore, 25, was born in Oklahoma City and raised in Odessa. He would like to one day become a Field Training Officer.

Officer Jarrett Palmer, 35, was born in Kingston, Jamaica and graduated from Camperdown High School. He has a Bachelor of Science in Land Economy and Valuation Surveying from the University of Technology Jamaica. He hopes to be a Mental Health Officer one day.

Officer Dakota M. Sullivan, 22, was born and raised in Odessa and aspires to become a DWI Enforcement officer with the Traffic Unit.

Officer Jacob W. Tingley, 28, was born in Pittsburgh, Pennsylvania and raised in the Northeast U.S. He graduated from South Carroll High School in Maryland and then earned his Bachelor of Science in Plastics Engineering from Penn State University. Officer Tingley served 4 years active duty in the United States Army and currently serves in the Pennsylvania Army National Guard at the rank of Captain. He hopes to rise one day to command staff rank.

Officer Andrew N. Tomlinson, 31, was born and raised in Odessa and is a graduate of Odessa High School. He hopes to be part of the Crisis Negotiations Team as a Negotiator.

City of Odessa Regains Moody's Bond Rating

The City of Odessa has regained its Aa2 bond rating from Moody's Ratings, marking a significant milestone in the City's ongoing commitment to financial accountability, transparency and responsible fiscal management.

Moody's cited Odessa's exceptionally strong fund balances, conservative budgeting practices, growing revenues and manageable long-term liabilities as key factors supporting the rating. The agency also recognized the City's strong financial position and continued economic growth.

In-Custody Death

On June 2nd, 2026, at 6:48pm, the Odessa Police Department responded to a check welfare of a male subject in the 2400 block of Cambridge. While speaking with the male subject, he evaded officers out of the residence, armed with a brick. Officers caught up to the subject in the roadway and deployed a taser to gain custody of the subject.

The male subject was placed in handcuffs and sat down in the backseat of a patrol unit. While securing the male subject, it was found he had become unconscious and was immediately taken out of the patrol unit and turned over to Odessa Fire & Rescue EMS who were on scene.

The male subject was transported to MCH where he was declared deceased. It is unknown what the cause of death is at this time and this investigation has been turned over to Texas Rangers to be investigated as an in-custody death. Both Odessa Police Department officers involved have been placed on administrative leave with pay.
