Today, DFS proposed a regulation to build on New York’s nation-leading stablecoin framework and align the Department’s longstanding standards with new federal requirements under the GENIUS Act.

Under the proposal:

→ Existing requirements for reserve backing, redeemability, and independent audits would remain in place
→ Additional safeguards would align New York’s framework with new federal standards
→ Issuers would be required to maintain robust risk management programs
