Excellence behind the scenes keeps the mission moving forward - and this quarter, that excellence belongs to Mr. Thomas Seward.

The Center for Service Support is proud to recognize Mr. Seward, one of our Purchasing Technicians, as the CSS Staff Junior Civilian of the 1st Quarter 2026.

Through his dedication, professionalism, and commitment to supporting the command, Mr. Seward helps ensure CSS has the resources needed to train and develop the Sailors who serve our fleet. His attention to detail and unwavering work ethic have made a positive impact across the organization and earned him this well-deserved recognition.

High-performing teams don’t manage themselves - they’re led by someone who knows how to encourage talent, clear obstacles, and keep priorities moving in the same direction.

Meet Lt. Cmdr. Judith Rooney, who leads a team of Training Managers and keeps training efforts across the domain synchronized, supported, and mission-ready.

Since joining CSS in April 2024, Lt. Cmdr. Rooney has worn two hats: N76 Division Officer and CSS Legal Officer, a combination that keeps her right at the center of both training ex*****on and legal accountability.

As N76 DIVO, she leads a team of 12 Training Managers, helping deconflict priorities, align schedules, and support training quality efforts across the domain. She also works with Learning Site teams and senior leaders to keep communication and ex*****on on the same page - especially when big training initiatives are in motion.

On the legal side, she partners with Learning Site Legal Officers and NETC stakeholders to ensure legal packages are properly routed, reviewed, and processed.

Her work directly supports SECWAR priorities - especially innovation and modernization in training - by helping ensure training improvements are implemented smoothly, correctly, and consistently across the enterprise.

What stands out most in her role? Training change doesn’t happen in a vacuum - it takes coordination, process, and a whole lot of teamwork across multiple stakeholders to keep the Fleet aligned and ready.

Her top production tip is simple: Write it down! Make a list of things you need to track and when you need to track them. Put your brain on paper and you’ll never miss a thing.

When she’s not in meetings or managing cross-domain coordination, she’s traveling or enjoying time with her husband and daughter.

Every Sailor’s journey begins somewhere — and for thousands each year, it starts at “Freedom’s Front Door,” aka a Military Entrance Processing Station (MEPS).

Last week, future MEPS commanding officers gathered at the Center for Service Support in Newport, Rhode Island, for the Human Resources Center of Excellence’s MEPS Commanding Officer Seminar. Through mentorship, real-world lessons, and candid discussions with senior leaders from the U.S. Military Entrance Processing Command (USMEPCOM), these Human Resources Officers gained valuable insight into leading one of the Navy’s most important accessions touchpoints.

This year’s seminar featured guest instructors directly from the United States Military Entrance Processing Command, including Capt. Chris Carmichael, U.S. Navy, commander of Western Sector, and Command Sgt. Maj. David Goins, U.S. Army, senior enlisted advisor for Western Sector. Their operational expertise provided students with valuable perspectives on the unique challenges and responsibilities that come with MEPS command.

From workforce management and stakeholder engagement to operational best practices, the seminar helps prepare future commanders to lead with confidence at one of the nation’s 65 MEPS locations - ensuring every prospective service member receives a professional and positive first impression of military service.

Every Sailor’s journey from boot camp to the Fleet depends on precision timing - and Mike Lebeau is one of the people making sure it all lines up. As the N9 Deputy for Resources/Requirements/Plans, he’s spent more than 14 years quietly orchestrating the flow of students, resources, and training across every CSS Learning Site.
Mr. Lebeau’s work lives at the intersection of big-picture planning and minute-by-minute coordination. He collaborates with planners and resource sponsors to lock in course quotas, tracks student arrivals weeks in advance, and keeps a close eye on how those movements impact everything from classroom seats to barracks space. If there’s a gap, a bottleneck, or a surge - he’s already working the solution.
One of his biggest wins? Helping establish a 10-week arrival tracker for Recruit Training Command (RTC) graduates, giving learning sites the visibility they need to stay ahead and mission-ready. And while some may think his role is just about scheduling classes, the reality is a constant cycle of strategy, coordination, and fine-tuned planning to keep the entire training pipeline moving.
What keeps him here after all these years is simple: the people and the strong sense of camaraderie. When he’s not keeping things on track, you’ll likely find him recharging with heavy metal music, exploring crystals and minerals, or spending time with his puppies. A lifelong learner at heart, he’s fascinated by history, the universe, and quantum information - and if he could instantly master anything, it’d be the bagpipes.
Behind every smooth transition from training to the Fleet, there’s a plan - and Mr. Lebeau is helping make it happen.

This Memorial Day, we pause to honor the brave men and women who gave their lives in service to our nation. Their courage, sacrifice, and commitment to duty secured the freedoms we enjoy every day.

At the Center for Service Support, we remember those who stood the watch before us and gave everything in defense of our country. Their legacy lives on through the service, dedication, and resilience of today’s Sailors and civilians.

As we gather with family and friends this holiday weekend, let us also take a moment to reflect on the true meaning of Memorial Day — honoring the fallen, supporting their families, and ensuring their sacrifice is never forgotten.

The Center for Service Support Non-Resident Training Course App (CSS NRTC App) has officially upgraded to Version 4.0.

This latest update delivers revised and enhanced training content across several key Navy communities, including:
• Musician (MU) Volume 1 and Volume 2
• Educational Services Officer (ESO)
• Retail Services Specialist (RS)
• Logistics Specialist (LS)
• Culinary Specialist (CS)

Additionally, the update includes revised testing content for RS, LS and CS courses, along with a certificate update for the Command Official Mail Training Manual.

During the past two weeks, subject matter experts from across the Fleet gathered in Newport, R.I., for Center for Service Support-led workshops focused on updating critical Personnel Qualification Standards (PQS) for Navy Counselors (NC) and Mass Communication Specialists (MC).

The workshops brought together Fleet leaders to revise PQSs and training manuals that directly support career development, fleet readiness, and strategic communication across the Navy.

From helping Sailors navigate their careers to telling the Navy story around the world, NCs and MCs play a vital role in mission success every day.

“Effective storytelling is our way of highlighting the vital work Sailors and Marines do every day and bridging the distance between the deckplates and the homefront,” said U.S. Fleet Forces Command's MCC(SW/AW) Evan Thompson.

The updated PQSs and training materials will help ensure Sailors across the fleet are prepared to lead, mentor, communicate, and support the mission for years to come.
