Know Before You Ride:
New Washington e-bike laws with Detective Rafferty from Oak Harbor PD
The new law keeps the three classes of e-bikes, but makes a clear distinction between e-bikes and the higher-powered electric motorcycles.
Parents, please have conversations with your kids about the new law. Our police officers will make stops and educate young riders for a period of time before issuing infractions.

FOR IMMEDIATE RELEASE - The City of Oak Harbor Announces the Passing of Former Mayor Bob Severns
Oak Harbor - June 5, 2026 - The City of Oak Harbor announces with sadness the passing of former Mayor Bob Severns, who passed away surrounded by his family on June 4.
Mayor Severns was elected to serve on the Oak Harbor City Council, Position 4, on January 1, 2008. He served on City Council until December 2015, then was elected to serve as Mayor on January 1, 2016. He served two consecutive terms.
“Bob loved Oak Harbor and devoted countless hours to making our city a better place,” said Mayor Ronnie Wright. In an email sent to all City staff on June 5, Mayor Wright stated, “I am sorry to have to write this message to you all this morning and inform you that former Mayor Bob Severns passed away yesterday afternoon. Mayor Bob passed peacefully with his loving wife Rhonda by his side. He wanted everyone to know that he loved them, but it was time for him to go.”
Throughout his years of public service, Mayor Severns was known for his collaborative approach, strong advocacy for local businesses, and dedication to ensuring Oak Harbor remained a vibrant and welcoming community.
The City of Oak Harbor extends its deepest condolences to his family, friends, and all who had the privilege of knowing and working alongside him. His contributions to Oak Harbor will not be forgotten, and his legacy will continue to be felt throughout the community he loved and served.

FOR IMMEDIATE RELEASE

May 28, 2026

On Sunday, May 24, 2026, at approximately 8:57 p.m., Oak Harbor Police officers, along with emergency
paramedics and fire personnel, were dispatched to a residence in the 500 Block of NE Kettle Street in the city
following a report of a two-year-old child in distress.

Upon arrival, first responders immediately initiated life-saving measures. The child was subsequently transported to Whidbey Health in Coupeville for advanced emergency care. Despite the best efforts of medical personnel, the child succumbed to their condition and was pronounced deceased at the hospital.

At the scene, police officers contacted an adult female who identified herself as the child’s mother and conducted a death investigation.

On May 27, 2026, Oak Harbor Police investigators received additional information which led to the arrest of
Jessica Kido, a 34-year-old female who was booked into the Island County Jail on the charges of Controlled Substance Homicide (RCW 69.50.415), Manslaughter 1st Degree (RCW 9A.32.060), and Reckless
Endangerment (RCW 9A.36.050).

The investigation remains active and ongoing. As this is an active criminal matter, no further details regarding
specific circumstances of the investigation will be released at this time to protect the integrity of the case.

UPDATE MONDAY, May 4: SE Midway Blvd is open. We appreciate your patience
ROAD CLOSURE EFFECTIVE IMMEDIATELY:
Northbound lane closed from SE 9th and Midway to SE 8th by Hilltop Texaco due to public safety concerns.
The road will be closed now through Monday, May 4 to allow for the removal of the Hilltop Auto Service sign from an overnight auto accident.
Hilltop Texaco is open until 5pm today and closed tomorrow.
We will keep you posted if the closure extends past Monday.

FOR IMMEDIATE RELEASE: Oak Harbor Police Seeking Public Assistance in Vehicle vs. Bicyclist Collision
The Oak Harbor Police Department is requesting the public’s assistance in identifying a vehicle involved in a collision with a bicyclist.
On April 8, 2026, at approximately 9:29 a.m., officers responded to a report of a collision at the intersection of State Route 20 and SE Barrington Drive involving a bicyclist and a vehicle. At this time, the involved vehicle is described only as a white SUV. The driver did not remain at the scene, and investigators are actively working to identify both the vehicle and the driver.
Anyone who may have witnessed the incident or has information related to the vehicle or driver is encouraged to contact ICOM Dispatch at 360-679-9567.

City of Oak Harbor Announces Ribbon-Cutting for Public Safety Training Facility
The City of Oak Harbor is pleased to announce the official ribbon-cutting ceremony for the new Oak Harbor Public Safety Training Facility, scheduled for May 15, 2026, from 3:00 p.m. to 5:00 p.m. The event is open to the public, and community members are encouraged to attend and tour the facility, located at 951 NE 21st Ct, Suite 1, Oak Harbor, WA.
This development represents a significant investment in the safety, preparedness, and professionalism of Oak Harbor’s public safety personnel. The property was strategically acquired through a fiscally responsible process that required no increase in local taxes, underscoring the City’s commitment to balancing public safety priorities with sound financial stewardship.
“This training facility represents a major step forward in our ability to provide high-quality, realistic training for our officers and regional partners,” said Police Chief Tony Slowik. “By investing in preparedness, we are directly investing in the safety and well-being of our community. This facility ensures our personnel are equipped with the skills and experience needed to respond effectively in critical situations.”
A key component in bringing this project to fruition was a grant from the State of Washington, spearheaded by Representative Dave Paul, whose leadership and advocacy were instrumental in securing funding support.
Beyond its public safety benefits, the facility is expected to contribute to local economic growth by attracting regional training events. These trainings will bring visiting personnel to Oak Harbor, creating opportunities to stay, dine, and explore the community.
“The completion of this facility reflects Oak Harbor’s commitment to public safety, fiscal responsibility, and community partnership,” said Mayor Ronnie Wright. “We are proud to deliver a project that enhances emergency preparedness without increasing the tax burden on our residents, while also creating new opportunities for economic activity in our city.”
The City invites residents, community partners, and regional agencies to join in celebrating this important milestone. The ribbon-cutting ceremony will include remarks from city leadership and project stakeholders, followed by guided tours of the facility.
