Inclusive development is essential for sustainable progress, particularly in the world's most vulnerable countries.

LLDCs continue to face structural challenges, from geographic isolation and limited market access to higher trade and transport costs. These barriers can disproportionately affect already vulnerable groups, making inclusive, people‑centred approaches even more critical. Ensuring the meaningful participation of women, youth, and persons with disabilities is hence, not just a matter of equity, it is fundamental to unlocking the full potential of societies, strengthening resilience, and delivering on the ambitions of the Awaza Programme of Action (APoA).

The Ad Hoc Working Group on the Smooth Transition for Countries Graduating from the LDC category held its fourth substantive meeting during the 80th session of the UN General Assembly.
Centered on “Unlocking Graduation Potential,” the meeting brought together Member States, UN entities, and partners to discuss how to strengthen international support for countries still working toward graduation.

• Trade, financing, and development cooperation

At the High-Level Investment Forum of the , Mr. Tomas Gonzalez (LLDC Team Lead), speaking on behalf of USG Rabab Fatima, emphasized how water infrastructure is key to resilience, connectivity, and sustainable development in Landlocked Developing Countries.
Convened by and the Government of Tajikistan, the Forum highlighted the need for:

At the official closing of the 4th in Helsinki, our Under-Secretary-General and High Represantative Rabab Fatima called for increased support and investment in young people in Least Developed Countries.

The 4th in Helsinki 🇫🇮 concluded with a strong call for solidarity, partnership and renewed commitment to multilateralism.

The closing session featured H.E. Mr Alexander Stubb, President of the Republic of Finland, alongside our Under-Secretary-General and High Representative Rabab Fatima and Chair of the LDC Group, Ambassador Lok Bahadur Thapa of Nepal.

In his remarks, President Stubb underscored the enduring importance of the multilateral system and the need for countries to work together towards a common purpose; a message that resonated strongly throughout the Forum.

Over the past days, the Forum brought together policymakers, researchers, youth leaders and partners to advance dialogue on education, innovation and inclusive growth, with young people at the centre of sustainable development in Least Developed Countries.

Key discussions highlighted:
