KIDNAPPING ARREST

March 24, 2020 | New Haven

At about 3 a.m. officers responded to the 200 block of Quinnipiac Ave on the report of a fight. The officers learned a man, armed with a gun and knife, had abducted a 38-year-old woman during the incident.

Officers on scene spoke with several witnesses who confirmed an armed abduction had occurred. Officers issued a police broadcast to other law enforcement agencies and began searching for the kidnapping victim, the suspect Luis Xavier Rivera, and the minivan he was operating.

A short time later, patrol officers spotted Rivera driving in the Hill neighborhood and stopped his vehicle at Spring Street and Howard Avenue. Officers found the woman unharmed and took Rivera into custody without incident.

From the vehicle, officers seized a large knife and a rifle style BB gun which had been modified to resemble an AK-47 assault rifle with a high capacity magazine.

Officers transported Rivera to the NHPD Union Avenue Detention Center where he was charged with Kidnapping First Degree with a Firearm among other charges. The motive behind the abduction has not been determined.

SHOOTING INVESTIGATION

New Haven Police are investigating a shooting. On Wednesday, March 18, 2020, officers responded around 4 p.m. to the report of gunfire and a person shot in the area of Bouchet Lane near Eastern Street.

Arriving officers located the gunshot victim at her Bouchet Lane residence.

The 17 year old female told officers she was inside a bedroom when a bullet came through the wall and struck her.

The victim suffered a non-life threatening graze wound to her arm and was transported by ambulance to Yale New Haven Hospital.

Investigators canvassed the neighborhood and found evidence of gunfire in the Eastern Street roadway. Crime scenes on Bouchet Lane and Eastern Street have since been cleared and the streets reopened.

The New haven Police Department supports our neighborhood’s Little League. See message below form State Representative Al Paolillo:

Registration for the 2020 Baseball and Softball Annex Little League seasons are underway now through February 29th. Visit https://www.annexlittleleague.org/ to create an account or log into your existing one.

Regular registration with the current discounted fees and sibling discounts will END on Feb 29th at midnight.

Late registration – at and additional $25 per player – is March 1st through the 6th so please register early. Remember, availability is limited and there are no discounts for siblings during late Registration.

A player will be assigned to a team only if registration is paid-in-full or if payment arrangements are made prior to the March 6th late registration deadline. Any unpaid order after March 6th will be purged and players will not be eligible for placement on a team.

If you have a legitimate hardship, please reach out well in advance of March 6th. All efforts will be made to work with families.

Player screenings will tentatively be held the week of March 9th. Details will follow once a time and location are secured.

New Haven | The New Haven Police Department would like to provide some information on the ongoing social media scare that has been pandering the community with fear.

The New Haven Police would like to quell the reports but also advise the community that if there is an incident, suspicion, or fear to call 9-1-1. Additionally, anonymous tips can be submitted to our Elm City Intel Center. These complaints will be investigated completely with diligence and attentiveness.

THE FOLLOWING IS A BRIEF SUMMARY OF NOTABLE INCIDENTS WHICH OCCURRED IN THE EAST SHORE AND QUINNIPIAC SECTION OF NEW HAVEN BETWEEN 11-25-19 and 12-1-19.

A work van was parked overnight Monday on Fairmont Ave. In the morning, the owner discovered close to $2,000 worth of tools were stolen. Even if it is an inconvenience, the police recommend that work vehicles either be unloaded or parked in a locked garage at night.

Two vehicles were stolen Tuesday; one from the dead-end of Peat Meadow Rd and the other from the parking lot of Bella Vista. Although the thefts don’t appear related, both vehicles were later located and found stripped.

Officers responded to Russell St on the report of gunfire around 10:00 pm on the 26th. The responding officers canvassed the area and knocked on doors in search of evidence and witnesses. No evidence of gunfire was found.

Officers were alerted to a suspicious package at the corner of Kneeland and Raynham Roads Wednesday morning. The unattended lunch box raised concern for the neighbors. Officers discovered the package did contain lunch but no hazardous materials or devices.

A resident out for a Thanksgiving morning stroll discovered two loose dogs, a golden retriever and a Labrador, around the 600 block of Quinnipiac Ave. Officers arrived and located the owner in a nearby condo complex. The dogs must have escaped through an opening in the fence. The owner was warned and will take precautions to prevent further escapes.

Early Friday morning, Revere St neighbors heard a loud commotion around 3:00 am. A resident soon woke up and found her vehicle had a smashed windshield. Officers located a large rock nearby. A black Acura sedan may be involved.

Due to an increase in community complaints, the Department’s Traffic Unit issued over a dozen tickets for motorists running the stop sign on Townsend Ave at Parker Pl. Monitoring speed, stop signs and red lights will be a focus throughout the holiday season. Slow down and be safe.

Many New Haven residents are having a bad day once they realized their car left running was stolen. All are reminded to always SHUT YOUR CAR OFF whenever it is unattended.

Warming your car up in the morning? Shut if off. Even vehicles with remote starts are not immune to theft. It is better practice to drive the vehicle to warm it up.

Running back inside to grab a forgotten item? Shut it off.

Stopping at the convenient store to make a quick purchase? Shut it off.

Picking up your kids from school? Shut it off.

Are you just going to be a second? Shut it off.

Always SHUT your car off, TAKE the keys with you, and LOCK all doors.

THE FOLLOWING IS A BRIEF SUMMARY OF NOTABLE INCIDENTS WHICH OCCURRED IN THE EAST SHORE AND QUINNIPIAC SECTION OF NEW HAVEN BETWEEN 11-4-19 to 11-10-19:

Officers detained a shoplifter for stealing approximately $260 worth of merchandise from Walmart Monday evening. During the interaction, the subject became aggressive and attempted to flee. Further investigation revealed the 35-year-old Bridgeport man was attempting to conceal multiple pieces of crack-cocaine. He was arrested for possession of narcotics with intent to sell in addition to the larceny.

A driver was cut off by a black GMC Denali SUV as he was traveling on Woodward Ave approaching Main St Tuesday morning. He pulled up alongside the erratic driver and shouted at him. The driver of the GMC then displayed what was believed to be a gun and sped off.

Officers canvassed the area of Woodward and Townsend Avenues Tuesday night in search of a silver SUV occupied by two males firing BBs at parked vehicles. Multiple vehicles were damaged. Similar incidents involving BBs and paintballs were reported throughout the City.

Wednesday morning a resident of Pardee St noticed his Nissan Pathfinder, which was parked overnight in the driveway, was stolen.

Police and Fire Department personnel responded to the Hemingway Center Apartments on Eastern St early Thursday morning on the report of a water main break. The leak formed a large sinkhole approximately ten feet deep outiside the complex. Occupants of some of the units needed to evacuate. The area has since been rendered safe and repairs are underway.

Around 2:30 am Saturday morning, a drunken customer sparked an argument with a Forbes Ave gas station clerk. During the dispute, the subject snatched the clerk’s cell phone and fled the scene. Officers developed a suspect and charges are pending.

A Walmart shopper left his vehicle parked, unlocked with the keys inside Sunday afternoon. He returned to the parking lot and discovered the vehicle was stolen. Officers reviewed surveillance footage which captured the theft.
