NYC Department of Housing Preservation & Development (HPD) NYC HPD promotes the construction and preservation of affordable, high quality housing for families in thriving and diverse neighborhoods.

Established in 1978, the New York City Department of Housing Preservation and Development (HPD) is the largest municipal housing preservation and development agency in the nation. HPD is responsible for carrying out Housing New York: A Five-Borough Ten-Year Plan, Mayor Bill de Blasio's initiative to build or preserve 200,000 affordable housing units and to help both tenants and landlords preserve

the quality and affordability of their homes. HPD is leading the Mayor's charge, in partnership with over 13 sister agencies, advocates, developers, tenants, community organizations, elected officials, and financial institutions. Supportive housing helps some of New York City’s most vulnerable residents remain stably housed. Today, we’re launching a new program to help ensure those homes remain safe and financially sustainable for years to come.

The Supportive Preservation Program (SPP) will provide dedicated resources and support to preserve existing supportive housing across the five boroughs as part of the Block by Block housing plan.

📚🏠 A new chapter for New Utrecht Library.

Today, HPD and Brooklyn Public Library announced the release of a Request for Proposals (RFP) to transform the New Utrecht Library site in Bensonhurst into a brand-new public library alongside 100% affordable housing.

The project could create 200–300 affordable homes and a modern library space designed around community feedback, as well as new amenities for the neighborhood.

This milestone follows months of community engagement and reflects HPD’s commitment to creating affordable housing on public land while investing in the resources New Yorkers rely on every day.

What exactly is in New York City’s new housing plan? 🏡

Block by Block: The Housing Plan for a New Era is one of the most ambitious housing proposals in the city’s history. it’s jam-packed with hundreds of pages of policies, programs, and proposals. Certainly a lot to digest 😵‍💫

That’s why we’re kicking off a new series breaking it down chapter by chapter, starting with Chapter 4: Building Neighborhoods for Working People.

This chapter takes a closer look at how the city plans to create more housing. It digs into ideas like transit-oriented development and new housing opportunities on public land 👀

NYC homeowners interested in building an Accessory Dwelling Unit (ADU) through HPD’s Plus One ADU Program have until June 12 to submit their interest.

The program offers affordable financing and technical assistance to help eligible homeowners create new housing opportunities on their property.

HPD Commissioner Dina Levy testified at today’s budget hearing, discussing the future of New York City housing following the new 2026 Block by Block housing plan.  

As the city invests in new housing and construction, she affirmed the department’s continued priorities in preserving existing housing stock and protecting tenants. Over the coming years, the construction of new housing will become more efficient both in terms of money and speed.

She also highlighted plans to build and preserve 400,000 affordable homes over the next decade, expand pathways to homeownership, and strengthen code enforcement efforts targeting negligent landlords.
