The transition to a low carbon future must not leave behind those who contributed the least to the climate crisis. This week, SIDS made strong contributions to help shape a more resilient and equitable future.

The 6th Just Transition Dialogue on “Holistic approaches to nationally determined just transition pathways for the industry sector: technology, innovation and equitable value chains” was held at Climate Week 4, Baku Azerbaijan.

AOSIS was represented by Palau, Fiji, Dominican Republic, Grenada, Antigua and Barbuda, Belize, Maldives, Timor Leste and Mauritius.

SIDS advocated for:
- Capacity building for communities to steward renewable energy and other technologies that support the transition away from fossil fuels
- Embedding youth in just transition planning, and pursuing gender-responsive climate action
- Bridging the gap between traditional knowledge and modern technical skills
- Accelerating the process to reform access to climate finance, enabling accreditation across the climate funds from one application, the delivery of grant-based resources, and for countries to deliver on their finance commitments
- Pairing technology transfer with hands-on training to build local human and institutional capacities across our industries and energy offices. This capacity building must also target climate resilience.

This dialogue brings to an end the Work Programme as decided in Dubai, after three years and six dialogues. Its effectiveness and efficiency will be reviewed in just a few months at COP31 in Antalya.

In August, two Italy-AOSIS fellows from the Pacific—Ann Albert (Federated States of Micronesia) and Imade Tellei (Palau)—participated in the final Youth Talanoa session in Fiji.

Organized in preparation for Pre-COP (Fiji/Tuvalu) and COP31 (Australia/Türkiye), the session strengthened regional networks and produced a Pacific Youth Communiqué as its culminating outcome. Forums like this empower participants to explore climate governance and champion advocacy pathways for a resilient, equitable future across Small Island Developing States (SIDS).

Understanding Climate Tipping Points | Small Island Developing States are on the frontlines, but climate tipping points don’t recognize borders. Exceeding 1.5°C risks setting off irreversible chain reactions—from sea-level rise to collapsing ocean currents—that threaten global stability. What endangers islands today destabilizes the world tomorrow.

Every fraction of a degree matters, not just for but for the world. As we navigate an increasingly uncertain climate, accelerated, accessible and adequate support for adaptation, resilience and loss and damage is vital.

The UNEP report should therefore not be read as a verdict on 1.5°C. It should be understood as a warning about what is at stake. This must be a call to action. Governments must urgently activate policies that limit the magnitude and duration of any potential overshoot and keep the pathway back to 1.5°C within reach.

1.5°C must remain the North Star, and overshoot cannot become an excuse for further inaction.

In Palau’s capacity as Chair of AOSIS, H.E. Minister Ngiraibelas Tmetuchl (Ministry of Human Resources, Culture, Tourism and Development) reiterated our collective commitment to sustainable development across . At the SIDS Global Business Forum and the launch of the Island Investment Forum, he emphasized how cross-regional and public-private partnerships can drive lasting resilience. He pointed to the 2022 Four Seasons Maldives apprenticeship program—which trains Palauan youth at the Four Seasons property in the Maldives—as a successful model of this approach, stating, “There is no doubt that the private sector has a role in SIDS development. The question is how we make that role transformative towards achieving resilient prosperity.”

The Global Business Network (GBN) and the newly launched Island Investment Forum (IIF)—introduced through the Center of Excellence —took place in the Maldives from August 23–25. These combined platforms united industry experts to explore investment opportunities across Small Island Developing States (SIDS). Key themes included development bank financing, ocean-powered technology, hotel and resort investments, climate resilience projects, and active investment case studies in our islands.

Through the Island Investment Forum (IIF) and the Global Business Network (GBN), we are driving sustainable economic resilience and growth for our island communities.

We extend our appreciation to the Government and people of the Maldives for their kind hospitality and leadership in convening this important event together with the Government of Antigua and Barbuda and the United Nations Office of the High Representative for Least Developed Countries, Landlocked Developing Countries, and Small Island Developing States UN-OHRLLS

Jorguino Savio joined a diverse cohort of young professionals as the first-ever Italy-AOSIS Fellow from Timor-Leste. In this video, he reflects on the significance of AOSIS and this program, connecting his experiences across government, civil society, international partnerships, including his own youth-led organization that promotes climate awareness, environmental education, coastal clean-ups, and youth leadership.

Building on her climate policy experience, Ann Albert represents the Federated States of Micronesia (FSM) as an Italy-AOSIS Fellow. While already familiar with UN forums, she leverages this intensive one-year program to support her professional growth—sharpening her negotiating skills and deepening her grasp of complex international systems to effectively advocate for Small Island Developing States, including her homeland, the Federated States of Micronesia — steward of the world’s 14th-largest exclusive economic zone.
