The Heritage Protection and Emergency Management team is in a unique position to provide consulting and training on all aspects of archaeological resource protection. We can assist in the detection and investigation of archaeological violations and in archaeological violation case report preparation. We provide full archaeological damage assessment services for both terrestrial and submerged resou

rces, including on-site damage assessment, ARPA based value and cost determination, and archaeological damage assessment report preparation. We also review and analyze products of investigative and damage assessment services obtained from other sources and can provide a full range of pre-trial and trial services, including grand jury and expert witness testimony. Our investigation and damage assessment services are available for both criminal and civil cases. We also offers training on investigation, damage assessment, and litigation and provides any other archaeological resource protection services required, including the preparation of site vulnerability assessments and cultural resource protection plans for terrestrial and submerged archaeological resources. Our staff members, Martin E. Griffel, and Brent Kober have over 100 years of combined experience in this area, more than any other source offering similar services.

Last week HPEM presented a 3-Day Archaeological Violation Investigation Class in Anchorage, Alaska. Presenters included Forensic Archaeologists Martin McAllister, Brent Kober, and former Special Investigator David Griffel. The class was hosted by the U.S. Forest Service, Alaska Region and attended by federal law enforcement and archaeologists with the U.S. Forest Service, Bureau of Land Management, U.S. Fish and Wildlife Service, Bureau of Indian Affairs, Alaska Army National Guard, and U.S. Air Force, as well as attorneys from the U.S. Attorneys Office and Office of the General Counsel. The class focused on legal issues associated with cultural resource violations and included a mock crime scene that focused on teamwork and cooperation between archaeologists and law enforcement officers from multiple jurisdictions.

Idaho Falls 2022. In addition to instructing on Archaeological Violation Investigation and Damage Assessment, Cogstone Paleontologist Eric Scott discussed violations and laws involving paleontological resources during the 3-Day class.

HPEM just finished a 3-Day Archaeological Violation Investigation class in Idaho Falls last week. The class was instructed by Forensic Archaeologists Martin McAllister and Brent Kober and retired Investigator David Griffel. The class was hosted by the U.S. Forest Service Intermountain Region and was attended by 52 participants including Law Enforcement Investigators and Archaeologists from 6 different Forest Regions, as well as representatives from the Bureau of Land Management, the Northern Arapaho Tribal Historic Preservation Office, US Coast Guards Auxilary Monuments Team, USAR’s 38G/6V Monuments Team from the University of Virginia, and a very well behaved K9 unit. Big thanks to everyone who attended and made this an exceptional training opportunity.
