Training for and finishing a marathon takes dedication, perseverance, and plenty of miles. It's also a great reminder that staying healthy, setting personal goals, and challenging yourself can pay off in a big way.

Congratulations to Detective Cicerone on this accomplishment. We’re proud of the commitment he brings both to his fitness goals and to serving our community.

After 26.2 miles, we're happy to report he made it to the finish line, and he didn't have to chase anyone along the way.

Officer Jerimiah Mangum was presented with the Life Saving Award by Chief Jason Malloy and Mayor Jan Kaplan at last night's City Council Meeting.

Officer Jerimiah Mangum is cited for superior performance of duty while assigned to the Patrol Division of the Newport Police Department. On January 23, 2026, shortly before 0800 hours, Officer Mangum responded to 310 SW 2nd Street in Newport. He was responding to a 911 call of a male who was semi-conscious after attempting su***de by cutting his arms. The man had suffered a large amount of blood loss and was hunched over laying against the outside of building.

Upon arrival, Officer Mangum quickly assessed the situation and applied a tourniquet to the man’s deeply cut arm, realizing simply putting pressure on the wound would not stop the bleeding. Officer Mangum used immediate judgement to control the severe injury and stop further blood loss prior to Fire and EMT personnel arriving on the scene. Once EMS arrived on scene, they immediately transported the subject to the hospital.

Officer Mangum’s quick action directly assisted in the successful prevention of loss of life and stabilized the man so he could be transported to the hospital for further medical care.

By acting in the performance of his duties and committing an overt act that directly saved the life of another human being, Officer Mangum’s actions have met the definitions and requirements to be awarded the Newport Police Department Life Saving Medal. Officer Jerimiah Mangum’s diligence, perseverance, and devotion to duty are most heartily commended and are keeping with the highest traditions of the Newport Police Department.

We are pleased to introduce our newest addition to the K9 Team.

K9 Tommy joined the Newport Police Department in February of 2026 after previously serving the Benton County Sheriff’s Office for narcotics detection. Tommy is a mixed-breed Springer Spaniel who detects co***ne, fentanyl, he**in, and methamphetamine. Tommy is partnered with Officer Eshleman. The team has been certified by the Oregon Police Canine Association since April, 2026.

Incident: Armed Person/ Burglary 1

Location: 500 Block NW 54th Street, Newport

Date/Time: May 27th, 2026 @ 6:15 PM

Details: On May 27th, 2026, at approximately 1814 hours, Newport Officers responded to a residence in the 500 block of NW 54th Street on the report of an armed subject, later identified as Dominic Robert Fashbaugh, 49 of Newport, being at the location without permission.

Newport Officers responded to the area and began gathering additional information. Officers learned Fashbaugh was known by the homeowner, who was currently out of town, but did not have the homeowner’s permission to be at the residence. The homeowner reported they were watching Fashbaugh through remote security cameras as Fashbaugh was unloading fi****ms from his vehicle and carrying them into the residence. The homeowner also reported Fashbaugh was outside walking around the driveway with an AR15 style rifle.

Newport Police, Oregon State Police, and the Lincoln County Sheriff’s Office all responded to the area and began setting up a perimeter. The Lincoln County Interagency Tactical Response Team (TRT) was activated and responded to the scene.

Fashbaugh exited the house and began walking down the road where he was contacted and detained by Officers on scene. Fashbaugh had two handguns concealed on his person at the time he was detained, as well as two knives, brass knuckles, and padlock that had been altered to make an impact weapon. TRT cleared the residence and discovered Fashbaugh had begun fortifying the interior of the residence. He had blockaded doors and entry points using boards and tools, and he had begun concealing weapons in various points within the home. Officers located a shotgun and an AR15 rifle belonging to Fashbaugh inside the home.

Fashbaugh was transported to the Lincoln County Jail where he was lodged on the following crimes:

COMMUNITY OPEN HOUSE

The City of Newport invites community members to an open house to share input on a potential trolley system in Newport. The event will take place Tuesday, June 2, at 6 p.m. at the Performing Arts Center, located at 777 W. Olive Street.

The City is exploring a tourist trolley program to make it easier to get around, reduce congestion, and enhance the visitor and local experience. This concept is being evaluated as a system that could connect Newport’s key business districts, operate at a high frequency, and be free or low-cost to use.

The open house will include a brief presentation, opportunities to tour and interact with the Yachats trolley, and a chance for attendees to provide feedback on priority destinations and possible trolley stops throughout the community.

Snacks will be provided, and BayLee’s Pop-Up will be serving custom beverages. RSVPs are encouraged but not required.

FOR IMMEDIATE RELEASE

Incident: Attempted Assault 1

Location: Lincoln County Jail (251 W Olive Street, Newport)

Date/Time: May 24th, 2026 @ 10:15PM

Details: On May 24th, 2026, at approximately 2215 HOURS, Newport officers responded to the Lincoln County Jail after an inmate, later identified as Tyce Bernabeu, 25 of Newport, who was lodged at the Lincoln County Jail, had attempted to stab a deputy during an altercation.

Newport Officers learned through their investigation that Lincoln County Jail Deputies had attempted to remove an item from Bernabeu’s cell for safety when Bernabeu began to physically resist jail staff. During the skirmish a deputy’s body camera and mount were knocked off and broke into pieces. Bernabeu was able to recover an approximately 4” long piece of hardened plastic from the broken camera mount that was still lying on the floor. The plastic camera mount had broken to form a jagged edge and pointed tip, which Bernabeu then used to attempt to stab a deputy with. Jail deputies were able to dislodge the weapon from Bernabeu’s grasp and take him into custody.

Bernabeu was arrested and lodged for following crimes:

• Unlawful Use of a Weapon
