Topics at the November 6, 2018, 7P.M. Regular City Council meeting included : (1.) Approval of a short-term conditional use permit to "close vehicular traffic on Howell Street from E. 23 Ave. to E.25 Ave. from now until about March,2019. Yes, the closure of this vehicle traffic for about five months!! The reason for such traffic closure is due to concerns of mixing pedestrians (composing mostly High School Students) with vehicle traffic (mostly construction equipment & trucks) along with regular traffic during the construction process @ N.K.C. High School. It is a temporary Safety issue for our High School Students. (2.) Approved an Amendment to allow N.K.C. Hospital to issue revenue Bonds. (3.) Approved the issue of chapter 100 Bonds for 2 Hotels & a conference Center.This will allow the developer to buy construction materials w/o paying a sales tax. (4.) Approved TIF Bonds @ One North Redevelopment for a Hotel & Medical Office Building w/o any financial responsibility to the City. Such debt is issued by the Industrial Development Authority.(5.) Approved a second TIF reading on project area 5 (Hotel) & project 8 (Restaurant) @ 1 North Redevelopment Area. (6.) Approved a temporary median extension on Armour Rd. @ Buchanan. (7.) Approved a $63K budget amendment for the purchase of four new 2020 model year Police Interceptor SUV's and one Police Commercial Vehicle Van.Total Cost Budgeted @ $187,000 w/Amendment.(8.) Approved purchase of 4 wheel drive service Truck for the Water Division. Total Cost of 2019 Ford F-350 Super Cab with cab & chassis, snow plow & salt spreader is $54,613. (8.) Transferred the St. Patrick's Parking Lot ownership to the N.K.C. School District by Quitclaim deed. (9.) Approved an employment agreement with City Administrator Eric Berlin @ A base salary of $133,797 per year + car allowance of $200 per month. (10.) Approved an annual MARC Household Hazardous Waste Agreement. Participation Cost is $4,820.35 based on a City per capita rate of $1.07 per the 2017 U.S. Census estimate of 4,505. And (11.) John Sinnett,Jr. recently submitted his resignation from the Tax Increment Financing Commission and was awarded a Resolution of Appreciation for his service to the City. Topics at the October 16, 2018, 7 P.M. Regular City Council Meeting included : (1.) An in person "Thank-You" from Jim Chappell to the Mayor, City Council & City Staff for their support & professionalism during his years as owner of Chappell's Restaurant/Sports Museum😀. (2.)To "Table" lease agreement/transfer with North Kansas City School District of St. Patrick's parking Lot @ 25 & Iron. (3.) Approved a lump payment agreement to the N.K.C. Business Council. (4.) Approved agreement with Northland Festivals for Snake Saturday. (5.) Approved the purchase with Endeavor Robotics of a packbot robot for the Police/Fire Departments. The robot can be used in situations that are deemed too dangerous for Police & Fire personnel. Cost $176,995.48. (6.) Approved a contract with Sunset Landscapes to replace/install about 93 trees. (7.) Approved the purchase/replacement of ten Police Vehicle in-camera systems. Cost $64,450. (8.) Approved the purchase of an "Old Dominion Brush Co." commercial leaf vacuum machine. The Topic of the October 16, 2018, 6 P.M., Work Session was on the parking issues in the area of North Kansas City High School. It was determined that most of the current parking problems are of a temporary nature resulting from construction issues and specific actions-other than possible actions taken by North Kansas City High School Staff- should be delayed.

