The 19th Conference of States Parties to the Convention on the Rights of Persons with Disabilities was held during June 8-11, 2026, at the United Nations Headquarters in New York. H.E. Mr. Thongphane Savanphet, Permanent Representative of the Lao PDR to the United Nations in New York together with the delegation from the Ministry of Labour and Social Welfare to attend the opening session of the meeting. The meeting elected 9 members of the Committee on the Rights of Persons with Disabilities out of 15 candidate countries, namely: 1). China, 2). Armenia, 3). Benin, 4). Ethiopia, 5). Georgia, 6). Kazakhstan, 7). Lithuania, 8). Palau, and 9). Samoa. The Committee on the Rights of Persons with Disabilities is a body comprising 18 independent experts that monitor the implementation of the Convention on the Rights of Persons with Disabilities by reviewing and providing comments to the national reports on the implementations of the said Convention.
During meeting, the representative of the Ministry of Labour and Social Welfare, representing the Government of the Lao PDR, delivered a statement during the general debate. The statement emphasized that the Lao PDR attaches great important to the issue of persons with disability since becoming a state party to CRPD convention in 2009 and is committed to promoting, protecting, and guaranteeing the rights of persons with disabilities. In January 2026, the Government of the Lao PDR approved the National Action Plan for the Implementation of the Recommendations of CRPD 2026-2030. At the same time, the Government of the Lao PDR is focusing on 3 priority areas: law, public services, and participation in decision making process and information developing data management service system. Additionally, the statement highlighted that the major cause of disability in the Lao PDR is accidents caused by unexploded ordnance (UXO), which remains a significant challenge to the country's socio-economic development.
During the said conference, the Permanent Representative of the Lao PDR participated as a panelist in a side event on the topic: "Social Welfare as a Pathway to Realizing the Human Rights of Landmine Victims," organized by the Permanent Mission of the Republic of Azerbaijan. The Ministry of Labour and Social Welfare of the Lao PDR co-sponsored and participated as a panelist in a side event on the topic: “From disability cards to disability management information systems for inclusive social protection, care and support”, organized by UNICEF and co-sponsored by the Permanent Mission of the United Kingdom to the Unite Nations, the Ministry of Social Welfare of Sierra Leone, Committee on the Rights of Persons with Disability and other organizations. Furthermore, the delegation also attended other side events which held during the Meeting.

On 10 June 2026, at the UN Headquaters in New York, H.E. Mr. Thongphane Savanphet, Permanent Representative of the Lao PDR to the United Nations, delivered a statement at the Annual Session 2026 of the Executive Board of UNDP/UNFPA/UNOPS during the interactive dialogue with the UNDP Administrator on the Annual Report for 2025.

The Ambassador commended UNDP’s continued contribution to sustainable development despite growing global challenges and highlighted its support in poverty reduction, governance, climate action, resilience-building, and digital transformation. He also underscored the importance of predictable and flexible funding to enable UNDP to effectively support programme countries in achieving the Sustainable Development Goals.

The Lao PDR reaffirmed its longstanding and strong partnership with UNDP and stressed the importance of national ownership and country-led development efforts as discussions on the future of the UN development system continue.

On 9 June 2026, at the UN Headquaters in New York, on the occasion of the Nineteenth Session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities (COSP19), H.E. Mr. Thongphane Savanphet, Permanent Representative of the Lao PDR to the United Nations, participated in the Side Event on the theme: “Social Services as a Pathway to the Realisation of Human Rights of Mine Victims under the CRPD” organized by the Permanent Mission of the Republic of Azerbaijan.

In his remarks, Ambassador Thongphane highlighted the continued impact of Unexploded Ordnance (UXO) on the socio-economic development and people’s livelihood in the Lao PDR and reaffirmed the Government’s commitment to supporting survivors through rehabilitation, social protection, inclusive education, and livelihood assistance. He also emphasized the importance of sustained international cooperation to ensure the full inclusion and realization of the rights of UXO survivors.

The Ambassador further informed participants that the Lao PDR will host the Third Review Conference of the Convention on Cluster Munitions on 14–18 September 2026 in Vientiane, Lao PDR.

