ADMINISTRATIVE ASSISTANT II/EDUCATION COORDINATOR

Employee is responsible for such activities as preparing correspondence, reports and other material; answering telephones and greeting visitors; maintaining files; routing mail and other communication Serves as Clerk to the District's board of supervisors. Employee is responsible for planning, promoting and implementing the District's educational programs to build environmental awareness. Work includes researching technical topics and developing educational programs; organizing and coordinating various conservation contests; planning and organizing educator workshops; recruiting volunteers; producing outreach publications and working with other agencies in the development and ex*****on of events
Illustrative Examples of Work

• Performs difficult skilled clerical and responsible administrative work performing a variety of complex office assistance and administrative tasks.
• Provides assistance to the Soil and Water Board and District Chairman; oversees administrative functions of the District.
• Serves as Clerk to the Board; records minutes; prepares Board’s agenda; attends executive sessions; prepares and inserts notifications of Board meetings.
• Assists Board with special projects such as area meetings, area banquets and workshops.
• Assists with the development, preparation and maintenance of the department’s budget
• Develops annual business plan consisting of Plan of Operations and the Cost Share Strategy Plan.
• Develops long-range plans and annual plans of work.
• Maintains and coordinates office operations; maintains accounting, budget and related office records; prepares reports.
• Receives calls and callers for the department and ascertains nature of request and directs caller or visitor to appropriate authority.
• Transcribes minutes during board meetings; composes routine correspondence independently; types a variety of complex reports and materials.
• Answers questions and responds to inquiries and complaints on department and/or county operations, policies and procedures; maintains calendar and schedules appointments.
• Performs special projects or assignments as directed by District Board.
• Processes incoming and outgoing mail.
• Checks and reviews a variety of data for accuracy, completeness and conformance to established standards and procedures.
• Promotes and presents educational information awareness for the general public; maintains files of materials; provides environmental resources as requested; plans, develops and implements educational programs to build environmental awareness; researches and develops presentations and demonstrations that create fun learning activities; tailors subject and teaching techniques to the varied age levels; leaves office when necessary to present these programs for schools, libraries, workshops, clubs/organizations, parks, etc.; schedules and arranges lunch for resource staff.
• Coordinates thirteen county area judging of posters, essays and speeches, farm family judging; teacher workshops; plans two area meetings on a rotational basis.
• Keeps District Board abreast of State and Federal laws as they pertain to Soil and Water activities.
• Attends various training sessions with some overnight travel required.
• Performs other related duties as may be assigned.

Minimum Education and Experience
High School graduation supplemented by one to four years of responsible administrative office work experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must have experience with Microsoft Office Suite (Word, Excel, etc.)

Special Requirements
• Valid Driver’s License
• Valid Notary Public Certification or obtain within 90 days of the hire date

**This position is 32 hours with no benefits. The job will begin after July 1, 2026. Benefits will begin September 1, 2026.

Salary: $31,612

Residential Real Property Appraiser

Position Overview
We are seeking a detail-oriented and customer-focused professional to join our Tax Administration team as a Residential Real Property Appraiser. This position performs technical and professional appraisal work involving the valuation of residential real estate for property tax assessment purposes. The successful candidate will inspect, analyze, and appraise residential properties while maintaining positive working relationships with property owners, contractors, and the public.
Essential Duties and Responsibilities
• Conduct field inspections of residential properties, including land, dwellings, and related improvements.
• Appraise new construction, additions, renovations, and other property improvements for tax assessment purposes.
• Collect, verify, and analyze property data to determine fair and equitable property values.
• Maintain accurate property records and appraisal documentation.
• Utilize appraisal software, geographic information systems (GIS), and other assessment tools.
• Review building permits, construction plans, deeds, and related records.
• Respond to inquiries from property owners and explain appraisal methods, procedures, and assessment values.
• Prepare documentation and supporting evidence for informal reviews, appeals, and hearings.
• Assist with countywide revaluation projects and property assessment updates.
• Ensure compliance with applicable laws, regulations, and professional appraisal standards.
Knowledge, Skills, and Abilities
• Knowledge of appraisal principles, methods, and practices related to residential real estate.
• Knowledge of building construction methods, materials, and residential property characteristics.
• Ability to analyze market data and apply mass appraisal techniques.
• Ability to interpret maps, plats, deeds, permits, and legal descriptions.
• Strong customer service and communication skills.
• Ability to explain complex valuation concepts to property owners and public officials.
• Proficiency in computer applications used in property assessment and appraisal.
Minimum Qualifications
• High School Diploma or Equivalent
• Experience in property appraisal, assessment administration, real estate, construction, or a related field preferred however it is not required
• Valid driver's license.

