Kennedy signed Public Law 87-726 in 1962 designating May 15 as Peace Officers Memorial Day in honor of those law enforcement officers killed or disabled in the line of duty and its calendar week as Police Week in recognition of the service given by the men and women who stand guard to protect us through enforcement of our laws. Amended in 1994, President Bill Clinton signed Public Law 103-322 directing the flag of the United States shall be flown at half-staff on May 15 unless that day is also Armed Forces Day, which is celebrated on the third Saturday in May."

New Castle Police Department to increase patrols to target distracted driving and speeding.

April 1, 2026 – NCPD is partnering with the Indiana Criminal Justice Institute (ICJI) to increase patrols aimed at reducing speeding and distracted driving on Indiana roadways.

As part of the Comprehensive Highway Injury Reduction Program (CHIRP), an ICJI initiative that provides federal funding for local traffic safety enforcement, officers will work overtime beginning April 4 through April 13, 2026, to identify and stop drivers who are speeding or violating Indiana’s Hands-Free Law.

Distracted driving and speeding remain major contributors to serious and deadly crashes. These actions are illegal and endanger everyone on the road. Officers will step up enforcement and ticket anyone caught violating these laws.

Indiana’s Hands-Free Law, which took effect in 2020, prohibits drivers from holding mobile devices while operating a motor vehicle. Calls may only be made using hands-free technology, such as Bluetooth, headset, or any other hands-free technology.

To help prevent dangerous driving behaviors, ICJI and law enforcement encourage motorists to:

• Put the phone down and avoid multitasking while driving
• Obey posted speed limits and adjust speed for road conditions
• Allow extra travel time, especially during busy commute periods
• Keep a safe distance between vehicles

CHIRP is supported by the National Highway Traffic Safety Administration and administered by the Indiana Criminal Justice Institute. For more information about ICJI’s traffic safety programs, visit www.in.gov/cji.

It was an honor for AC Wardlow, and for the NCPD, that he was selected to attend when only approximately 250 people are chosen from an international pool of senior police leaders. If you see AC Wardlow out, join us in congratulating him.

(The FBI National Academy is a prestigious, 10-week professional development program held at the FBI Academy in Quantico, Virginia, specifically designed for mid-level and senior law enforcement leaders. Founded in 1935, the program aims to raise global law enforcement standards by providing advanced training to a highly selective group—fewer than 1% of officers nationwide are chosen to attend. Participants, who typically have an average of 21 years of experience, engage in a rigorous curriculum of undergraduate and graduate-level courses accredited by the University of Virginia, covering topics such as leadership, behavioral science, forensic science, and counterterrorism. Beyond academics, the academy emphasizes intensive physical fitness, culminating in the "Yellow Brick Road," a grueling 6.1-mile obstacle course. S Memorial Drive is under construction, again, this time from Parkview Drive to C/R 300 S. Obey all signs. Keep your focus on the road. Be patient and help each other.

New Castle experienced several additional traffic accidents last year due to this road construction. Stay alert.

Thank you, Safe At Home, for hosting ICADV for an excellent L.A.P. training on domestic violence prevention and investigation! Several NCPD Officers from both the Patrol and Investigations Divisions attended the training.

(The Lethality Assessment Program (LAP) training provided by the Indiana Coalition Against Domestic Violence (ICADV) is a specialized, evidence-based initiative designed to train law enforcement and community partners to identify victims of intimate partner violence (IPV) who are at the highest risk of being seriously injured or killed.)

The New Castle Police Department extends our deepest condolences to the Beech Grove Police Department following the tragic loss of Officer Brian Elliott, who was killed in the line of duty on February 16, 2026.

Officer Elliott made the ultimate sacrifice while serving and protecting his community. His dedication, courage, and commitment to public safety will not be forgotten.

We also keep the injured officer in our thoughts and wish them strength and a full recovery.

During this incredibly difficult time, we stand alongside the Beech Grove Police Department, Officer Elliott’s fellow officers, his family, and the entire Beech Grove community as they mourn this profound loss. The law enforcement profession is built on unity and service, and we grieve together as one law enforcement family.

The men and women of the New Castle Police Department extend our heartfelt thoughts and prayers to the two officers of the Beech Grove Police Department who were shot in the line of duty tonight.

Our hearts are with the injured officers, their families, and the entire Beech Grove Police Department during this difficult time. We stand in solidarity with our fellow law enforcement officers and pray for their strength, healing, and full recovery.