On 12 May 2026, H.E. Mr. Thongphane Savanphet, Ambassador, Permanent Representative of the Lao PDR to the United Nations participated in and delivered a remark at the event to commemorate the 27th Anniversary of the International Day of VESAK at the United Nations Headquarters in New York. The commemoration was co-organized by the Secretary-General of the United Nations, the Permanent Missions of Sri Lanka and Thailand to the United Nations.

The Day of VESAK is considered one of the most auspicious days when the Buddhists around the world commemorate the Birth, Attainment of Enlightenment and Passing of the Lord of Buddha on that same day. The United Nations General Assembly Resolution 54/115 has recognized the Day of the Full Moon in the month of May of each year as International Day of VESAK which is the same day as Visakhabouxa Day or VESAK Day in the Lao PDR.

At UN Headquarters in New York, the Second International Migration Review Forum (IMRF) was organized on 05-08 May 2026 to review the implementation of the Global Compact for Safe, Orderly and Regular Migration (GCM). At the General Debate session, H.E. Ambassador Thongphane SAVANPHET, Permanent Representative of the Lao PDR to the United Nations delivered a National Statement. At the beginning of this year, the Lao PDR submitted its Voluntary Review Report on the status of implementation of the Global Compact for Safe, Orderly and Regular Migration (GCM) in Lao People’s Democratic Republic, to demonstrate its commitment for safe and orderly migration as well as to ensure the basic rights of all migrants in the society.

On 29 April 2026, at UNHQ, H.E. Mr. Thongphane SAVANPHET, Ambassador, Permanent Representative of the Lao PDR to the United Nations in New York attended the opening ceremony of the Youth Art Exhibition on the margin of the 2026 Review Conference of the Parties to the Treaty on the non-Prolifiration of Nuclear Weapons (NPT) entitled “Envisioning a World Free from Nuclear Weapons” to mark the 30th anniversary of the Treaty on the Southeast Asia Nuclear-Weapon-Free Zone (Treaty of Bangkok) and its relevance to the broader disarmament frameworks. It features 22 works by young artists from ASEAN Member States and the Pacific, including Brunei Darussalam, Indonesia, Lao PDR, Myanmar, the Philippines, and Kiribati. The 2nd Runner-up photograph “One Being, Two Shadows” was from Ms. Viengsavanh VILAVANGSONE, Lao PDR. The photographs competition was organized by UNRCPD in Thailand in December 2025 under the theme “Envisioning a World Free from Nuclear Weapons”– Youth Multimedia Arts Competition in Southeast Asia.

On 30 April 2026, H.E Mr. Thongphane Savanphet, Ambassador, Permanent Representative of the Lao PDR to the United Nations participated in and delivered a remarks at the event to commemorate the International Day of Vesak, under the theme “Leveraging Buddhist Heritage for Strengthening Global Peace and Cooperation”.

The International Day of Vesak is considered one of the most auspicious days when the Buddhists around the world commemorate the Birth, Attainment of Enlightenment and Passing of the Lord Buddha on the same day. The United Nations General Assembly Resolution 54/115 has recognized the Day of the Full Moon in the month of May of each year as the International Day of Vesak which is the same day as Visakhabouxa Day or Vesak Day in the Lao PDR.

The 11th Review Conference on the Implementation of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), chaired by Vietnam, is taking place from 27 April to 22 May 2026, at the United Nations Headquarters in New York. The Review Conference is held every five years mandated to assess progress and challenges in the implementation, as well as to identify areas of work and layout future directions under three main pillars: non-proliferation, nuclear disarmament, and peaceful uses of nuclear energy.

In the general debate of this Review Conference, H.E. Mr. Thongphane Savanphet, Ambassador, Permanent Representative of the Lao PDR to the United Nations, delivered a country statement reiterate that the Lao PDR attaches great important to the NPT Treaty, as the world still witness that nuclear weapons continue to pose major threats to global peace and security, and survival of humankind. The Lao PDR calls on all States Parties to the NPT to renew their commitments towards the full implementation of the Treaty, as well as other treaties and related documents, namely the Treaty on the Prohibition of Nuclear Weapons (TPNW), the Comprehensive Nuclear-Test-Ban Treaty (CTBT), the Nuclear-Weapon-Free-Zones, and relevant resolutions of the United Nations Security Council.
