North Royalton's Issue 25 would change the qualifications to serve on our City Council by banning public employees from serving, despite dozens of public employees having served on our council in the past without controversy. In this photo, you can see the current law vs the Issue 25 changes, which would ban councilmembers from holding any appointed public office.

How do we know Issue 25 would ban most public employees? Because it defines, right in the amendment, what an appointed public office is: "any position...to which a person is chosen by election or appointed by a public official or body." 𝐃𝐨𝐧’𝐭 𝐛𝐞 𝐦𝐢𝐬𝐥𝐞𝐝. False claims about Issue 25 are circulating, so let’s set the record straight.

𝐖𝐡𝐨 𝐜𝐫𝐞𝐚𝐭𝐞𝐝 𝐭𝐡𝐢𝐬 𝐚𝐝?
The board of the club running this ad includes:

Ward 2 Councilwoman Linda Barath, who brought the topic of Issue 25 to Council in 2023.

The Mayor’s appointed Charter Commission Chair, Joel Spatz, who pushed it forward this past year.

And a Ward 4 council candidate, Waldon, who’s all-in on Issue 25.

Jeremy Dietrich was the President of this club when Issue 25 was first proposed way back in 2023. Dietrich initiated the drafting of the original Issue 25 when he tried and failed to beat Paul Marnecheck in a fair election.

Who’s not on their board? Council President Paul Marnecheck — the person this measure is aimed at.

𝐖𝐡𝐚𝐭’𝐬 𝐭𝐡𝐞 𝐭𝐫𝐮𝐭𝐡?

Issue 25 would prohibit teachers, police, and other public employees from serving on our council. 𝐈𝐭 𝐧𝐞𝐯𝐞𝐫 𝐬𝐚𝐲𝐬 𝐨𝐭𝐡𝐞𝐫𝐰𝐢𝐬𝐞.

Our charter 𝐚𝐥𝐫𝐞𝐚𝐝𝐲 bans councilmembers from holding another 𝐞𝐥𝐞𝐜𝐭𝐞𝐝 office like mayor or school board member.

If their strongest argument for Issue 25 is what is already the law, then why do we need it? They are covering up the far-reaching effects on our city, the lawsuits it will create, and the fact they are trying to overturn Marnecheck's election and handpick one of themselves to replace him.

Candidate Spotlight - Meet Gary Petrusky – A True Public Servant for Ward 2

One of the candidates who opposes Issue 25 is Gary Petrusky, running to represent Ward 2. Gary currently serves as a part-time police officer in Sagamore Hills—and if Issue 25 passes, it could disqualify him from serving on our City Council.

Gary knew the risk when he chose to run. But as someone who faces real risks every time he puts on his uniform to protect another community, he wasn’t about to let a political threat stop him from standing up for our community. He entered this race because he believes our city—and his ward—deserve better than the representation they have today.

Gary previously served as Ward 2 Councilman until 2019, when he had planned to step away from politics. But after seeing Council lose focus on serving residents, he felt called to return and serve our hometown once again.
