City plows will be out this weekend as a winter storm moves through the area!

Please remember the city’s Winter Parking Rule:

No parking on streets or alleys from 1:00 AM to 7:00 AM, in effect, November 1st – March 31st, regardless of snowfall.

When snowfall reaches 2 inches or more, vehicles must remain off streets and alleys until plowed curb-to-curb.

Do not shovel snow into the roadway.

Message from the City of North St. Paul

The City of North St. Paul is aware that residents and businesses may have questions or concerns regarding increased federal immigration enforcement activity occurring in surrounding communities.

The City’s primary responsibility is to ensure the safety and security of all residents. This message is to clarify the role of the North St. Paul Police Department regarding the ongoing immigration enforcement in Minnesota.

The City of North St. Paul does not enforce immigration laws and is not involved in federal immigration enforcement operations. U.S. Immigration and Customs Enforcement (ICE) is a separate federal agency, and no individual or local authority, including local law enforcement, may interfere with its operations.

North St. Paul police officers do not inquire about the immigration status of suspects, victims, or witnesses, and are prohibited from sharing information for the purpose of identifying or enforcing immigration violations.

The City respects the constitutional right of individuals to lawfully demonstrate or protest. Police officers may respond to such activities to determine whether they are lawful, to ensure public safety, and to protect individuals’ constitutional rights when exercised in a lawful manner on public property. It is unlawful to obstruct or interfere with the actions of ICE or any law enforcement agency.

Residents are encouraged to remain calm, prioritize safety, and refrain from interfering with any ICE enforcement activity they may observe. Interfering with federal agents can create serious safety risks for all involved.

Residents with concerns regarding ICE activity within the City of North St. Paul may contact the North St. Paul Police Department at 651-747-2406, where they will be directed to the appropriate staff.

Update: Homicide

On Saturday, January 10, 2026, at about 7:04 A.M., North St. Paul Police Officers responded to the 2000 block of 9th Avenue on the report of an assault.

When Officers arrived, they located an adult male suffering from an apparent gunshot wound. Officers and emergency medical personnel arrived and rendered medical aid; however, the adult male was pronounced deceased at the scene.

Investigators from the BCA and North St. Paul Police Department are currently conducting an active investigation into the circumstances surrounding this incident. The preliminary investigation suggests this is an isolated event, and there is no ongoing threat to the public.

The adult male victim has been identified by the Ramsey County Medical Examiner as Nehemiah Davis, age 19, from C**n Rapids.

An adult male suspect, Zay’vion Edgerson, age 24, from Saint Paul, was taken into custody and booked in to the Ramsey County Jail on suspicious of 2nd Degree Murder.

It is expected that the case will be presented to the Ramsey County Attorney’s Office for charging consideration.

Anyone with any information regarding this investigation is urged to contact North St. Paul Police at 651-747-2444. The case remains under investigation.
