When you have a Police Chief who wears a furry hat, A Captain who wears extra ears, a Sergeant who lets you poke at him with name plate changes (he doesn’t really bark or bite) a Mayor and City Council Members who will relax and enjoy a night out on the town with the NLR Police Officers, I only have one question. Last night, the NLR City Council voted to approve our 2025-2026 FOP Contract. In less than two months of negotiating, the FOP and the City agreed on the new terms. The negotiated raises and the key benefit of the contract, paid Health Insurance for officers and their family after retirement, make this contract one to go in the history books. The benefit sets us far apart from any other Police Agency, for we will be the only Department in the State to have it.

I want to thank Michael Johnson and Greg Blankenship for working tirelessly beside me as we navigated negotiations. I also want to thank the officers of the NLR FOP for your support and the confidence you have in me and for allowing me to be YOUR voice for the last 14 years. Serving as your President is a great honor. I also want to thank NLR Chief of Staff Mike Davis and Chief Financial Officer Ember Strange for their commitment to representing the City and taxpayers while at the same time finding common ground to make this contract possible. Negotiations always come with a little attitude, slightly raised voices, some smiles, a few jokes, back to elevated tempers but always end with a handshake, a hug and stronger relationships. All this is made possible because we have a Mayor and a City Council that ALWAYS has our back. I want to thank Mayor Terry Hartwick for always supporting us, stopping in the Police Department at random times to shake hands and for doing everything he can to ensure we have the tools we need to do our job. I challange anyone to show me a Mayor who walks up to an officer, gives them a hug and tells them he loves them. That is OUR Mayor. Thank you to the NLR City Council and more importantly to the great citizens of NLR for always standing beside us and showing your support. We are honored to wear the NLR Badge and proudly protect this great City.

Please take a moment to stop in and meet Judge Herb Wright at a fundraising event on Thursday, January 25,2024, at the James Law Firm. The North Little Rock Fraternal Order of Police proudly supports Judge Wright for District Court Judge. Judge Wright has served Pulaski and Perry County as a circuit Judge for over a decade and has demonstrated his desire to hold Police to a high standard while at the same time holding individuals accountable for their actions when breaking the law.

The men and women of the North Little Rock Fraternal Order of Police proudly support Judge Herb Wright
for District Judge. He has honorably served as the 4th Division Circuit Court Judge for 15 years and is now seeking election to District Court. As a Judge, he works hard to ensure a balanced judicial system by protecting the Constitutional rights of all involved and holding Law Enforcement to a high standard. Two Brothers in Blue paid the ultimate sacrifice this past week while proudly serving their respective communities. We ask that you keep the familes of Sergeant Donald Scoby ( Stuttgart Police Dept.) and Detective Paul Newell (Benton County Sherriff’s Office) in your thoughts and prayers.

Brothers, You served the citizens well.

Issue 4: This year, voters in Arkansas will have the opportunity to vote on Issue 4, which legalizes recreational use of ma*****na. A recent commmercial from the supporters of Issue 4 have implied by voting yes, your tax money from the legal sale of ma*****na will produce over $40 million dollars for Police and Public Safety. This statement is extremely misleading by implying the money is allocated for that purpose and implies that Law Enforcment supports the legalization. The North Little Rock Fraternal Order of Police DOES NOT support these references and is not supportive of Issue 4. We ask that as a voter, you conduct an educated, independent research of Issue 4 and come to your own conclusion on what you think is best for the future of our society. Don’t be mislead by those who take a one sided stance on a topic that can and will affect our children now and in the future. There are pros and cons to Issue 4 along with unintended consequence that comes with all new laws. Please take your time and weigh the issue. Don’t be misled, be informed.

For the past four days North Little Rock Fraternal Order of Police President Michael Gibbons, 2nd Vice-President Shawn Ray and Trustee Julia Redditt Stevenson were in Hot Springs for the Arakansas State FOP Conference. We would like to thank them for their hard work and dedication in representing the members of our organization as they work diligently with other members across the State to develop ways to better improve the quality and life of our Officers. We also want to congratulate and recognize President Gibbons for being nominated and elected by members of the Arkansas State Fraternal Order of Police to once again serve as 2nd Vice President for the State. He was sworn in Saturday to begin his 6th year as a representative of FOP members all across Arkansas.
