The Village of Oak Brook is a full service community located on the eastern DuPage County border along the I-88 Reagan Memorial Tollway Corridor. We are home to Oakbrook Center, McDonalds Corporation Global Headquarters, Ace Hardware Corporate Headquarters, as well as numerous other international and national corporations, retail establishments and restaurants

The Oak Brook Police Department is staffed by highly trained professionals who are committed to a community oriented policing philosophy. We pride ourselves on the high level of service we provide all of our stakeholders. As a community policing strategy, the Police Department utilizes the “Homeowners’ Association Liaison Officer’s” Program or HALO for short. HALO is a collaborative effort between the Police Department and the twenty-seven separate homeowners associations that make up the residential portion of Oak Brook. Officers are assigned to each homeowner’s association and serve as a primary conduit of information between the Police Department and the residents. Along with our community policing efforts, the Oak Brook Police Department has a Support Services Unit that works closely with Butler School District 53, the Oak Brook Park District, and provides DARE, Alive at 25, BASSET training, a community speaker’s bureau, and security surveys for both residential and commercial properties. The Investigations Unit is comprised of five general case Detectives and a Detective Sergeant that investigate nearly 600 Part 1 offenses per year.

Court Grants State’s Motion to Detain Pre-Trial Chicago Man Charged with Leading Police on High-Speed Chase

DuPage County State’s Attorney Robert Berlin and Oak Brook Chief of Police Brian Strockis announced today that Judge Joshua Dieden has granted the State’s motion to deny pre-trial release for a Chicago man charged with leading police on a high-speed chase early Sunday morning. William Brown, 32 (d.o.b. 3/4/1994) of the 13000 block of Drexel Avenue, appeared in First Appearance Court this morning charged with two counts of Aggravated Fleeing and Eluding (Class 4 Felony) and multiple Misdemeanor and petty traffic offenses.
On October 18, 2026, at approximately 2:08 a.m., an officer with the Oak Brook Police Department allegedly observed a Chevrolet Equinox northbound on Midwest Road toward Kimberly Circle. It is alleged that as the Equinox approached the officer, the driver, later identified as Brown, turned off his headlights. It is alleged that the officer followed the Equinox as it turned onto Kimberly Circle, made a U-turn and returned to Midwest Road traveling southbound, at which time the officer activated his emergency lights and siren. It is alleged that instead of pulling over, Brown accelerated away from the officer, struck a coyote and crossed over double yellow traffic lines several times as he weaved between motorists. It is alleged that the Equinox continued to flee the officer onto Cass Avenue at speeds of approximately 109 mph into downtown Westmont. It is further alleged that Brown disobeyed multiple red lights and ultimately made his way to a residential area on Hinswood Drive at which time the officer terminated pursuit but remained in the area. As the residential area Brown allegedly entered was a no outlet subdivision, officers set up spike strips in the entrance of the subdivision and began searching the area. It is alleged that on multiple occasions, Brown approached the area where the squad cars were set up, however, upon seeing the squad cars, he turned around and returned to the subdivision. At approximately 2:17 a.m., officers located the Equinox in the 1000 block of Hinswood Ave, abandoned. With the help of a police drone, a Willowbrook police officer located Brown near an elementary school on Concord Place and, after a brief foot pursuit, took Brown into custody.
“The type of behavior alleged against Mr. Brown is extremely dangerous and poses a threat not only to the driver, but also puts the police officers involved and motoring public at great risk,” Berlin said. “Time and time again, we have seen individuals attempt to outrun the police and time after time, they are unsuccessful. Thankfully, no innocent motorists were injured or worse in this instance. One again I remind the public, if you hear sirens and see flashing lights behind you, pull over. I commend the Oak Brook Police Department for their efforts, good judgement and effective use of drone support on this case, as well as the Willowbrook Police Department for their efforts in the apprehension of Mr. Brown. I also thank Assistant State’s Attorneys Sandi Tanoue and John Segoviano for their work in securing charges against the defendant.”
“We have seen a sharp decline in police pursuits this year in large part because the word is out that in Oak Brook there are consequences for fleeing from the police,” Strockis said. “I’d like to thank our officers for continuing to use the tools, training and tactics to bring fleeing criminals to justice. I’d also like to thank State’s Attorney Bob Berlin and his team for their assistance and guidance in this case.”
Brown’s next court appearance is scheduled for November 9, 2026, in front of Judge Mia McPherson.
Members of the public are reminded that this complaint contains only charges and is not proof of the defendant’s guilt. A defendant is presumed innocent and is entitled to a fair trial in which it is the government’s burden to prove his or her guilt beyond a reasonable doubt.

