New York, 16 June 2026, Timor-Leste delivered a statement at the Substantive Session of the United Nations Special Committee on Decolonization (C-24) on the Question of Western Sahara. Reaffirming its steadfast commitment to the principles of the United Nations Charter and General Assembly Resolution 1514 (XV), Timor-Leste underscored that the people of Western Sahara retain their inalienable right to self-determination and to freely determine their political future.

Drawing from its own experience of achieving independence through a United Nations-led process, Timor-Leste emphasized that the decolonization of Western Sahara remains an unfinished responsibility of the international community. The delegation of Timor-Leste reiterated its support for the efforts of the United Nations Secretary-General and MINURSO in advancing a peaceful, just, lasting, and mutually acceptable political solution consistent with international law.

Timor-Leste remains convinced that respect for international law, meaningful dialogue, and the free expression of the will of peoples are essential foundations for lasting peace. Timor-Leste calls for renewed determination to bring the decolonization process of Western Sahara to a successful conclusion and to ensure that the right to self-determination is fully realized in practice.

New York, 15 June 2026 - At the Informal meeting of the plenary on the intergovernmental negotiations on the UN Security Council Reform, Timor-Leste welcomed the efforts of the co-chairs in advancing negotiations and reiterated its support for the position of the L.69 Group. However, it expressed reservations about the proposed “fixed regional seats,” noting that the concept raises unresolved questions about accountability, regional representation, and compatibility with the current Charter framework.

Timor-Leste argued that a consolidated model should be used as a procedural tool to facilitate the next phase of negotiations rather than as the end result of the process. It emphasized that such a document should faithfully record both areas of agreement and disagreement so that Member States can engage in meaningful text-based negotiations and compromise.

Finally, Timor-Leste welcomed the inclusion of the Small Island Developing States’ aspiration for a rotating Security Council seat and stressed that a majority of Member States support expanding both permanent and non-permanent categories. It reaffirmed its commitment to a Member State-driven process and viewed an attributed consolidated model as the essential next step toward substantive negotiations.

New York, 12 June 2026 - In its statement during the launch of the Group of Friends for Combating Technology-facilitated Trafficking in Persons, Timor-Leste emphasized that traffickers increasingly exploit digital platforms and emerging technologies to recruit and control victims. It stressed that stronger international cooperation and human rights-based responses are essential to protect vulnerable populations and bring perpetrators to justice.

Timor-Leste highlighted its efforts to strengthen its legal and institutional framework through anti-trafficking laws, a National Action Plan, improved coordination among agencies, and partnerships with international organizations. These measures include awareness campaigns, enhanced border controls, victim support services, and specialized training to address trafficking risks in digital environments. 

Looking ahead, Timor-Leste welcomed the creation of the Group of Friends and outlined three priorities: stronger prevention of digital risks, enhanced international cooperation, and victim-centered protection and reintegration. It emphasized that technology can also be used as a tool for detection and prevention, provided that its use is guided by human rights, ethical standards, and data protection safeguards.

New York, 11 June 2026 - Timor-Leste welcomed the launch of the Muscat Plan of Action as an important step in strengthening global prevention efforts. Drawing on its own experience of conflict and reconciliation, it stressed that rising hate speech, identity-based violence, and weakening social cohesion are warning signs that require urgent and sustained action. It expressed its strong commitment to implementing the Plan.

Timor-Leste highlighted the value of traditional and Indigenous approaches to conflict prevention, citing its practice of nahe biti boot as an example of community-based mediation that restores trust and prevents violence. It called on Member States and the United Nations to incorporate and support traditional mechanisms, while also strengthening early-warning systems, promoting responsible digital governance, and empowering local leaders and civil society to counter harmful narratives.

Emphasising that prevention begins with inclusion, equity, and respect for dignity, Timor-Leste urged governments and international organisations to protect vulnerable populations through inclusive governance, equitable development, and stronger community resilience. It called for prevention to be mainstreamed across peace, human rights, and development agendas, with adequate financing and support for community-led initiatives, and reaffirmed its commitment to sharing its experience in building a more peaceful and resilient world.

New York, 11 June 2026 - H.E. Ms. Céu Brites, Vice Minister of Social Solidarity and Inclusion of Timor-Leste, participated in the side-event “Financing Disability Inclusion at Scale: Advancing domestic resource mobilization and international cooperation in the CRPD's next decade”.

Timor-Leste highlighted its commitment to promoting the rights and inclusion of persons with disabilities, emphasizing that disability-inclusive budgeting is a key part of implementing the Convention on the Rights of Persons with Disabilities and the National Disability Action Plan 2021–2030. Since ratifying the Convention in 2022, the country has taken steps to improve the visibility and accountability of disability-related investments.

In 2026, the government introduced a Disability Inclusion Budget Marker to track disability-related spending and strengthen evidence-based decision-making. It also enhanced cooperation among ministries, integrated disability considerations into planning and budgeting guidelines, and provided training to national and municipal officials to embed disability inclusion across public financial management systems.

