Some people lead by title.
She led by showing up.
Claire helped bring the winter shelter to life—not just through policy or planning, but by standing shoulder-to-shoulder with the people we serve. She always called them her people—the ones we house, the ones we keep safe, the ones who too often feel invisible.
These moments, captured with the permission and trust of the people she stood beside, tell the story of who she truly was.
She volunteered in the shelter, served meals, stood in line with our guests, laughed with them, listened to them, and treated every single person with dignity. On Christmas, she sang carols with our guests as they waited—bringing warmth not just to the room, but to hearts that had gone a long time without it.
One night, a guest quietly asked,
“Are we in trouble? Why is there a commissioner here?”
And the answer was simple:
“She’s here for you.”
At first, there was nervousness. Then something shifted. One guest said words we will never forget:
“So we’re not bad people… if someone like her is here for us, she must really care.”
And she did.
She brought dignity into a space where dignity is often taken away. She brought comfort without judgment. She reminded people—without saying it out loud—that they mattered.
These moments, these photos, these quiet acts of kindness are her legacy. She didn’t just help create a shelter. She helped create belonging.
She touched so many lives.
She brought hope where there was fear.
And she will be deeply, profoundly missed.
