Quick reminder of today’s events, 9am memorial service at veterans park and the picnic sponsored by Northfield Beyond the Yellow Ribbon. Come on down and enjoy the program and grab a hotdog and some pulled pork immediately following the program.

Happy Friday!!

As part of my council duties we get assigned to different boards and committees. I am the council rep on the Northfield Beyond the Yellow Ribbon committee. On Monday we are hosting a free lunch after the Veterans Memorial Day ceremony at Veterans Park. The picnic is at the Lions Park shelter immediately following the service. The service begins at 9am.

About to get rolling. This will address the cold patch areas from this winters construction.

The 2026 Mill and Overlay and Mill Towns State Trail Improvements Project is set to begin on Tuesday, May 26.

The project will fix and extend the life of the road, improve and install sidewalks, pedestrian ramps, and safety features to numerous intersections, and construct a segment of the Mill Towns State Trail. The project is broken into three phases.

Phase 1 is expected to be completed by early July. Phase 1 includes Jefferson Parkway from Maple Street to Spring Creek Road, Prairie Street from Meadowview Drive to Jefferson Parkway and Spring Creek Park Trail. These streets will be open to local traffic only, with detours navigating through traffic around the work area via Superior Drive and Maple Street.

Phase 2 is scheduled to begin early-July and be completed by early August. Phase 2 includes Jefferson Parkway from Wilcox Boulevard East to Maple Street, including the Maple Street and Jefferson Parkway intersection, Maple Street from Jefferson Parkway to Meadowview Drive and Maple Court.

Phase 3 is expected to begin early August and be completed by early September. Phase 3 includes Jefferson Parkway from Wilcox Boulevard East to Division Street (TH 246).

The City of Northfield is committed to being forward-thinking by enhancing the quality of city streets for all Northfield residents. The City of Northfield urges motorists to always drive with caution, slow down in work zones, and never enter a road blocked with barriers or cones.

Good evening,

Here’s is your update from Tuesday’s meeting. Sorry it’s a day late but I attended an Intergovernmental meeting last night at Greenvale Town Hall. Very interesting meeting to attend as surrounding townships, and county representatives from Rice and Dakota come and give updates on what’s happening.

Meeting opened and agenda was approved. We had one public comment.

Two presentations that evening.

First, Recognition of service for our graduating Northfield High School Seniors and youth coming off Boards and Commissions. Thank you to all the youth members. I wish you all well with your future endeavors as well as the rest of the 2026 graduates!!

Second, Friends of Downtown Northfield Annual Presentation, presented by Mr. Zimmerman and Mr. Wells. This group is a wonderful asset to our community and does a great job promoting our downtown! Thank you for all you do!!

Consent agenda passed with one item removed to be placed on the regular agenda. Request was made by Counselors Dahlen and Ness. I’ll discuss this in a bit.

There was a public hearing and action,

Public hearing, Public hearing regarding the Development Program for the Master
Development District and for the Tax Increment Financing (TIF) plan for the
Harvest Hills TIF District. I’ll provide a link to the video and timeframe to watch for a great TIF explanation. The presentation garnered some questions and comments and the following action to approve the TIF district was passed. Please note that the dollar amount of TIF is the max which will likely not reach it. Please see Nick Anhut’s presentation and explanation of how it works in the video. Time of his presentation starts at 28:27 and goes to 49:00. The TIF Explanation for the Harvest Hills development goes from 44:00 to 49:00

Reports from the Mayor and Council Members

Regular agenda,

Item 20 (item removed from the consent agenda) Consideration of First Reading of Ordinance No. 1093 Amending Section 2-66
of City Code Relating to 2027 and 2028 Mayor and City Council
Compensation. This was to approve a $321.00 a year raise for council and a $429.00 a year raise for the mayor. The Pay increase was set back around 2017 to happen every two years and is a small percentage increase. This was intended to keep the pay of council from being politicized every time it came up. There was some very thoughtful discussion and ultimately passed 6-1 with Dahlen voting no.

Item 21, 2026 Community Survey Report and Presentation. A couple of the bullet points I took away from it

- Residents feel safe
- Residents think we need more housing
- Residents want us to focus on streets and infrastructure maintenance
- Residents want more commercial/industrial development

Based on the presentation it is obvious that our stratigic plan aligns with some of the community’s concerns.

Administrators update, we were awarded $3m in binding from the state this year which will allow us to make some improvements to NCRC one of which is an added loading dock at the food shelf. None of the 30 some cities that applied for the local option sales tax were awarded the option to use this alternative source of revenue for projects. So we will not see this on the ballot in November as an option to fund some much needed projects. I’ll share the KYMN segment from Wednesday with the Mayor and Administrator Martig as Ben explains this in the segment.
