My name is Connie Noland, and I am honored to have served as a board member of the Ralls County Health Department for the past six years. I have also been a proud resident of Ralls County for 49 years.

Before becoming a board member, I was not fully aware of the many services and programs the Health Department provides to support the health and well-being of our community. Since joining the board, I have had the opportunity to see firsthand the dedication of the staff and leadership in ensuring that every available resource is utilized to benefit the citizens of Ralls County.

One of our most significant accomplishments has been the purchase of our new building. Rather than continuing to lease a facility at an increased monthly cost of $3,400, we are now investing in a building of our own with monthly payments of approximately $2,700. This investment not only reduces our monthly expenses but also creates a permanent asset for the community. The building is expected to be paid off in approximately nine years, helping to secure the future of public health services in Ralls County for generations to come.

The Ralls County Health Department Board values community involvement and welcomes input from our residents. We are committed to listening, improving, and finding new ways to serve our community while continuing to provide quality public health services for all.

The Ralls County Health Department has proudly served our community for generations by providing essential public health services, disease prevention programs, environmental health services, health education, emergency preparedness, and much more.

To continue providing these important services and meet the growing needs of our community, we are asking voters to vote on Proposition Public Health on the upcoming ballot.

With all the hats that I wear at the Ralls County Health Department, one of them is being the Program Manager for the Maternal Child Health (MCH) Services Contract. The program's focus is to support, improve, and promote the development and coordination of family-centered and community-based systems of care for mothers, children, and youth, including children and youth with special health care needs, and their families.

Over the past five years, I have had the opportunity to focus much of our work on promoting Protective Factors for Youth and Families, specifically addressing su***de prevention and self-harm awareness among youth ages 10-19. As we come to the end of Fiscal Year 2026 and reflect on the goals outlined in our work plan, I am proud of what has been accomplished through this contract.

Some of our accomplishments include:

💙 In 2023, the Ralls County Health Department adopted a Memorandum of Understanding (MOU) to increase access to mental health resources for individuals and families receiving services through the health department.
💙 Increasing mental health awareness through a community resource guide I developed, educational Facebook posts, and outreach efforts at community events including the Back-to-School Fair, Teen Health Fair, and Park Days.
💙 Providing postpartum kits to new mothers participating in WIC, along with mindfulness kits, kindness rocks, coping kits, and children's books focused on bullying prevention and emotional wellness.
💙 Participating in HOPE meetings with the Ralls County School District to support youth mental health initiatives and community collaboration.
💙 Worked with the art class at the school to have a billboard designed in the county for mental health awareness.
💙 Attending Youth Mental Health First Aid training and helping bring those trainings to local staff and community members, while also promoting awareness of the 988 Su***de & Crisis Lifeline.

While I am proud of what has been accomplished, I am equally excited about the future. For the 2026-2031 funding cycle, our focus will shift toward improving access to family-centered, coordinated, comprehensive, and community-based health care services and supports for children both with and without special health care needs.

In rural communities such as Ralls County, families often face structural and socioeconomic barriers that make it difficult to access coordinated services. These challenges impact children with chronic conditions as well as those who may not have identified special health care needs but still require preventive, developmental, and supportive services. Our goal is to help bridge those gaps and strengthen the systems that support children and families throughout our community.

Public health is about meeting people where they are, building partnerships, and creating opportunities for healthier futures. I am grateful for the opportunity to continue this work and to serve the families of Ralls County through the Maternal Child Health Program.

Thank you to our community partners, schools, healthcare providers, and families who have helped make this work possible. Together, we are building a stronger, healthier future for our children!

Adults often ask why bullying is so common among teenagers today, but maybe we should also ask what they’re seeing from the adults around them.

Teenagers watch us more than they listen to us. They see adults tearing each other down on social media, posting passive-aggressive comments, spreading rumors, judging others, and engaging in online drama. When these behaviors are normalized by grown adults, it’s easy for young people to believe that’s just how people communicate.

The truth is, bullying doesn’t always start in the school hallway. Sometimes it starts on a newsfeed.

If we want our children and teenagers to be kinder, more respectful, and more accepting of others, we need to model that behavior ourselves. Every comment, post, and interaction teaches them something about how to treat people.

Social media has given everyone a voice. The question is: Are we using ours to build people up or tear them down?

WHY • HOW • WHAT Monday Series – Personal Hygiene

Personal hygiene products are not a luxury—they are a basic human need. As the cost of living continues to rise, many families are forced to make difficult choices, and items like soap, shampoo, deodorant, toothpaste, and laundry detergent are often left off the shopping list.

A few years ago, we began receiving requests for hygiene assistance. Those requests became our why. Since then, our quarterly hygiene drive has grown and helped us reach more people in our community.

Our how is simple: community support. Every donation helps a student feel confident, a parent stretch their budget, a neighbor feel supported, and someone facing hardship maintain their dignity.

Our what is easy: donate new hygiene products. Even travel-size items, hotel toiletries, and samples can make a meaningful difference.

Small items can have a big impact. Together, we are turning compassion into action and helping our neighbors feel cared for.
