The City of Newburgh Police Department joined members of the City of Newburgh Fire Department, City officials, and members of our community for a September 11th Memorial and Remembrance Ceremony hosted by the City of Newburgh Fire Department and IAFF Local 589.

The ceremony honored the nearly 3,000 lives lost on September 11, 2001, including the law enforcement officers, firefighters, emergency medical personnel, and other first responders who made the ultimate sacrifice. It also recognized the courage of those who responded in the days and months that followed.

The City of Newburgh Police Department's Deputy Chief, Phil Pulaski, was among the ceremony’s speakers. On September 11, 2001, Deputy Chief Pulaski was serving as a Deputy Chief with the New York City Police Department, commanding approximately 800 detectives assigned to the Manhattan Detective Division.

Immediately following the terrorist attacks, he served as a member of the NYPD’s senior leadership team responsible for planning and implementing the Department’s response and security operations.

We thank the City of Newburgh Fire Department and IAFF Local 589 for hosting this meaningful 25th Anniversary ceremony and providing our community with an opportunity to gather, reflect, and remember.

🔵E-BIKE PURSUIT LEADS TO DRUG ARREST🔵

On August 24, 2026, City of Newburgh Police Officers J. Rivera, Walrad, Dolshun, and Sergeant Yonnone observed an E-Bike traveling against traffic on Broadway. When officers attempted to stop the operator, he fled, leading them on a brief pursuit through city streets. The operator eventually abandoned the E-Bike near 7 South Miller Street and attempted to hide nearby. Officers located him near 9 South Miller Street and safely took him into custody.

The operator was identified as Kashon Williams, a 33-year-old City of Newburgh resident. During the investigation, officers recovered substances believed to be fentanyl, he**in, and crack co***ne, along with drug paraphernalia. Williams was charged with Criminal Possession of a Controlled Substance in the Second Degree, Criminal Possession of a Controlled Substance in the Third Degree with Intent to Sell, Criminal Use of Drug Paraphernalia in the Second Degree, and Obstructing Governmental Administration in the Second Degree. The E-Bike was impounded.

🔵MOPED OPERATOR CHARGED AFTER FLEEING OFFICERS🔵

On August 25, 2026, City of Newburgh Police Officer Gaston observed a gas powered moped travel through red traffic signals at Broadway and West Street and again at Broadway and Washington Terrace. When Officer Gaston attempted to stop the moped, the operator fled, traveling through additional red lights, onto sidewalks, and between parked vehicles. Officers discontinued the pursuit due to safety concerns.

Sergeant Yonnone and Officers J. Rivera, Walrad, and Dolshun later located the same operator near Lake Street and South William Street. The operator abandoned the moped and fled on foot before Officers Dolshun and Rivera safely took him into custody. The operator was identified as Juan Clas-Curbelo, a 27-year-old City of Newburgh resident. Officers also recovered suspected illegal narcotics from a compartment on the moped...

🔵CITY OF NEWBURGH OFFICERS TURN OUTREACH INTO ACTION🔵

City of Newburgh Police Officers Estevez and Encarnacion are making a difference in the lives of some of the city’s most vulnerable residents. While regularly patrolling Broadway and surrounding neighborhoods on foot, the officers have built relationships with residents, businesses, service providers, and individuals experiencing homelessness. In 2025, they worked directly with 15 individuals and helped connect them with housing, rehabilitation, mental health services, and other support.

The officers continued their outreach in 2026 by participating in the annual Point in Time count, where their knowledge of the community helped outreach workers connect with individuals who may otherwise have been difficult to reach.

Building upon these efforts, Officers Estevez and Encarnacion are developing the unHoused Outreach Team, or HOT Team. The initiative will bring together law enforcement, City departments, mental health and medical providers, social workers, peer support specialists, housing providers, nonprofit organizations, faith based groups, and other community partners. The HOT Team’s goal is to better coordinate services for individuals experiencing homelessness, addiction, mental health challenges, and other crises. Through collaborative outreach, the team will work to improve access to services, support long term stability, and enhance public safety.

The initiative remains in the early planning stages, with the officers currently meeting with prospective partners and developing a coordinated outreach framework. Their work reflects the City of Newburgh Police Department’s commitment to community policing, compassionate engagement, and practical solutions that improve the quality of life in the City of Newburgh.

🔵CITY OF NEWBURGH POLICE ARREST ATV OPERATOR FOLLOWING RECKLESS OPERATION🔵

On August 13, 2026, at approximately 8:30 p.m., City of Newburgh police officers observed an ATV being operated on Farrington Street. As officers attempted to conduct a vehicle and traffic stop, they observed the operator driving recklessly, failing to stop at stop signs, and disregarding other traffic safety laws.

Officers activated their emergency lights, but the operator failed to comply and fled. The operator continued traveling through City streets and Downing Park in an attempt to evade officers. He later drove the wrong way on Johnston Street before stopping near 161 Johnston Street, where he attempted to leave the ATV and hide in nearby backyards.

Officers located and arrested the operator, identified as Edwardo Moreno Jr., a 34-year-old Town of New Windsor resident. The ATV, a 2013 Honda pictured below, was impounded.

Moreno Jr was issued several uniform traffic tickets and charged with Newburgh City Code 287-3 Unlawful Operation of an ATV, NYS Penal Law 195.05(1) Obstructing Governmental Administration 2nd, and NYS Vehicle and Traffic Law 1212 Reckless Driving.

