DHCD has an immediate opening for a full-time Program Manager Sr. II (Director, Maryland Revitalization Programs).

This Director position provides key leadership and policy expertise in the field of community development. The position leads a team responsible for managing a suite of neighborhood revitalization programs, with a particular focus on communities across Maryland. The position oversees grants, loans, projects and services provided to local governments and nonprofit organizations from application to award and monitoring. The position provides leadership in program and partnership development and the provision of technical assistance to stakeholders, community leaders, government officials and interagency partners seeking to revitalize communities.

Yesterday, Governor Wes Moore announced that the Fiscal Year 2027 application round for DHCD’s NourishMD Grant Program will open on September 22, 2026. NourishMD will provide approximately $3.67 million in grants to support the development, stabilization, and expansion of retail outlets that provide fresh food in Maryland’s food deserts – areas where residents have limited or no access to nutritious food options.

“Where you live should not limit your ability to put fresh and nutritious foods on the table,” said Gov. Moore. “Thanks to the NourishMD program, our administration is tackling food insecurity by delivering food to the communities that need it the most, while addressing nutritional gaps and childhood hunger and ensuring no one is left behind.”

The NourishMD Grant Program provides eligible food retailers with grants between $25,000 and $150,000 for capital-related needs such as infrastructure and technology, facility upgrades, and equipment purchases. Eligible food retail businesses must be located in an area with a Fresh Food Gap Score of 65% or higher as provided by the Maryland Community Compass, an initiative of the Governor’s Innovation Team. In the program’s pilot round, retailers were awarded a combined $3.64 million in grants to expand fresh and healthy food access in target communities.

“Whether the cause is disinvestment, distance, or disrepair, too many Maryland neighborhoods and communities are impacted by lack of access to varied and nutritional food choices,” said DHCD Secretary Jake Day. “NourishMD supports businesses and nonprofit organizations seeking to create oases within food deserts that provide both quality in product and equality in access.”

To build stronger, more equitable communities, we need to start with the people who call them home. In March 2026, DHCD brought together state agency partners for the People-Centered Placemaking Workshop, convened by The Public Finance Initiative. The workshop explored how community input, data, coordination, and resources work together to support rural and small communities which have been historically underserved. Congratulations on this win for fair housing in Maryland!

The Trump administration threatened to cut funding for fair housing enforcement from states that protect people based on sexual orientation, gender identity, source of income, military status, and marital status. I joined a coalition of 17 attorneys general in suing to stop it. The administration fully conceded and confirmed these conditions won’t apply to current or future funding. Maryland’s fair housing protections are more secure as a result.

CFG Bank Arena and Oak View Group invited DHCD Secretary Jake Day and staff on a tour in Baltimore this afternoon to show the benefits of their partnership, which include a mural that links to the Reinvest Baltimore-Maryland Mortgage Program campaign.

The campaign highlights homeownership opportunities and products in the city for those looking to move there, with a focus on the two most recently announced products: Reinvest Baltimore Down Payment Assistant program and Reinvest Baltimore Rate Savings. The mural and other MMP branding can be found throughout the 14,000+ seat concert and entertainment venue during its many events.