While recognizing progress, Timor-Leste acknowledged that disability budget tracking is still in its early stages and that stronger data systems, coordination, and methodologies are needed. Looking ahead, Timor-Leste aims to improve disability-responsive budgeting, strengthen data collection, enhance institutional capacity, and expand international cooperation to ensure that public financing delivers meaningful improvements for persons with disabilities.

New York, 11 June 2026 - During the Security Council debate on “Advancing political solutions in the Middle East: mediation and dialogue for a lasting peace”, Timor-Leste emphasized that lasting peace in the Middle East cannot be achieved through military means alone and called for stronger mediation, dialogue, and preventive diplomacy. It highlighted the urgent need to address both humanitarian needs and the root causes of conflict, while urging the Security Council to act in accordance with international law and UN principles.

Drawing from its own experience of moving from conflict to peace, Timor-Leste stressed the importance of sustained international engagement, reconciliation, and inclusive dialogue. It noted that instability in the Middle East has global consequences, affecting trade, energy markets, displacement, and economic resilience, with particularly severe impacts on developing countries.

Timor-Leste also called for unhindered humanitarian assistance and stronger protection of civilians and aid workers. It underscored that effective mediation must involve women, youth, civil society, and regional actors, reaffirming that durable peace depends on political courage, inclusiveness, respect for human dignity, and adherence to international law.

New York, 10 June 2026 - The Permanent Mission of Timor-Leste to the United Nations and the Ministry of Social Solidarity organized a side-event entitled "Government Policy in Social Inclusion", on the margins of the 19th Session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities.

The side event highlighted Timor-Leste’s commitment to disability inclusion since its accession to the CRPD in 2023. It presented the national policies and action plans that guide efforts in areas such as social protection, inclusive education, rehabilitation services, accessibility, and disability-sensitive budgeting. The event also showcased Timor-Leste’s progress in implementing the CRPD, shared lessons from the Disability National Action Plan 2021–2030 and the preparation of its first CRPD report. It emphasized the role of persons with disabilities and their organizations in policymaking and monitoring.

The programme included opening remarks by H.E. Ambassador Dionísio Babo Soares, Permanent Representative of Timor-Leste to the UN, and a keynote presentation on Government Policy in Social Inclusion by H.E. Ms. Céu Brites, Vice-Minister of Social Solidarity and Inclusion of Timor-Leste. This was followed by reflections from H.E. Ms. Clara Marques Mendes, Secretary of State for Social Action and for Inclusion of Portugal, and Ms. Sally-Anne Henfry, Assistant Secretary for Gender Equality, Disability and Social Inclusion of Australia. Participants then had an opportunity to take the floor during the interactive discussion and Q&A, before the event ended with concluding reflections from the panelists.

New York, 9 June 2026 - H.E. Ms. Céu Brites, Vice Minister of Social Solidarity and Inclusion of Timor-Leste, delivered a statement during the General Debate of the 19th session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities (COSP19).

Timor-Leste highlighted its continued commitment to advancing the rights of persons with disabilities through the implementation of the UN Convention on the Rights of Persons with Disabilities (CRPD), which it ratified in 2023. The government has strengthened its legal and policy framework and submitted its initial report to the CRPD Committee, with a constructive dialogue planned for 2027.

Timor-Leste emphasized key achievements, including the implementation of the National Policy on the Inclusion and Promotion of the Rights of Persons with Disabilities, the National Disability Action Plan 2021–2030, and the National Social Protection Strategy. In 2026, it also introduced a Disability Inclusion Budget Marker and continued providing financial assistance, livelihood support, and opportunities for participation in national and international celebrations.

While acknowledging progress, Timor-Leste also recognized ongoing challenges in accessibility, inclusive education, employment, health services, transportation, and data collection. It reaffirmed its commitment to working with international partners and civil society to strengthen inclusive social protection and ensure that no one is left behind.

New York, 8 June 2026 - At the General Assembly High-level debate on “Preventing and Combating Illicit Trafficking in Wildlife and other Crimes that Affect the Environment”, Timor-Leste emphasized that illegal wildlife trafficking and other environmental crimes are major threats that exceed the country’s monitoring capacities, especially across its vast maritime and forest areas.

Timor-Leste called for stronger international action, including recognizing environmental crimes as serious transnational offenses, expanding the use of technologies such as satellite surveillance, strengthening community-based governance, embedding anti-corruption measures into resource management, and deepening regional and multilateral cooperation. These measures aim to improve enforcement and disrupt criminal networks.

Timor-Leste highlighted its own efforts, including expanding more than forty protected areas, improving maritime tracking infrastructure, and incorporating the traditional Tara Bandu system into environmental governance. It concluded that only coordinated legal, institutional, and community-led action can effectively combat environmental crimes and protect global security and sustainable development.