The City of Newburgh Police Department reminds the public that ATVs are not permitted on City roadways or in public parks. Officers will continue enforcing ATV laws as part of the Police Department’s ongoing efforts to prevent collisions and protect riders, motorists, pedestrians, and park visitors. Please help keep our community safe by operating ATVs only in lawful and appropriate locations.

On May 18, 2026, at approximately 7:46 p.m., City of Newburgh police officers responded to 165 Fullerton Avenue to investigate a report of a dog bite.

Upon arrival, officers learned that a 17-year-old girl, while walking her family’s dog on a leash, had been severely bitten by a violent loose dog named Luna. The victim sustained a puncture wound and laceration to her right thigh from the bite.

At the time of the incident, Luna and a second dog, identified as Onyx, were both running loose on City streets in violation of City Code. Officers determined that the dogs belonged to the same owner and that neither dog was licensed with the City of Newburgh, also in violation of City Code. Due to the nature of the attack and the circumstances surrounding the incident, the City of Newburgh Police Department found and secured both Luna and Onyx. CNPD found that Onyx was not involved in the May 18 attack. The owner subsequently reclaimed Onyx.

Department records confirmed and documented prior incidents involving Luna and Onyx running at large in violation of City of Newburgh Code and creating a public safety hazard. For example, on May 4, 2025, the City of Newburgh Police Department handled a reported incident that Onyx bit a 36-year-old female who sustained lacerations to both of her hands.

The owner of Luna and Onyx was identified as Lisa Dederick, a 45-year-old City of Newburgh resident. Based upon the serious nature and circumstances of the May 18, 2026 attack, the City of Newburgh commenced a dangerous dog proceeding against Luna in the City of Newburgh Court pursuant to New York Agriculture and Markets Law §123, and also charged the owner with violating City of Newburgh Code § 150-15(A)(1), Unlicensed Dog...

🔵JUVENILE ARRESTED IN CONNECTION WITH JULY 8, 2026 SHOTS-FIRED INCIDENT ON SOUTH STREET 🔵

On July 8, 2026, at approximately 3:14 p.m., officers with the City of Newburgh Police Department responded to the area of Liberty Street and South Street following a report of shots fired.

Upon arrival, officers located evidence on the roadway of South Street indicating that a semi-automatic firearm had been discharged. Members of the City of Newburgh Detective Division and the Non-Fatal Shooting Task Force immediately began investigating the incident.

On July 23, 2026, at approximately 8:00 p.m., City of Newburgh Detectives assigned to the Non-Fatal Shooting Task Force located the suspect identified during the investigation, in the area of South Street and Chambers Street. The suspect, a 13-year-old City of Newburgh resident, was arrested in connection with the July 8, 2026 shots-fired incident and charged with Criminal Possession of a Weapon in the Second Degree, and Reckless Endangerment in the First Degree.

Due to the defendant’s age, no additional identifying information will be released.

The Non-Fatal Shooting Task Force is a joint investigative collaboration between the City of Newburgh Detective Division, Orange County District Attorney’s Office, Orange County Sheriff’s Office and the Hudson Valley Crime Analysis Center.

Join City of Newburgh officials and the City of Newburgh Police Department for the annual National Night Out celebration on Tuesday, August 4, from 4:30 p.m. to 7:30 p.m. National Night Out will take place on Broadway, between Johnston Street & Liberty Street. The event will conclude with the fireworks originally scheduled for Independence Day, beginning at approximately 9:00 p.m. from 1 Washington Street.

National Night Out is an annual community-building campaign that promotes police-community partnerships and neighborhood camaraderie. This year's National Night Out promises to be a fun-filled, family-centered evening featuring music, games, food, community resources and more. The Police Department will also be on the scene actively engaging with the community. We encourage all residents to come out and join us for this special event.

National Night Out is an annual event that takes place on the first Tuesday in August. It is a nationwide campaign that promotes police-community partnerships and community spirit to make our neighborhoods safer, and better places to live.

In anticipation of upcoming extreme heat, the City of Newburgh has designated the Activity Center as a cooling center to help residents stay safe and comfortable during high temperatures.

Located at 401 Washington Street, Newburgh, NY, the Cooling Center offers an air-conditioned space where individuals and families can take a break from the heat. The cooling center will be open on the following dates and times:
• Tuesday, July 14 – 10:00 a.m. to 8:00 p.m.
• Wednesday, July 15 – 10:00 a.m. to 8:00 p.m.

In addition to the Cooling Center, a fire hydrant spray nozzle will be installed on Walsh Road behind the Mullins Apartments at 40 Walsh Road beginning at 10:00 a.m. until 3:00 p.m. There are also several free splash pad hours and locations are as follows:

• Xavier Lunan Park – 66 Courtney Avenue; 7:00 a.m. to 9:00 p.m.
• Tyrone H. Crabb Memorial Park – 94 South Street; 7:00 a.m. to 9:00 p.m.
• Audrey L. Carey Family Park – 251 Liberty Street; 12:00 p.m. to 7:00 p.m.

Find a cool place, drink plenty of water, and make sure you check in on your family, friends, and neighbors. All members of the community are welcome to utilize these resources during their hours.

⚠️ FIREWORKS UPDATE – CITY OF NEWBURGH ⚠️

Due to continued severe weather impacts and additional forecasted storms, the City of Newburgh has canceled the Independence Day fireworks display, which had been rescheduled for Sunday, July 5.

The City made this decision out of an abundance of caution and in consideration of public safety, weather conditions, and event logistics. The City of Newburgh thanks residents and visitors for their understanding.
