On 17 June 2026, during the discussion of Agenda Item 12, Reports of the Secretary-General under Article 319 of UNCLOS, Malaysia 🇲🇾 reaffirms its steadfast commitment to the principles and provisions of UNCLOS as the ‘constitution for the oceans’ and to a rules‑based maritime order. 🇲🇾 emphasized that, as a littoral State of the Strait of Malacca, it works closely with Indonesia, Singapore, and Thailand to keep one of the world’s busiest and important sea arteries safe, secure, and open to navigation.

By signing the BBNJ Agreement and strengthening regional patrols in the Strait of Malacca as well as Sulu and Celebes Seas, 🇲🇾 is advancing sustainable ocean governance, combating maritime crime, and protecting global trade routes for the benefit of all states.

On 16 June 2026, Malaysia 🇲🇾, as the co-sponsor of the Roundtable Discussion “Safe, Secure and Free Navigation at sea: Law, Challenges and Cooperation among countries,” reaffirmed its steadfast commitment to UNCLOS and the regime of transit passage, underscoring that pursuant to 1982 UNCLOS Article 43, the safety and security of the Straits of Malacca and Singapore are a shared responsibility.

Through the Malacca Strait Patrols (MSP) and close cooperation with Indonesia, Singapore, and Thailand, 🇲🇾 continues to safeguard one of the world’s busiest sea lanes against piracy, armed robbery, and emerging maritime threats—ensuring that these critical arteries of global trade remain free, safe, and secure for all.

On 16 June 2026, Malaysia participated in the deliberation of the report of the Chair of the Commission on the Limits of the Continental Shelf (CLCS) at the 36th Meeting of SPLOS.

Malaysia noted that of the 109 submissions received, several, including Malaysia’s, remain pending due to objections from other states. Malaysia raised concerns about the deferral of submissions and the impact of paragraph 5(a) of the CLCS Rules of Procedure, which complicates the Commission's mandate and delays the fulfillment of coastal states' rights.

In this regard, Malaysia urged the Commission to address the procedural gridlock that unfairly disadvantages coastal states and hinders the practical implementation of UNCLOS.

Malaysia 🇲🇾 participated in the UN Security Council Open Debate on “Advancing Political Solutions in the Middle East: Mediation and Dialogue for Lasting Peace”, convened by Colombia 🇨🇴 on 10-11 June 2026.

Key messages:

▶️ Called for restraint, de-escalation and respect for international law in the Middle East;

▶️ Welcomed ceasefire efforts and commended ongoing diplomacy and mediation; and

▶️ Stressed that dialogue, mediation and Council unity are essential for lasting peace.

The 9th Biennial Meeting of States (BMS9) to consider the Implementation of the Programme of Action (PoA) to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in all its aspects ( ) kicks off today.

Malaysia reaffirmed its strong support for the PoA/ITI which are central to our collective efforts to prevent the illicit trade, diversion, misuse and uncontrolled proliferation of SALW.

Malaysia puts in place stringent laws, admin procedures and regulations for effective control over the production of . Malaysia supports and contributes to initiatives under aimed at strengthening Member States’ capacities to combat the illicit trade in fi****ms.

Malaysia recognises that developments in manufacturing, technology and design, incl polymer, modular and illicitly produced 3D-printed fi****ms, present both challenges & opportunities. Addressing these developments requires practical, sustainable and inclusive responses.

Malaysia called upon all States, in particular major arms-producing States, to exercise the highest degree of responsibility in the transfer of small arms and light weapons. Supplies must be limited only to governments or entities duly authorised by governments and must be accompanied by effective legal controls to prevent illicit transfer, unauthorised re-export and diversion.