Special Requirements
• Listing and Assessing –Machinery Act by NC School of Government (Within 2 years)
• Real Property Appraiser Certification issued by the International Association of Assessing Officers (IAAO) within two years
• Experience working with the public in a professional setting.
Work Environment: Work involves both office and field activities, including travel throughout the jurisdiction to inspect properties. The position requires frequent interaction with property owners and may involve explaining assessment decisions that are subject to appeal.

Salary: $47,182

Tax Collection Specialist

Performs responsible administrative work in the collection and accounting for current and delinquent taxes. Responsibilities include leading and participating in the collection of property taxes for the County and of accounting for monies collected in accordance with State law governing those activities. Work involves assisting and educating the public regarding North Carolina tax law and County procedures; collecting delinquent taxes using attachments, garnishments, and state debt set off programs; coordinating the collection of taxes for foreclosures; and other related tasks. Work requires considerable knowledge of state laws regarding tax collection; considerable judgment and initiative are also required. Tact is necessary in working with property owners and their representatives.

Minimum Education and Experience
Graduation from a two year college or university with a major in business, accounting or related field; supplemented by a course in tax collection and considerable experience in tax collection or closely related work; or an equivalent combination of education and experience.

Special Requirements
Completion of Fundamentals of Property Tax Listing and Assessing and Fundamentals of Property Tax Listing within two years of employment.

Salary: $44,474

Description of Job Duties:

The primary function of this position is to provide counseling and case management services for children who have been removed from their homes due to abuse, neglect, or inappropriate supervision. Work involves placement of children in approved foster homes and kinship placements as prescribed by federal and state guidelines, provide expert testimony in court hearings, and follow-up with case management and preventive services for clients; will serve on rotation-basis to cover after-hours duty with other social workers.

Responsibilities include assessment, evaluation, development, treatment, placement, goal and service planning, monitoring, maintenance, consultation, and community liaison.

Other duties may be required when deemed necessary by the supervisor.
Educational/Experience Requirements:

Master’s degree from an accredited school of social work and one year of social work or counseling experience; or Bachelor’s Degree from an accredited school of social work and two years of social work or counseling experience; or a Master’s Degree in a counseling field and two years of social work or counseling; or a four year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and three years of social work or counseling experience; or graduation from a four year college or university and four years’ experience in rehabilitation counseling, pastoral counseling, or human services field providing experience in the techniques of casework, group work, or community organization; or an equivalent combination of training and experience.

(NOTE: Applications for Social Worker II, Social Worker I and Social Worker I Trainee will be accepted for consideration for a possible “Work Against” appointment, if recruitment for a qualified Social Worker III is unsuccessful. )

Knowledge, Skills and Abilities Required Thorough knowledge of social work principles, techniques, and practices, and their application to complex casework, group work, and community problems. Considerable knowledge of family and group dynamics and a range of intervention techniques. Considerable knowledge of governmental and private organizations and resources in the community. Considerable knowledge of behavioral and socio-economic problems and their treatment. Ability to establish and maintain effective working relationships with administrative superiors, families and children, and civic, medical, social, and religious organizations. Ability to express ideas clearly and concisely and to plan and execute work effectively; and ability to learn and be proficient in the use of the Family Services computer system. Computer skills, valid driver’s license, good driving record and own transportation required. Must be able to lift and carry a child.