Topics at the October 2, 2018, 7P.M. Regular City Council Meeting included : (1.)Approval of employees 2019 Health Insurance Plan with a premium increase of 12.6%. and non-union employee salary increase of 1.75%. Salary increase was based on a compensation study by Gallagher Benefit Services (which recommended an increase of between 1.5%-2.0%).(2.) approved agreement with Metro Access Transmission to construct fiber optic network and should result in revenue to the City of about $40,000 per year. (3.) Change of City Code to provide greater protection from storm water runoff. (4.) Approved a First Amendment to 1 North redevelopment Finance Plan that will allow Property Assessment Clean Energy Financing (PACE). (5.) Approved 20 year Tax Abatement and a sales tax exemption on construction materials for Old Chicago Restaurant in the One North Area. (6.) Approved a TIF Plan for Medical Office Building currently under construction @ 1 North. (7.) Approved request to use City-owned property to place clean fill dirt on it in regards to the construction of 2 Hotels & a Conference Center @ 1 North. And (8.) Approved Bill 7325,Ordinance 9122 to change the current listing of candidates on future Municipal Ballots. The change "Passed" on a 6 to 2 Council Vote. The Topic at the October 2, 2018, 6 P.M. Work Session was about legalization of Medical Ma*****na in the State of Missouri. There will be three separate initiatives, concerning this issue on the November 6, 2018 ballot. The City Council intends to be proactive on this topic. The three initiatives are-1.Amendment two which would allow physicians to prescribe medical ma*****na for patents with certain medical conditions and allow permit patients to grow their own ma*****na plants in a facility registered with the State. The permit would carry a $100 license fee. The amendment 2 measure would carry a 4% sales tax with some of the revenue earmarked for veteran's programs. Regulation would be conducted by the State Dept. of Health/Senior Services. 2,- Amendment three-which would carry a 15% tax, And 3,-Proposition C,which carry's a 2% tax. It's unclear what will happen if Prop. C (state Law) and Constitutional Amendment 2 &/or 3 pass, but if Amendment 2 & 3 both pass, then the Amendment with the most votes will win. Keep in mind that cannabis remains an illegal drug @ the Federal Level, regardless of the Nov. 6 election results.

On September 19, 2018 @ 7 P.M. there was a Special City Council meeting. Prior to this meeting @ 6 P.M. there was a work session. The Special Meeting was held because the regular Tuesday night meeting was not held. This was due to a conflict with the Missouri Municipal League conference yesterday. Topics at the special meeting included : (1.) Approval of the FY 2018-2019 City Budget. (2.) Approval of a 3rd Amendment to the Master Development Agreement with the N.K.C. Destination Developers. This amendment extends to 12/31/2018-from 09/30/2018-to allow the Developer to enter into component Development agreements with each Hotel & Apartment project component. (3.) Held a Public Hearing on the water & sewer rates. After this hearing the sewer rates were increased 12% (Note: This increase is due to a rate increased charged to the City by K.C.,Mo.) and the water rates were decreased 5%. The rate changes are for the calendar year 2019. (4.) Adopted a downtown area parking management plan. (5.) Approved a contract with Mid-west Associated Contractors,Inc.(MWAC) in an amount not to exceed $106,150 for renovations of the locker room, restroom & break room at the water treatment plant shop. MWAC was the lowest & best bid received from 7 firms. (6.) Approved City Code Amendments to better address the traffic of motorized bicycles, scooters,etc.on our streets,sidewalks & public paths. (7.) Approved a Memorandum of Understanding with the Johnson County,Ks. Sheriff's Dept. to provide alternative crime scene investigative resources when the K.C.,Mo P.D. is not available to respond. And (8.) Approved a budget amendment in the amount of $35,000 to purchase chemicals for water treatment. The Water Fund Budget of $295,000 for chemical purchases has been exhausted and an additional $35,000 is needed. The additional amount is to be taken from the water fund. The September 4, 2018, 7 P.M. Regular City Council Meeting Topics included : (1.) Passage of a Chapter 100 Resolution of Intent for One North to obtain a State and Local Tax exemption for construction materials used within the TIF Plan Area. Cost to the City is zero. (2.) Passage of a Chapter 100 Resolution of Intent for the Old Chicago Restaurant (OCR) to be built in the One North Area next to Meierotto Jewelers. OCR would not get a TIF, but would get the Chapter 100 for 20 years. The Chapter 100 would go with the property. (3.) Approved the use of City owned property to allow Burger King to place clean fill dirt on the City property during construction of their new restaurant. The new restaurant is to be built just East of the Medical Office Building at 2251 Armour Road.(4.) Approved up to $160,000 funding for emergency repairs @ the 26th Ave. Pump station. It is anticipated that most (if not all) of this money will be recouped from the insurance Co. at a later date. (5.) Approved renewal of a parking lot lease with the NKC School district @ 2011 Fayette. (6.) Approved a building and fire code modification for 1910 Warren. And (7.) The September 4, 2018, 6 P.M. Open Work Session concerned information on motorized electric scooters rental possibilities in NKC and how the City could deal with them. A presentation on this subject was made by a representative of BikeWalkKC.

Approval of a collective bargaining agreement with the International Association of Firefighter Local 42 for a period of 2019 to 2021. And (2.)
