Council Member Carmen De La Rosa

Council Member Carmen De La Rosa Carmen De La Rosa immigrated from the Dominican Republic as a child and grew up in Inwood where she has lived her entire life.

Her advocacy and passion for justice are deeply influenced by her roots. She has listened and advocated for the most vulnerable, even before she started her career in government. In November 2016, Carmen was elected to represent her community as the State Assembly Member of the 72nd District. Since her first day in office, Carmen has fought against racism, xenophobia and economic injustice. As a progressive Democrat, Carmen has fought for criminal justice reform, workers’ rights, truly affordable housing and protections for tenants, climate justice, taxing the wealthy, LGBTIA rights, and many other consequential social justice policies. She successfully negotiated and passed the New York State DREAM ACT and the first in the nation Excluded Workers Fund (EWF) at $2.1 Billion. As the member of the Assembly representing the district with the highest number of rent-stabilized apartments, Carmen actively participated in passing the strongest tenant protection laws in a generation. On June 22nd, 2021, Carmen was victorious in the Democratic primary and subsequently won the general election on November 2nd, becoming the first Dominican woman elected to represent District 10 at City Hall. Carmen will fight to make sure that the needs of our community are at the forefront. She will fight to protect our community from irresponsible development and displacement, dismantle fundamental flaws in our criminal justice system, expand our social safety nets, fix our broken education system, and protect frontline workers and vulnerable small businesses. Carmen De La Rosa is committed to building a community-driven government rooted in the principles of co-governance and participatory democracy. Working alongside the community she is committed to improving the lives of residents in the community. Carmen is proudly Mia’s Mom and along with her husband Jose, they are raising their daughter in the community where her parents also reside. As a proud product of uptown, Carmen looks forward to continuing to serve the community she loves and the community that helped raise her.

For 17 years, the People’s Theatre – formerly the People’s Theatre Project – has opened up a world of cultural arts and creative community engagement that tells the stories of immigrants. No longer a “project,” it is now a history making reality — the People’s Theatre has expanded to open the largest Latine theatre in NYC Centro Cultural Inmigrante is New York City’s first immigrant-centered performing arts center and the largest Latino-owned and operated performing arts institution in New York State.

We are so proud of the The People's Theatre team, Mino Lora, and the many dedicated artists who made this possible. We are so proud to have contributed to around $7M to this $40M cultural gem. We believe in the vision, and are excited to see this community space in action following today’s ribbon cutting.

Join us on October 3rd for the Street Conaming Ceremony of 185th & Fort Washington, honoring the life and legacy of Donetta Riley.

For almost three decades, Donetta was a beloved member of Washington Heights running the arts education program at P.S. 187 when they needed an art teacher, later becoming director of Music Together while sharing her talents for community events and bringing joy to our kids.

We chaired a joint hearing with Oswald Feliz Gale A. Brewer Ariola2025 to address recent 911 outages, learn about the technology deployed behind our emergency systems, and what protocols are in place when systems fail.

About a month ago, around 1,700 911 calls failed to reach the Bronx 911 operating center over the span of 7 hours, and the public was not properly informed about what to do next. System failures compounded with substantial staffing shortages in EMS and 911 are unacceptable when lives are on the line — New Yorkers call 911 for help, sometimes on the worst day of their lives. We must ensure there are safeguards in place to protect and serve the over 8 million people who call this city home, and we will continue to bridge gaps in the emergency system’s technological infrastructure.

Presidimos una audiencia conjunta con Oswald Feliz , Gale A. Brewer y Ariola2025 para abordar las recientes interrupciones del servicio 911, conocer la tecnología que sustenta nuestros sistemas de emergencia y saber qué protocolos se activan cuando estos sistemas fallan.

Hace aproximadamente un mes, unas 1,700 llamadas al 911 no llegaron al centro de operaciones del Bronx en un lapso de 7 horas, y la ciudadanía no recibió la información adecuada sobre cómo proceder. Los fallos del sistema, sumados a la grave escasez de personal en los servicios de emergencias médicas (EMS) y en el 911, son inaceptables cuando hay vidas en juego; los neoyorquinos llaman al 911 buscando ayuda, a veces en el peor día de sus vidas. Debemos garantizar la existencia de medidas de seguridad para proteger y servir a los más de 8 millones de personas que consideran esta ciudad su hogar, y seguiremos trabajando para subsanar las deficiencias en la infraestructura tecnológica del sistema de emergencias.

Before it closed almost a decade ago, Amelia Gorman Park served as a connection between the neighborhoods of Wadsworth Terrace and Broadway. Today, we are happy to say we are $7.89 million closer to getting it done.

The City of New York received the property where Amelia Gorman sits in 1929 as a gift from Charles Webb and his family. The Department of Parks took ownership in 1930. The park was closed to the public in 2017, except for the upper plaza, after part of the retaining wall collapsed in March 2017.

The $20M price tag is an uphill battle, but that hasn’t stopped us from advocating for its rehabilitation and reconstruction, working with Parks, CB12, and colleagues in government. Let’s get Amelia Gorman Park open!

Antes de cerrar hace casi una década, el parque Amelia Gorman servía de conexión entre los vecindarios de Wadsworth Terrace y Broadway. Hoy, anunciamos que estamos $7.89 millones de dólares más cerca de lograrlo.

La ciudad de Nueva York recibió la propiedad donde se encuentra el parque Amelia Gorman en 1929, como una donación de Charles Webb y su familia. El Departamento de Parques asumió su titularidad en 1930. El parque fue cerrado al público en 2017 —a excepción de la plaza superior— después de que una parte del muro de contención colapsara en marzo de ese mismo año.
