What does innovation in wastewater treatment and water reuse look like?

Victor Valley Wastewater Reclamation Authority’s Hesperia Subregional Reclamation Plant, a past CWEA award recipient, offers an impressive example.

This 1 MGD scalping facility reduces demand on the regional pipeline while supporting localized water reuse. By treating the liquid portion of wastewater and redirecting solids to the main facility, the plant helps improve overall system performance.

Its advanced treatment processes—including aeration basins, membrane bioreactors, UV disinfection, and reclaimed water pump stations—support the reliable delivery of recycled water for non-potable use.

Meet CWEA Emerging Leader Kylie Regalado, CSM1, LAB3, Wastewater Resources Analyst for the City of Riverside.

What started as a search for "any job at all" during the COVID-19 pandemic has grown into a career dedicated to protecting public health and educating her community. From coordinating spill reporting and regulatory compliance to improving department processes and leading public outreach efforts, Kylie has become an essential resource for her team.

Whether she's supporting field crews, organizing critical records, or teaching residents how they can help protect Riverside's 800-mile sewer system, Kylie is making a lasting impact.