Court Grants State’s Motion to Detain Convicted Felon Currently on Parole and Pre-trial Release Charged with Leading Police on High-Speed Chase

DuPage County State’s Attorney Robert Berlin and Oak Brook Chief of Police Brian Strockis announced today that Judge Joshua Dieden granted the State’s motion to detain pre-trial a Joliet convicted felon accused of leading police on a high-speed chase. Jovan A. Smith, 30 (d.o.b. 1/4/1996) of the 1800 block of E. Washington Street, appeared in First Appearance Court this morning charged with one count of Aggravated Fleeing and Eluding a Police Officer, a Class 4 Felony. Smith is currently on pre-trial release and parole for burglary and numerous theft-related offenses.
On October 7, 2026, at approximately 2:43 p.m. an officer with the Oak Brook Police Department attempted to conduct a stop upon a silver Buick Regal heading southbound on I-355 that was wanted out of North Riverside for Aggravated Assault and Aggravated Fleeing and Eluding a Police Officer earlier that day. At the time, the Buick was being followed by a Cook County Sheriff helicopter. It is alleged that as the officer followed the Buick, later determined to be driven by Smith, the vehicle exited I-355 at 63rd Street and came to a stop. At the stop light, the officer deployed a StarChase GPS device to the Buick at which time Smith allegedly drove around the vehicle in front of him, onto the curb, proceeded through the intersection and then headed back onto southbound I-355. The officer continued to pursue Smith with his emergency lights and siren activated. It is alleged that as Smith re-entered I-355, he reached speeds of approximately 85 mph, cut across two lanes of traffic without signaling and passed a school bus on the shoulder of the road. The officer terminated pursuit at this time out of safety concerns while the Cook County Sheriff helicopter continued surveillance. It is alleged that at some point in time, while still under surveillance of the helicopter, Smith pulled over and removed the StarChase device from his vehicle and then re-entered the vehicle and continued to flee to eastbound I-80 where he ran out of gas and pulled into a weigh station. A short time later, officers arrived at the weigh station and, after blocking the exits at the station, took Smith into custody without further incident.
“Like so many before him, Mr. Smith allegedly tried to outrun the police instead of simply pulling over,” Berlin said. “Mr. Smith’s alleged actions put countless motorists at risk and will not be tolerated in DuPage County. What I find particularly disturbing in this case is that at the time of this alleged offense Mr. Smith passed a school bus in his attempt to elude authorities. I commend the Oak Brook Police Department for their efforts and good judgment on this case and for their ongoing work in keeping our neighborhoods safe and I especially thank Cook County Sheriff Tom Dart’s Office for air support. I also thank Assistant State’s Attorneys Sandi Tanoue and John Segoviano for their work in securing charges against Mr. Smith."
“Retail crime is a regional issue, and North Riverside faces many of the same challenges and incidents that we experience here in Oak Brook,” Strockis said. “This incident is a great example of what can be accomplished when multiple law enforcement agencies work together toward a common goal. The coordinated response and collaboration among the agencies involved in bringing this offender to justice was nothing short of impressive. This suspect may have thought he could outrun our patrol units, but this incident demonstrates that you cannot outrun technology, communication, and air support. I want to thank all of the agencies that assisted in this effort, with special recognition to the Cook County Sheriff’s Office’s invaluable air support. I would also like to thank DuPage County State’s Attorney Bob Berlin and his team for their assistance and guidance throughout this case.
This successful outcome is a testament to the importance of strong interagency partnerships and the commitment of law enforcement agencies across the region to keeping our communities safe.”
Smith’s next court appearance is scheduled for November 2, 2026, in front of Judge Brian Telander.
Members of the public are reminded that this complaint contains only charges and is not proof of the defendant’s guilt. A defendant is presumed innocent and is entitled to a fair trial in which it is the government’s burden to prove his or her guilt beyond a reasonable doubt.
