As Hoopla usage has grown, the service cost structure has made it increasingly difficult to provide consistent access to patrons. The budgeting process often prevents the borrowing of materials once the daily spending limit is reached. To better serve our community, we are exploring more sustainable ways to expand digital collections and services in the future.
